Subject: Constitutionally grounded request regarding the situation in Qansaxdheere District
Your Excellency,
First and foremost, please accept our respectful greetings. In reference to the obligations set forth in the Constitution of the South West State and the Provisional Constitution of the Federal Republic of Somalia—particularly the provisions that mandate the protection of citizens’ lives, dignity, and fundamental rights—we hereby submit this formal complaint and request based on constitutional and legal grounds.
Your Excellency, the country is currently experiencing severe drought, extreme heat, and harsh climatic conditions that pose a serious threat to both human life and livestock. Under the Constitution, the responsibility for disaster response, emergency relief, and the protection of citizens during such crises lies with the government leadership. As the highest executive authority of the South West State, this responsibility ultimately rests with your office.
Qansaxdheere District, one of the historic districts of the South West State, is presently facing a critical humanitarian emergency that requires immediate and lawful intervention. There is widespread water scarcity, food shortages, and a deteriorating health situation, disproportionately affecting children, women, the elderly, and pastoralist communities. Consequently, the residents of Qansaxdheere District are in urgent need of immediate, lawful, and government-led emergency assistance.
Furthermore, in accordance with the constitutional principles of accountability, equality before the law, and good governance, any district administration that fails to fulfill its legal and constitutional duties—particularly in responding to urgent public needs—must be subject to review and corrective legal action. In this regard, we respectfully and firmly request that a new, lawful district administration be established in Qansaxdheere, comparable to those operating in other districts of the South West State, so that the people of Qansaxdheere may receive equal access to governance, public services, and justice.
Accordingly, we respectfully request that Your Excellency:
Order the immediate delivery of humanitarian and emergency assistance to Qansaxdheere District;
Take appropriate legal measures to review, rectify, and replace the current district administration, and establish a new administration in compliance with the law;
Guarantee the protection of the fundamental rights of the residents of Qansaxdheere District and ensure that the district is governed and serviced on an equal footing with other districts of the South West State.
Your Excellency, this request is grounded in constitutional rights and civic duty. It is neither personal nor partisan in nature. We trust in your constitutional responsibility and leadership to take timely and lawful action that prioritizes justice, human dignity, and the welfare of the people of Qansaxdheere District.
