🇸🇱 President Bio Commissions Major Roads, Bridge in Pujehun — Launches Gbondapi Road Project

President Dr. Julius Maada Bio has commissioned key infrastructure projects in Pujehun District, including the 25km Bandajuma–Pujehun Road, the Julius Maada Bio Bridge, and the Gobaru Monument, while also launching construction of the Pujehun–Gbondapi Road.

The ceremony, held on April 25, 2026, in Kpanga Krim Chiefdom, marks a significant step in transforming the district and improving connectivity.

Addressing residents and officials, President Bio described the developments as “pathways to dignity,” emphasizing their role in improving access to healthcare, education, and markets, while boosting economic opportunities.

He noted that travel time between Bo and Pujehun has now been reduced to about one hour, a major improvement expected to enhance trade and mobility.

The President also highlighted plans to improve electricity supply in the district through a mix of solar and fuel-powered energy solutions, alongside ongoing expansion of the power network.

On agriculture, he said the Pujehun–Gbondapi Road will support the Government’s Feed Salone initiative, making it easier for farmers to transport produce.

Chief Minister Dr. David Moinina Sengeh described the projects as transformative, revealing that 41km of feeder roads have been completed, along with major progress in health, education, and agriculture.

The Julius Maada Bio Bridge, according to the Sierra Leone Roads Authority, addresses an infrastructure gap that has existed for over 90 years.

Local leaders and stakeholders have welcomed the developments, noting improved access to markets, schools, and healthcare services.

The projects mark a new chapter for Pujehun District, driving connectivity, economic growth, and community development.

PAC Launches Fresh Audit into Missing NLe3.5 Million Lands Revenue
The Public Accounts Committee (PAC) of Parliament has initiated an urgent investigation into the disappearance of over NLe3.5 million in revenue collected by the Ministry of Lands, Housing and Country Planning—raising fresh concerns about financial accountability within Sierra Leone’s public sector.

During a tense hearing on the 2024 Auditor General’s Report on Wednesday, PAC Chairman Hon. Ibrahim Tawa Conteh disclosed significant discrepancies in land-related revenue records. According to findings, a total of Le3,541,598,000 generated from land sales, surveys, and regularisation fees was not deposited into the designated transit account at the Sierra Leone Commercial Bank.

Further examination revealed an additional Le496,035,000 that, although reflected in the transit account, was not transferred to the Treasury Single Account (TSA) at the Bank of Sierra Leone.
Officials from the Ministry attributed the inconsistencies to possible technical challenges within the electronic payment platform, SmartKopa, which is used to process land revenues.

They explained that payments made through the system are automatically receipted and routed via commercial banks before reaching the central bank.
However, auditors challenged this explanation, noting that while records from SmartKopa and the National Revenue Authority (NRA) were consistent, corresponding bank statements reflected notable shortfalls.

“If the systems reconcile but the bank figures do not, then there is a discrepancy that must be fully explained,” Hon. Conteh emphasized.
The Committee also examined whether transaction or service fees charged by payment intermediaries could have contributed to the missing funds. However, members expressed skepticism, noting that such charges could not reasonably account for an estimated 15 percent deficit in total collections.

72-Hour Verification Directive
In response, the PAC has ordered a comprehensive audit to be completed within 72 hours. The directive includes a full reconciliation of SmartKopa, NRA, and banking records; submission of detailed statements from the Accountant General; and verifiable evidence of transfers to the Consolidated Fund.

“This forms part of the cash losses highlighted in the 2024 Auditor General’s Report,” Hon. Conteh stated. “We are determined to trace these funds.”
The Committee further assured that a conclusive report will be delivered within three months, emphasizing that accuracy and due diligence will take precedence over speed.
As investigations continue, the issue has reignited national debate on governance, transparency, and fiscal oversight in Sierra Leone.

🇸🇱 Sierra Leone: International Community Urges Implementation of Peace Agreement
The international community, including the governments of the United Kingdom and Germany, has called on the Government of Sierra Leone and the main opposition All People’s Congress (APC) to fully implement the recently agreed eight-point peace and unity agreement.

In a joint statement released yesterday, embassies and high commissions from Germany, Ghana, Iceland, Ireland, Nigeria, and the United Kingdom welcomed the outcome of the ECOWAS–UNOWAS–Commonwealth Joint Assessment Mission held in Freetown on 20 April 2026. They commended the Government, APC, and other stakeholders for committing to the Agreement for National Unity and the Tripartite Committee Recommendations.

"We urge all stakeholders to implement the eight-point agreement within the proposed timelines,” the statement read. “As friends of Sierra Leone, we remain committed to supporting efforts to strengthen participatory democracy and inclusive governance for peace and prosperity.”
However, concerns persist over trust between the ruling Sierra Leone People’s Party (SLPP) and the opposition APC.

There are growing suspicions that the government of President Julius Maada Bio may delay or avoid key electoral reforms — including the proposed formation of a cross-party parliamentary committee to oversee the reform process.

The SLPP has responded by rejecting calls for such a committee, arguing that parliamentary oversight could undermine the independence of the Electoral Commission.

Meanwhile, the SLPP has welcomed the return of APC Members of Parliament and elected councillors following nearly two months of boycott — a move seen as a step toward political normalization, though tensions remain high.
With presidential and general elections scheduled for 2028, many observers say the timely implementation of agreed reforms will be critical to ensuring credible and peaceful elections.
