The outstanding leadership of Dr. Walton Ekundayo Gilpin Managing Director of Rokel Commercial Bank (RCB) has paved the way for the opening of a new branch in Cline Town, Freetown.

The inaugural opening ceremony of the new Banking facility took place on the 28th July 2025, with officials from the Ministry of Finance (M*F), Central Bank of Sierra Leone and the numerous customers of the Bank (including businesses) gracing the event.

Dr. Gilpin said the new branch should NOT only be seen as a legacy of operational Banking but expresses desire to position RCB to integrating into the overall Macro Economic system of Sierra Leone.
He hailed the cordial relationship between RCB, M*F and the Central Bank which is the regulator that formulates monetary policy to ensuring price and financial stability, maintaining an effective payment system and the capability to curbing inflation.

Dr. Walton Gilpin mentioned the Rokel SIM KORPOR that is integrated into the national switch that has facilitated the effective circulation of money that enhances economic growth.

Even though the Bank is looking forward to attracting big businesses, Dr. Ekundayo Gilpin welcomes the financial inclusion policy of RCB that has appealed to workers in the informal sector to open Bank Accounts, whiles indicating further that most of whom are gradually utilizing the digital services and products of RCB.

He expressed delight in finalizing plans to opening a new branch in neighboring Liberia; a feat which he admitted would improve the status of RCB within the African Banking context.

By gradually attaining a regional posture, international businesses operating in Sierra Leone would be interested to Bank and solidify their relationship with RCB.
Dr. Gilpin commended President Julius Maada Bio for believing in RCB and further lauded the stance of the ruling SLPP government by way of NOT interfering in the daily operations of the Bank.

The representative from the Central Bank of Sierra Leone, John A. Tucker extoled the expansion drive of RCB which he said is a testament to financial inclusion and democratization policy of the Government which aims to bring banking services to the door steps of the people.

A prominent customer of RCB Mr. M.A Jalloh praised the Management and staff of RCB for delivering innovative Banking services and for attaching immense premium to its valued customers.

Mr. Abdul Aziz, the newly appointed Auditor-General of the Audit Service Sierra Leone, (ASSL) has addressed employees nationwide following his appointment and unanimous approval by the Legislative Arm of Government.

The appreciation event was organized at the ASSL headquarters office, Wallace Johnson Street, Freetown, where he expressed appreciation to God Almighty for making possible his appointment and endorsement by Parliament.

Abdul Aziz began by venerating and showering praises on the Omnipotent Creator for paving the way for him to reach the pinnacle of external Auditing.

He also thanked the Board of Directors, Management and Staff of ASSL for their unconditional support during the period he was serving as Acting Auditor-General.

Mr. Abdul Aziz encouraged the Management and Staff of ASSL to implement the three P's of Auditing (Passion, Perseverance and Patience), which are very crucial guidelines to reach to the top of Auditing career.

The newly appointed Auditor-General categorically conveyed to the audience of his readiness and willingness to promote the mandate of ASSL and to seek the welfare of all the employees.

Abdul Aziz described his appointment as a new dawn at ASSL, and went further in re-echoing the adage to the employees “the Result for Good Work is More Work.”

He urges the workforce at ASSL to raise the flag of Audit Service Sierra Leone and further heartened them to move away from the past by turning a new page.

The Auditor-General exhorted staff to maintain a cordial relationship, and further spurred them to see themselves as one big Audit family, working together for the betterment of Audit Service Sierra Leone.

Abdul Aziz`s career as an Auditor spans over 25 years of external auditing, beginning as an Audit officer to the Grand position of Auditor-General of Audit Service Sierra Leone.

PARLIAMENT UNANIMOUSLY APPROVES ABDUL AZIZ AS AUDITOR-GENERAL OF AUDIT SERVICE SIERRA LEONE

The 6th Parliament of the 2nd Republic of Sierra Leone has unanimously approved Mr. Abdul Aziz as the Auditor-General of the Audit Service Sierra Leone (ASSL).

Members of Parliament from both sides of the political divide lauded the leadership style of Abdul Aziz, and went further to expressing admirable impression of the quality of Audit reports he has superintended over the years, when he was serving in the capacity as the Acting Auditor-General of the ASSL.

Honourable Bashiru Silikie, Deputy Leader of Government Business extoled the wisdom of President Julius Maada Bio for appointing Mr. Abdul Aziz based on meritocracy that encompasses the appropriate qualifications and invaluable years of working experience as a professional external auditor.

