🚨 Uzbekistan Advances Major Reforms to Boost Business Transparency and Judicial Oversight
Uzbekistan is taking a significant step toward improving its business environment by introducing sweeping reforms aimed at liberalizing financial penalties, strengthening judicial oversight, and enhancing digital transparency.
Under the leadership of Shavkat Mirziyoyev, the government has reviewed proposals to reduce excessive bureaucratic barriers and ensure a more balanced and fair system for businesses.
Key reforms include introducing a unified mechanism for financial penalties, allowing businesses to pay only 50% of fines within one month and be exempt from the remaining amount, as well as enabling installment payments over six months.
To strengthen accountability, authorities plan to expand the role of courts in reviewing penalties. If a fine is overturned, businesses will receive refunds within 15 days, with penalties imposed on delays—marking a major step toward reinforcing judicial protection for entrepreneurs.
A central pillar of the reform is digitalization, including the creation of an electronic register of financial penalties within the Unified State Control system. All penalty decisions must be digitally recorded and verified, or they will be deemed invalid.
Additionally, businesses will gain access to online tools for monitoring fines, making payments via mobile applications, and filing appeals through digital platforms, ensuring greater transparency and efficiency.
