Dr. Sidie Mohamed Tunis: Driving Urgent Action for Gender Equality

✍️Saffiatu F. Massaquoi | Guest Writer, Sierra Truth News / Africa Edition

As the world marks International Women’s Day 2025, the urgency for gender equality has never been greater. This year’s theme, “Accelerate Action,” underscores the harsh reality that, at the current rate of progress, full gender parity will not be achieved until 2158 a staggering five generations from now. In response, global leaders are being called upon to dismantle systemic barriers and push for decisive reforms that fast-track gender equality in every sector.

One figure who has long championed this cause is Dr. Sidie Mohamed Tunis a seasoned lawmaker, philanthropist and former Speaker 5th-Legistlature-ECOWAS Parliament, whose policy-driven approach, economic empowerment initiatives, and education advocacy have significantly advanced women’s rights across West Africa.

His Inspiration

Growing up in a family with multiple sisters, Dr. Tunis developed a deep commitment to protecting, supporting, and championing women’s rights from an early age. This sense of responsibility carried into his public life, where, long before assuming regional leadership roles, he and his wife personally invested millions of leones in microcredit schemes, helping women establish and expand businesses. Their commitment to education also saw them fund numerous scholarships for women and youth, ensuring access to higher learning for those facing financial hardships. Over the past decade, he has built a reputation as one of Sierra Leone’s most dedicated philanthropists, consistently supporting initiatives that uplift women and underserved communities.

His advocacy took on even greater significance when he entered regional and international politics. As Speaker of the ECOWAS Parliament (2020–2024), he spearheaded key reforms to institutionalize gender parity, ensuring that gender equality moved beyond rhetoric to action. Under his leadership, the ECOWAS Parliament secured its first-ever dedicated budget for women’s empowerment. Through ECOFEPA, the female parliamentarians’ network, he pushed for independent funding, allowing it to operate freely and implement impactful programs across all 15 ECOWAS member states. This milestone expanded opportunities for leadership training, mentorship programs, and entrepreneurship initiatives, empowering thousands of women across the region.

A key architect of strengthening the 30% female representation law, he compelled national delegations to increase women’s participation in governance. His influence extended beyond regional politics, he strongly supported similar gender parity efforts in Sierra Leone, where, with the backing of President Julius Maada Bio, the country has emerged as a regional leader in gender inclusivity, setting new benchmarks for female political representation.

Beyond legislation, Dr. Tunis has worked extensively on economic and technological empowerment for women. Through ECOFEPA, he led efforts to provide laptops and digital resources to women and youth, improving their access to education and economic opportunities. His advocacy for women in STEM, politics, and leadership roles inspired a new generation of female leaders. His tenure also saw numerous young women from across West Africa visit the ECOWAS Parliament, gaining first-hand exposure to governance and leadership. Similar initiatives were replicated across multiple ECOWAS member states, fostering a growing culture of inclusion.

His steadfast advocacy also reshaped the ECOWAS Parliament itself, once dominated by male voices. The push for women’s representation culminated in his succession by a female Deputy Speaker, reinforcing his legacy as a champion of gender inclusion.

Accelerating Action in Sierra Leone

After his tenure at ECOWAS, Dr. Tunis returned to Sierra Leone with a renewed focus on grassroots empowerment. His Le10 billion scholarship fund, the largest privately funded education initiative in the country has provided critical financial support for young women pursuing university degrees.

His commitment to economic inclusion has led him to donate nearly a billion leones to women’s groups across multiple districts, ensuring that thousands of women gain financial independence. By expanding access to microfinance, vocational training, and business support, he has enabled women to transition from subsistence activities to sustainable entrepreneurship.

Through his Transform Pujehun District Agenda, he has prioritized agricultural development, digital literacy, and microfinance programs, recognizing them as critical sectors for long-term economic resilience. His fight for stronger laws against gender-based violence remains at the forefront of his advocacy, as he continues pushing for greater legal protections, enforcement mechanisms, and community-driven solutions.

A Champion for Gender Equality

Dr. Sidie Mohamed Tunis has never just spoken about gender equality he has fought for it, built policies around it, and ensured it moves from rhetoric to reality. His leadership in securing dedicated funding for female parliamentarians at ECOWAS earned him the Champion for Women’s Empowerment award from ECOFEPA in 2023. His unwavering commitment to gender-inclusive policies saw UN Women Nigeria name him a “He for She” advocate, while the Pan-African Parliament recognized his work in advancing female political participation and legislative reform.