“There is NOT an iota of doubt among Parliamentarians that Mr. Abdul Aziz will succeed in his capacity as the Auditor-General of ASSL, because he has already performed excellently as Acting Auditor-General,” Honourable Silikie stated.

Honourable Silikie noted that Parliament is contemplating to enacting legislations that would provide prosecutorial powers to ASSL as is the case with the Anti-Corruption Commission (ACC).

Honourable Emerson Sahr Lamina, the Deputy Leader II of Government Business representing Kono District said that Abdul Aziz is NOT a witch hunter, except that a public/civil servant is a witch then the Auditor-General would Witch Hunt that person.

Honourable Lamina expressed satisfaction from the fact that the brilliant production of Audit Reports over the years has made the work of the Public Accounts Committee (PAC) in Parliament and that of the Anti-Corruption Commission very simple.

Honourable Abdul Kargbo, the Minority Leader of APC in Parliament dilated on the positive impacts of audit reports including recommendations in enhancing service delivery.

According to Honourable Kargbo, Audit Reports have formed part of the daily readings of parliamentarians and further expressed awareness of the herculean task and challenges that Auditors are normally confronted with.

“Ensure that you are strong, don’t be intimated by anyone and do anything as long as it is within your powers as guaranteed by Law,” Honourable Kargbo advised.

Honourable Abdul Karim Kamara, the Whip of the APC in Parliament who is representing Port Loko District praised the professionalism displayed by Mr. Abdul Aziz in authoring audit reports over the years that are accurate and credible.

“I am particularly impressed with performance reports of institutions and the accuracy of the raw figures in the latest audit reports,” Honourable Abdul Karim Kamara pointed out.

Dr. Walton Ekundayo Gilpin, the Managing Director of Rokel Commercial Bank (RCB) has increased the operating capital of the financial institution from Le 91Billion to Le271Billion, in less than a year since the target was set for all Commercial Banks operating in Sierra Leone.

The recapitalization target was set by the Central Bank of Sierra Leone with the objective to guide Commercial Banks to strengthen their financial position, primarily to increase their capital reserves.

Banks are subjected to capital adequacy ratios by Regulatory Authorities, which dictate the minimum amount of capital they must hold relative to their assets. Therefore, the efficacious recapitalization by Dr. Walton Gilpin has ensured the meeting and surpassing of these requirements.

Dr. Walton Gilpin achieved the recapitalization feat with outstanding excellence; leading the RCB as the first bank to attain the accomplishment in less than a year, which has helped in alleviating potential losses.

The successful recapitalization by Dr. Gilpin has improved RCB`s ability to boosting depositor confidence and reducing the risk of financial instability.

Before 2017 when Dr. Gilpin was NOT at the helm of affairs at the RCB, the bank was experiencing losses due to bad loans, investment mishaps, and other factors, thereby depleting the capital stock of the Bank.

In that regard, the recapitalization exercise by Dr. Gilpin has replenished the capital base of RCB, thereby allowing the bank to continue operating and lending without the immediate threat of insolvency.

Such a successful recapitalization by Dr. Gilpin has facilitated economic growth and expansion, because the RCB is currently in a strong financial position to support new lending, expand into new markets, and invest in new technologies.

Dr. Walton Ekundayo Gilpin has provided the necessary resources for the aforementioned activities, which can enable the Rokel Commercial Bank (RCB) to maximize profit, growth and compete effectively.

Dr. Walton Ekundayo Gilpin has been reappointed by his Excellency President Julius Maada Bio to serve in the prestigious position of Managing Director (MD) of the Rokel Commercial Bank (RCB).

President Bio in his wisdom has used his prerogative to reappoint Dr. Walton Gilpin, because such appointments solely emanates from the President of the Republic of Sierra Leone for as long as he deemed it fit for the appointee to serve in such a capacity.

Reappointments cannot happen spontaneously, they are simply based on merit. Such a compliment mirrors the indisputable personality of Dr. Walton Ekundayo Gilpin, the Managing Director of Rokel Commercial (RCB).

After receiving his reappointment letter, Dr Walton Gilpin showed gratitude to the Almighty God and went further in thanking President Bio for the trust and confidence reposed in him to serve as MD of the Rokel Commercial Bank (RCB). His reappointment letter was signed by the Secretary to the President Mr Barba Fortune.

The Central Bank gave a target of three years for all commercial banks in Sierra Leone to recapitalize; Dr. Walton Gilpin manned the affairs of RCB to an excellent attainment of the accomplishment in less than a year.
Bank recapitalization refers to raising the operating capital of banks to a tolerable threshold, as required by the regulatory authority.

