The two-year interim period and the SSC-KHAATUMO Administratio.
Since its re-emergence in early 2023, the SSC-Khaatumo administration has made considerable progress in several areas, most notably in security, social development, and education. The region, encompassing parts of the Sool, Sanaag, and Cayn areas of northern Somalia, has experienced a complex history of political marginalization and armed conflict, particularly with the self-declared Republic of Somaliland. However, recent developments suggest a growing sense of local autonomy and institutional stability.
On the security front, SSC-Khaatumo has succeeded in asserting and maintaining control over key areas, especially Las Anod, following intense clashes that led to the withdrawal of Somaliland Fc in 2023. The local leadership managed to establish a relatively stable and secure environment by uniting traditional elders, local militias, and civil society around a common governance structure. The Federal Government of Somalia officially recognized SSC-Khaatumo as an interim administration in October 2023, further legitimizing its authority and improving its standing in both national and international arenas.
In terms of social development, SSC-Khaatumo has begun rebuilding essential services that were severely disrupted during the conflict. Local governance structures have been restored, including the selection of a 45-member Legislative Council and a functioning cabinet, which are now actively engaged in decision-making and administration. Water access projects have been reinitiated, and community-based efforts have been deployed to restore critical infrastructure. The Ministry of Planning and International Cooperation of SSC-Khaatumo released a comprehensive needs assessment report in 2024, identifying urgent areas such as poverty alleviation, healthcare, youth employment, and peacebuilding. This report serves as a foundation for engaging with NGOs, donor agencies, and development partners to implement community-led recovery initiatives.
Education remains a central pillar in SSC-Khaatumo’s strategy for long-term development. Despite the devastation caused by the conflict, including the destruction of schools and the displacement of thousands of students, efforts are underway to rehabilitate the education sector. Local authorities have reopened several schools and are working with diaspora communities and education-focused NGOs to restore learning materials and provide teacher training. Nugaal University in Las Anod, a locally established public university that has been operating since 2004, continues to play a key role in higher education, offering programs in fields such as medicine, engineering, and education. The university has received increased support from both the local administration and Somali diaspora communities, allowing it to expand its services and outreach.
Overall, the SSC-Khaatumo administration has demonstrated a capacity for resilience and self-governance despite facing significant challenges. The combination of traditional leadership, grassroots organization, and federal backing has created a framework through which the region can pursue sustainable development. While many issues remain unresolved, especially in terms of resource allocation, infrastructure, and long-term security, the progress achieved in such a short time reflects a strong foundation for future stability and growth.