But awards are not the goal impact is. From scholarships for young women to economic empowerment programs that have helped thousands gain financial independence, his efforts have transformed lives across Sierra Leone and West Africa. His legacy is not just in policies passed, but in doors opened, voices amplified, and barriers broken. And in his own words , “As long as there is work to be done, I will keep pushing forward because when women rise, nations rise”

A Call for Global Action

While progress has been made, the pace remains far too slow. The “Accelerate Action” campaign urges world leaders to move beyond gradual change and enact swift, transformative reforms that put women at the center of political, economic, and social development. It also emphasizes the need for greater investment in grassroots organizations, ensuring that those directly supporting women and girls receive the necessary funding and resources to sustain meaningful impact.

Dr. Tunis’s work serves as a model for effective leadership in gender equality. His efforts demonstrate that when policy, funding, and political will align, real progress is not only possible it is inevitable. As the world observes International Women’s Day 2025, his contributions stand as a testament to the power of advocacy, strategic investment, and unwavering commitment to advancing women’s rights.

The question now is whether other leaders will rise to the challenge, accelerate action, and ensure gender equality is achieved within our lifetime not left for the next generation.

The Measure of Leadership, A Reflection on Dr. Tunis

In one of his final meetings before leaving office, the President of Nigeria, along with the people of West Africa, did something that doesn’t happen often. They didn’t just acknowledge a leader, they honored him. They looked at Dr. Tunis, at the years of work, the decision made, the steady hand he brought to ECOWAS, and they knew they were witnessing an excellent stewardship. Leadership that mattered. Leadership that would be remembered for years to come.

Because real leadership isn’t about the title you hold or the office you sit in. It’s about the weight you carry, the trust you earn, and the responsibility you don’t run from when things get hard. It’s about the moments when no one is watching, when decisions have to be made, when the easy way out is tempting, but you choose to stand firm in the interest of the people.

Dr. Tunis understands that. He has lived it. Tested, not by ceremony, but by challenge. Proven, not by words, but by action. Not by chance, not by mere endorsement, but by the trust of the President of Sierra Leone and by the recognition of all his peers Presidents across the west Africa. He didn’t just serve, he led with love, compassion & humility. Not for recognition, but because that’s what leadership demands.

And when you look at his unique leadership journey, you see a man who never waited for permission to make a difference. While others hesitated, he stepped forward. Where others saw obstacles, he found solutions. And where some are still trying to prove themself, Dr. Tunis has already shown that he is ready not just for leadership, but for the kind of leadership that shapes nations / region, builds bridges, and leaves a legacy far beyond his tenure.

Because at the end of the day, leadership isn’t about how loud you speak, it’s about whether people listen when you do. It’s not about being seen, it’s about making an impact long after you’re gone. And Dr. Tunis, in the way he has led, in the way he continues to serve, has already written his name into the History of Sierra Leone, West Africa and the world. Not with words, but with action. Not for himself, but for the people he has always stood up for.

ECOWAS - Cedeao at a Crossroads: Are the Voices of the People Being Silenced?

The withdrawal of Mali, Burkina Faso, and Niger from the Economic Community of West African States (ECOWAS) marks a deeply concerning turning point for the region, not because it represents the will of the people, but because it is an act imposed by military juntas whose legitimacy remains questionable. These decisions, made without public consultation, are a disservice to the dreams of our forefathers who built ECOWAS as a beacon of unity, progress, and integration for West Africa.

The People Left Behind

One of the gravest consequences of this withdrawal is the plight of the ordinary citizens of these nations those who have dedicated their lives to ECOWAS as an institution and those who rely on its principles for their livelihoods. Statistics reveal that Burkina Faso has over 77 citizens employed within ECOWAS, Mali has 30, and Niger has 42. These individuals, working across various ECOWAS institutions, now face an uncertain future. By the time these countries complete their exit, these employees will likely lose their jobs, their rights to regional free movement, and the stability their positions provided.

This distress is not limited to ECOWAS staff. Thousands of ordinary citizens from these nations have migrated, established businesses, or contributed to economies across other ECOWAS member states. They are now at risk of becoming collateral damage in a political game they neither initiated nor endorsed. Trade routes, cross-border jobs, and family connections forged over decades are now jeopardized, undermining the integration ECOWAS has worked tirelessly to achieve.

The People’s Voice: Silenced or Ignored?

The narrative promoted by these juntas suggests that their decisions represent the will of the people, but this cannot be further from the truth. In environments dominated by fear and repression, dissent is silenced, and public opposition is punishable by imprisonment, exile, or worse. Citizens who disagree with the juntas cannot speak out, as doing so could cost them their lives. This silence, born out of fear, is not consent; it is suppression.

The carefully staged rallies and propaganda campaigns used to project popular support for these regimes are tools of manipulation, not democratic expressions of the people’s will. If these countries were functioning democracies, their withdrawal from ECOWAS would have been preceded by open dialogue, referendums, and a genuine consultation of the people’s wishes. Instead, what we see is a small group of military officers deciding the fate of millions, undermining the principles of democracy and regional unity.