Dr. Gilpin successfully increased the operating capital of RCB from Le 91 billion to Le271 billion, thereby becoming the first bank in Sierra Leone to meet and surpass the target set by the regulatory authority.

In his efforts to rebuild, re-structure and expand the operations of the financial institution particularly in recent years, Dr. Gilpin is superintending over 18 branches and 9 outlets in Sierra Leone, as well as numerous ATMs and other financial products.

This expansion is part of a broader effort to bring banking services closer to the people of Sierra Leone, in line with the Bio led government's financial inclusion strategy.

The internationalization drive has also begun with the exploration of possibilities to open a brand new branch in neighboring Liberia.

The potential expansion into Liberia is part of Dr. Gilpin`s strategy for RCB to become a key player in the sub-regional finance market within the Economic Community of West African States (ECOWAS). RCB's potential move into Liberia is also a reflection of Dr. Gilpin`s recent investment in digital banking infrastructure and its focus on financial inclusion.

These achievements prompted President Bio to seal his reappointment as the Managing Director of Rokel Commercial Bank.

President Julius Maada Bio has on Thursday 3rd July 2025 appointed Mr. Abdul Aziz as the substantive and permanent Auditor-General after an excellent acting period spanning four years since 2021.

During his acting period, Abdul Aziz has achieved a plethora of milestones that has successfully impacted the Sierra Leone financial management, transparency and accountability.
Upon assuming office, Abdul Aziz was confronted with numerous challenges that seem insurmountable such as fragile audit function, inadequate resources and limited capacity among others.

By way of tackling these challenges, Abdul Aziz was able to map out clear priorities with a focus on rebuilding the audit institution, demystifying the image of Audit Service Sierra Leone (ASSL), strengthening its capacity, bolstering stakeholders` participation in the audit process and enhancing its effectiveness as a key player in the accountability sector within the public service.

Abdul Aziz`s success could be pinned on his successful establishment of a vigorous internal quality control by creating a quality assurance division with a mandate to ensure that audits were conducted in accordance with international standards and best practices.

In his status as Acting Auditor-General, he effectively introduced an audit methodology that focuses on service delivery. This approach primarily ensures that public entities perform their roles in meeting long and medium term national development plans and sustainable development goals.

In order to sustain the above mentioned developments, Abdul Aziz undertook a continuous capacity building programs for Auditors, which enhanced the nomination of staff for international capacity building exercises.
He also facilitated the reactivation of the international auditor fellowship programme organized by United States General Accountability Office (GAO).

Through support from the European Union, Abdul Aziz enabled auditors to receive training on emerging auditing areas such as Forensic audits, Environmental audits and Information systems audit.

The foregoing achievements among others prompted President Julius Maada Bio to appoint Mr. Abdul Aziz as the substantive and permanent Auditor-General of the Audit Service Sierra Leone (ASSL).

LEOCEM UNLAWFULLY SACKS SALES REPRESENTATIVE BERESFORD THOMPSON FOLLOWING HIS ELECTION AS SLPP DEPUTY CHAIRMAN WESTERN REGION

It is hard to fathom the reason for the sacking of Beresford Ronald Thompson sales representative at LEOCEM -Sierra Leone Cement Corporation Limited (Diamond Cement Group), a private Company that produces cement in Sierra Leone, without connecting it with his election as the SLPP Deputy Chairman, Western Region.

Our assertion is based on the Letter dated 26th June 2025 and signed by the General Manager Sudhakara G. Reddy, declaring his position as Sales Representative redundant without substantiating the reason(s) for his sacking.

As a result, his firing could be deduced to outright political vendetta, malice and bitterness because he was duly elected as the Western Region Deputy Chairman of the Sierra Leone People`s Party (SLPP).

Beresford Thompson has been held to ransom for exercising his democratic and constitutional right to freedom of assembly and association, an inalienable right
accorded to all citizens as enshrined in the 1991 constitution of Sierra Leone.

His legal employment with LEOCEM could be traced back to December 15th 2015 when he was recruited to serve as a junior accountant of the Company.

As an acknowledgment of his hard work and dedicated service to the Company, Beresford Thompson was elevated to the position of Sales Representative of LEOCEM in 2018, after an excellent probationary period.

It should be noted that Beresford Thompson has neither been summoned for any unprofessional conduct nor quarried for any breach of the LEOCEM`s Code of Conduct, since the confirmation of his appointment as the Sales representative.

