DC Kulgam launches the "Classes of Joy" Initiative in Kulgam for bridging the learning gaps in all primary and middle schools in collaboration with Pratham Foundation.

KULGAM JULY 24:District Administration in collaboration with Pratham Foundation and School Education Department today launched the initiative to bridge the learning gaps in foundational literacy and numeracy of kids in primary and middle schools. DC Kulgam Athar Aamir Khan said that the initiative follows the TaRL Teaching at Right Level Approach.
Teaching at the Right Level (TaRL) is designed to improve foundational literacy and numeracy skills among primary school children, particularly in low-resource settings. It focuses on tailoring instruction to students' actual learning levels rather than their age or grade.
Key Features:
Assessment-Driven: Begins with a simple, rapid assessment to gauge students' current reading and math abilities.
Grouping by Level: Students are grouped based on their learning levels (e.g., beginner, letter recognition, word reading) rather than grade for targeted instruction.
Focused Activities: Uses engaging, activity-based teaching methods to build foundational skills, emphasizing daily practice and interaction.
Short-Term Interventions: Typically implemented in dedicated learning camps (20-40 days) or within regular school hours, with 1-2 hours daily.
Teacher Training: Equips teachers and volunteers with training to deliver level-appropriate instruction effectively.
Continuous Monitoring: Regular assessments track progress, allowing regrouping and adjustment of teaching strategies.

All the 458 primary and middle schools of Kulgam district are being covered. The capacity building and training of around 2300 teachers was started from today with first batch of around 460 teachers. The Teaching Learning material is also being provided to all the teachers. The schools will undergo the programme for 100 days and then reassessment will be done and next round will be again done for another 100 days.
The training programme which was inaugurated by Deputy Commissioner (DC) Kulgam, Athar Aamir Khan (IAS) who was the Chief Guest on the occasion will continue for seven (7 ) days and each day 300 Teachers will be trained.

Addressing the Teachers on the occasion DC said, " you have to make the class rooms sources of joy and let every student bloom to their fullest potential".

The idea of rolling out 100 days Teaching at Right Level (TaRL) for all (458) Primary and Middle Schools in phase-1 is a learning improvement initiative to enhance the Literacy and Numeracy skills in English and Maths at elementary level the DC elaborated.

Under the initiative the baseline assessment will be done of all students of classes 3-5 using the assessment tools for reading, arithmetic and cognitive skills.

All the 2100 teachers of elementary classes will be trained for the TaRL interventions through intensive capacity building programs and will be equipped with tools required.

Earlier the Chief Education Officer( CEO) Kulgam Mohd Shabir in his welcome address paid gratitude to District Administration for providing a platform for teachers capacity building training program through Pratham Foundation.

The others who spoke on the occasion include Pratham Head Irfan Wani, ADC Viqar Giri and vote of thanks was presented by Dy CEO Kulgam.

SMHS Doctors Shut Hospital Gates After Colleague Assaulted, Attendees Protest Against Gate Closure

Srinagar, July 23, KNT: A major disruption unfolded at Srinagar’s SMHS Hospital on Wednesday after doctors staged a strike and closed the hospital gates in protest against the alleged assault on a resident doctor by an attendant of a patient. The strike brought patient care to a near standstill, leading to chaos and anguish among the sick and their families.

The agitation began after an attendant reportedly slapped a resident doctor, triggering immediate outrage among the medical fraternity. In response, the hospital’s resident doctors locked the main gates of the hospital and staged a sit-in, demanding action against the accused and better protection for healthcare professionals on duty.

As a result of the gate closure, hundreds of patients and attendants were seen stranded in and around the hospital premises. Desperate pleas were made by people seeking urgent medical attention, but the doctors remained firm in their protest.

One of the most heart-wrenching scenes came from a man from Pulwama, who was carrying his young child in his arms. “My son received an electric shock and needs urgent treatment. But here the doctors have locked the gates. Who is responsible if something happens to him?” he told the news agency Kashmir News Trust.
The incident sparked a counter-protest by attendants and families of patients, who accused the hospital authorities of prioritizing professional grievances over human lives. “We understand their anger, but why should innocent patients suffer?” questioned another attendant outside the hospital gate.

An official from SMHS Hospital, while confirming the incident, said that a police case has been registered against the individual who assaulted the doctor and added that efforts are underway to defuse the situation and resume normal services.

He further appealed for calm from both sides and assured that the administration was in touch with police and hospital representatives to bring an amicable end to the deadlock. [KNT]

Kulgam, July 22 (JKNS): Fresh concerns have emerged from Kokergund village in Yaripora, Kulgam, where locals have alleged that the newly constructed link road is being built using wet soil instead of standard stone dust or dry base material a deviation they say could severely compromise the road’s durability.

Youth association Kokergund told the News Agency _JKNS, That contractor, despite having an approved estimate of ₹9 lakh, has compromised on the material quality. As per locals, the contractor used only 9 dumber (truckloads) of stones and 2 dumber of wet soil, skipping the mandatory use of fine dust which is essential for a stable and long-lasting road base.

"They are playing with public money and risking our safety. This road will collapse in no time," said a visibly agitated resident, accusing the contractor of cost-cutting at the expense of quality.

The muddy base, locals say, increases the risk of early wear and tear, especially with the upcoming rainy season approaching.

Experts caution that the use of wet soil can lead to uneven surfaces, erosion, and waterlogging, significantly reducing the road’s life span.

Locals have urged the district administration to intervene immediately, demanding a technical inspection and a halt to ongoing work until proper construction materials are used. (JKNS)