A Betrayal of ECOWAS Principles

ECOWAS has evolved significantly since its inception in 1975. Its transformation from an ECOWAS of States to an ECOWAS of the People represents a commitment to putting the region’s citizens at the heart of decision-making. However, this vision is now under threat. By allowing these military leaders to dictate the terms of their countries’ exit, ECOWAS risks undoing decades of progress. It undermines the community’s credibility as a defender of democratic principles and regional integration.

The question must be asked: Is ECOWAS perceiving the decisions of these military leaders as representative of the people’s will? If so, it is a grave miscalculation. The people of Mali, Burkina Faso, and Niger have not been given the chance to speak. They are akin to hostages in a car driven by their oppressors, signaling for help while their captors hold them at gunpoint. Their silence is not agreement; it is survival.

The Dreams of Our Forefathers: At Risk

This year marks the 50th anniversary of ECOWAS, a milestone that should have been a celebration of unity, progress, and the fulfillment of the vision of our founding fathers. These leaders dreamed of a region where borders would no longer divide us, where trade and travel would flow freely, and where collective security would ensure stability for all. This vision is now being undermined by just former Presidential bodyguards to undo decades of hard work and sacrifice, let think this wisely without sentiment.

A nightmare looms seeing removal of the ECOWAS logo from Burkinabè passports as symbolic act of this betrayal, a rejection of the community’s legacy. It is a stark reminder of how far these former bodyguards have drifted from the ideals of integration and collective progress.

A Call for Reflection

ECOWAS must rethink its approach. The withdrawal of these nations cannot be allowed to proceed without questioning its legitimacy, come on, it not the citizens, it 3 guys. The fate of millions cannot rest in the hands of unelected military rulers. If these decisions are not challenged, the entire foundation of ECOWAS is at risk. It is not just these three countries that stand to lose; the entire region risks a return to fragmentation, conflict, and isolation.

ECOWAS must reaffirm its commitment to the people of West Africa. It may sound impossible, but ECOWAS must find ways to engage directly with the citizens of Mali, Burkina Faso, and Niger, to amplify their voices and ensure they are not forgotten in this crisis. A referendum, facilitated by ECOWAS A.U and independent observers, could provide a genuine measure of the people’s will. Until such steps are taken, the region will remain haunted by the question: Are we truly building an ECOWAS of the People, or have we reverted to an ECOWAS of the powerful?

Conclusion

The decisions being made today will shape the future of West Africa for generations to come. It is imperative that ECOWAS, its member states, and its citizens stand firm in defense of the region’s democratic principles and collective dreams. The silence of the people must not be mistaken for consent, and the will of a few must not dictate the fate of many. Let us honor the legacy of our forefathers by ensuring that ECOWAS remains a symbol of unity, progress, and hope for all West Africans.

From a young age, he displayed a deep commitment to serving others, a value instilled in him by his family and community. Over the years, this commitment has defined his career, both as a successful businessman, a philanthropist, and a seasoned politician. His journey from humble beginnings to naturally rising through the ranks of Sierra Leone politics and becoming Speaker of the ECOWAS Parliament is a story that inspires many in Sierra Leone and across West Africa. Hence, many refer to him as a natural leader, tested, proven, and trusted.

Whether mediating disputes or advocating for regional stability, Dr. Tunis has shown an ability to lead with wisdom and humility.

At home in Sierra Leone, Dr. Tunis has consistently supported President Julius Maada Bio’s leadership, even before he became President, from the “New Direction” agenda to the current “Big 5 Agenda.” He has aligned himself with initiatives to improve infrastructure, create jobs, and boost social services. His loyal support for these policies reflects his belief in continuity and the importance of building on existing progress. Yet, many also see Dr. Tunis as a leader with his own vision for Sierra Leone’s future, a vision that focuses on continuing to unite the country and ensuring that the nation’s prosperity is shared by all.

Throughout his career, Dr. Tunis has demonstrated a unique ability to connect with people from all walks of life. In a political environment often defined by rivalry and division, he stands out as someone who avoids personal conflicts and focuses instead on what unites Sierra Leoneans. His message is simple: the country can only succeed if its people work together, irrespective of their differences, referring to the nation as “one big family.” This inclusive approach has made him a trusted figure, not only in politics but also in communities across the nation.

Dr. Tunis’s philosophy of “Renewed Hope, Shared Prosperity” captures the essence of what he stands for. He believes that Sierra Leone can achieve lasting development by creating opportunities for all its citizens and addressing inequality at every level. As a philanthropist, he has invested in education, healthcare, and community development, particularly in his home district of Pujehun. These actions reflect his belief that no one should be left behind in the country’s journey toward progress.