The only crime that Beresford Ronald Thompson committed in the eyes and estimation of the Management of LEOCEM is the fact that he was fittingly elected as the Western Region Deputy Chairman of the SLPP about a week ago.

It should be regarded as a matter of urgency and exigency for the Ministry of Labour and Social Security and the Parliamentary Committee on Labour and Social Security to prevail on the management of LEOCEM, to reinstate Beresford Ronald Thompson in his position as the Sales representative with immediate effect.

Gone are the days when foreign Companies would violate the Labour laws of Sierra Leone by maltreating and unjustifiably sacking indigent workers with impunity.

IBRAHIM SAM DEFEATS ABDULAI BAH TO CLINCH SIERRA LEONE DRIVERS UNION PRESIDENCY

Ibrahim Sam, the Chairman of the Waterloo Lorry Park has comfortably won the Presidency of the Sierra Leone Drivers Union by defeating Abdulai Bah during a run-off election held at the Muslim Community Secondary school, Low cost, Kissy in the East end of Freetown.

The run-off was conducted on the 28th June 2025, where Ibrahim Sam polled 84 total votes cast from the delegates in contrast to Abdulai Bah who secured 73 votes.

Ibrahim Sam`s victory is a sequel to an election conducted on the 23rd June 2025 at the St Anthony Parish Hall in Brookfields, Freetown that attracted three contenders for the Presidency of the SLDU; Ibrahim Sam, Abdulai Bah and Abu White.

By the end of the polls on the morning hours of 24th June 2025, Ibrahim Sam and Abdulai Bah were tied at 68 votes, whiles Abu White polled 20 votes, with 2 invalid votes cast.

The stalemate led to a run-off where Ibrahim Sam unassailably secured 84 votes ahead of Abdulai Bah who garnered 73 votes from the national delegates of the SLDU.

The Triumph of Ibrahim Sam over Abdulai Bah has paved the way for the incumbent Alpha Bah to hand over the mantle of leadership of the Sierra Leone Drivers Union to the newly elected President.

Ibrahim Sam's election conquest has set the stage for the dawn of a new era at the helm of the Drivers Union that would henceforth steer the organization in the best interest of its general membership.

Ibrahim Sam and his newly elected executive are expected to seek the welfare of the general membership, ensure that lorry parks are safe and easily accessible, and further hygienic with sanitary facilities.

The mandate of the newly elected executive includes promoting road safety, representing drivers' interests in negotiations with authorities, ensuring fair working conditions, and contributing to crime prevention efforts by assisting with information gathering.

On 22nd June 2025, President Julius Maada Bio assumes the role of Chairperson of the Authority of ECOWAS Heads of States and Governments, one of his primary duties and responsibilities is to provide LEADERSHIP and DIRECTION to member states in the region. This includes PRESIDING OVER MEETINGS, SETTING the AGENDA, and FACILITATING discussions to address various POLITICAL, ECONOMIC, and SOCIAL ISSUES affecting the region.

President Bio will also act as the official spokesperson for ECOWAS, representing the organization in INTERNATIONAL FORUMS and NEGOTIATIONS. He will work closely with other member states to promote regional COOPERATION and INTEGRATION, as well as to promote PEACE and SECURITY in the REGION.

AUDITOR-GENERAL ABDUL AZIZ RESOLVES TO IMPROVE SERVICE DELIVERY THROUGH EFFECTIVE AUDITING PROCEDURES

The Auditor-General of the Audit Service Sierra Leone (ASSL) Mr. Abdul Aziz has in a meeting with Senior Staff of the Sankara Media Hub Limited exercises resolve to improving Service delivery through the implementation of effective auditing procedures.

By way of demonstrating strategic leadership, Mr. Abdul Aziz explained to the Sankara Media Hub Limited Members on June 17th 2025, some of the reforms his leadership has initiated in Auditing Ministries, Departments and Agencies(MDA'S).

According to Mr. Addul Aziz, it is of premium importance that the ASSL transcends the attitude of verifying at face value documents presented by MDA's for examination as a proof of procurement or for services contracted.
“We have moved beyond document authentication to establishing proof by confirming the availability on the ground of the service contracted, or goods procured from public resources disbursed to MDA`s by the Ministry of Finance,” he stated.

Mr. Abdul Aziz does not only rely on the Standard Operating Procedures, he demands tangible evidence to validate availability of Service delivery or items purchased.

He cannot accept something as true without questioning, neither does he believes something without scrutinizing, nor does he assumes something is correct without further investigation. That is Mr. Abdul Aziz's approach to auditing.

This methodology implemented by Mr. Abdul Aziz has helped in plugging leakages in procurement processes and has aided in discouraging blatant corruption, which are all aimed at enhancing effective service delivery.

Under the astute leadership of Auditor-General Abdul Aziz, a proactive initiative to ensure Ministries, Departments, and Agencies (MDAs) implement past audit recommendations is on course. It should be noted that these bold reforms aim to bolster transparency, improve governance, and enhance public sector performance.

As the Supreme Audit Institution of Sierra Leone, the mandate of the ASSL covers the entire public sector, with the responsibility to audit the central and local government, public enterprises, the central bank, and other state-owned financial corporations.

UMARR PARAN TARAWALLY CLERK OF PARLIAMENT IS A PUBLIC SERVANT APPOINTED BY PRESIDENT BIO AND NOT A CIVIL SERVANT

Contrary to what the All People's Congress (APC) is hoodwinking people to believe, Honourable Paran Tarawally is a Public Servant and NOT a Civil Servant by virtue of the fact that he is directly appointed by President Julius Maada Bio to serve the People of Sierra Leone.

A Public Servant is regarded as an individual that directly receives emolument from the national purse whiles a Civil Servant is recruited through the Public Service Commission (PSC) as a specialist to serve within the capacity of the Executive arm of government.

The Mantra is All Public Servants are Civil Servants but All Public Servants are Not Civil servants.
A Public Servant begins with the President of the Republic of Sierra Leone and a cleaner at a government hospital also falls within the bracket of a Public Servant.

It is no gainsaying that Honourable Paran Tarawally is representing the President in Parliament to serve as the supervisor and administrator of the House of Parliament; therefore if the Minority Leader in Parliament has an issue with the Clerk he should channel it to President Bio and NOT the Speaker of the House of Parliament.

Given that there is NO legal ground to prevent Honourable Paran Tarawally from contesting for the position of Secretary-General of the Sierra Leone People's Party it is left with him to choose a moral option.

Moral decisions are Not sacrosanct, he can choose to abide by them or ignore but being an SLPP faithful, Honourable Paran Tarawally intends to midwife the SLPP victory in the 2028 general elections as Secretary-General of the Sierra Leone People's Party (SLPP).

It should be noted that the APC is jittery because they are abreast of the fact that whenever Honourable Paran Tarawally is in charge of Parliamentary administration the chances of the APC gaining Parliamentary majority is far-fetched.

UMARR PARAN TARAWALLY CLERK OF PARLIAMENT IS ELIGIBLE TO CONTEST FOR SECRETARY GENERAL OF SLPP

Investigations mounted by this medium has established that Honourable Paran Tarawally, who is the current Clerk of Parliament of the Republic of Sierra Leone; is legally eligible to contesting for the position of Secretary General in the Sierra Leone People's Party (SLPP).

The main Opposition All People's Congress (APC) suspended its participation in Parliament, which was precipitated by the decision of the Clerk of Parliament to contesting for the position of Secretary General in the SLPP.

According to the leadership of the APC in Parliament, the move by Honourable Paran Tarawally is unlawful because it violates the Civil Service Code of Conduct.

Moreover, the APC is of the conviction that the determination of Honourable Paran Tarawally to become the next Secretary General of the SLPP is immoral, because it violates the principles of Independence, Neutrality and Impartiality required by the holder of the position of the Clerk of Parliament.

This medium has sounded the opinion of some Parliamentarians who described the Non-Cooperation of the APC with the House of Parliament as “Unfortunate, Misguided and Misleading”.

The Honourable members of Parliament categorically stated that Honourable Paran Tarawally is NOT affected by the issues raised by the APC because he is a Public Servant and NOT a Civil Servant.

By definition a Public servant is an individual who receives emolument from the Consolidated Revenue Fund, whiles a Civil Servant could be a specialist who is recruited, trained and deployed to perform a specific task in the Executive arm of government.

A civil servant ought to be apolitical based on the provisions of the Civil Service Code of Conduct, however, there are NO legal frameworks precluding a public servant to hold an Executive position in a political party.

It should be noted that the President of the Republic of Sierra Leone is the leader of the SLPP who is an active politician and a member of the SLPP Executive.

Therefore, if the APC have an issue with Paran Tarawally, they must engage the President and NOT the Speaker of Parliament.
