Subject: Urgent Appeal Against Labour Law Violations by Petrotech and B&S Group of Companies.

To Whom It May Concern, This is an urgent alarm about the countless serious labour law violations taking place both at Petrotech, where Eng. Ayuel Ngor Ayuel is the owner, and at B&S Group of Companies, where Eng. Dieu Charow owns” the company the current Spoc vice president. Over nearly four years now, a large number of young South Sudanese have been forced to work under exploitative conditions by these two companies. While many continue to serve faithfully without any formal contracts, they have actually in effect been sinning against the country's most basic labour standard. Amid such circumstances, multitudes of pitiable persons have been deprived of their rights to a salary. Although many people were promised or demanded full back pay, at present, most workers are still unable to get a single coin of wages. We regret to have to say that there has been no let up in the long-term cruel treatment of workers at these enterprises, over the last 4 years, which have gone by without good contacts being given to this South Sudanese. The Ministry of Labour and concerned human rights bodies and authorities are urgently requested to

1. Conduct an immediate, thorough investigation into the affairs of Cowsland Petrotech and the B&S Group of Companies.

2. Ensure that all wages owed are paid in full, and that all affected employees are compensated for the crimes they have suffered.

3. Enforcement oflabourr laws should be rigorous: heavy penalties should be meted out where found appropriate by la.w The people of South Sudan deserve fairness, justice and dignity in the workplace. This is no time for silence or inaction.

Request to Remove Eng. Ayuel Ngor Ayuel, NilePet MD for Alleged Corruption and Mismanagement in SPOC Oil Field

Your Excellency President Salva Kiir Mayardit, President of the Republic of South Sudan

With the utmost respect, and President Kiir, we come to ask for your intervention in problems now facing the Spoc oilfield is now high time which is facing local labour force. Under the leadership of Eng. Ayuel Ngor Ayuel, Nile-Pet General Manager, we kindly request the removal of this man for mismanagement and corrupt practices.

Eng. Ayuel's recent support of Eng. Diew Charow, a Vice President of SPOC, has aroused many worries. More importantly, the contractors and staff engaged in oil production have not been paid their wages for over three months now. Petrotech a driving Company, allegedly owned by the NilePet MD, and B&S group of Companies mostly technicians and operators haven't received April Salaries, owned by Eng. Diew Charow, have both failed to pay their workers. The result has been lengthy and widespread suffering, loss of face and sagging morale among our workers.

We earnestly hope Your Excellency will quickly take decisive action to deal with the ongoing issues at SPOC. This has repercussions for our national security, Sir. Some progress may be made at once before it grows too late!

CORRUPTION NETWORK IN THE MINISTRY OF PETROLEUM.

PART 1. SUDD PETROLEUM OPERATING COMPANY (SPOC).

Your Excellency, President Salva Kiir Mayardit, we are aware of your leadership where you are always relieving those who are involved in malpractice. We SPOC Subcontractors employees, both Tharjath and Mala Oilfields, are seeking the removal of Eng. Diew Charow Walok, the recently appointed VP of SPOC.
The removal of Mr. Gatkuoth Kun Dar as the Vice President of SPOC, was ostensibly motivated by the desire of Mr. Saber Ojak to exploit manpower contracts for personal gain. Mr. Gatkuoth Kun Dar had previously made significant adjustments to the salary structure for subcontractors, with SPOC offering a package of 180 United States Dollars per day, amounting to 5,400 United States Dollars per month for National employees. 1,000 USD per Day, which sums up to 30,000 USD per month for expatriate employees. During a management meeting, Mr. Gatkuoth Kun Dar reinstated the salaries of operators, technicians, and other national personnel from 700 USD to 3,500 USD, allowing subcontractors to retain 1,900 USD as administrative and profit margin. Companies implicated in underpaying operators include PETROTECH, owned by Eng. Ayuel Ngor, and Eagle Services, owned by Eng. Diew Charow Walok. Dietman Nile and B&S, Who were given contracts, are also among the companies involved in this practice over the past three years. The agreement, signed within the last three years, involved Eng. Ayuel Ngor MD of NILEPET, Eng. Deng Lual Undersecretary of Petroleum and Eng. Diew Charow. During WNPOC, which is now SPOC, there were initially 500 and 200 Permanent positions, respectively, including Sudanese employees who have since departed, with their roles outsourced to foreigners, leaving South Sudanese individuals unemployed.The deal for outsourcing was a completed deal involving the PETRONAS and OVL Country Offices and SPOC where Malaysian and Indian Nationals were employed. The OVL Chairman, Mr. Rengit John, has been accused recently during their visit to Tharjiath and Mala oilfields where the Technicians had raised their grievances, but instead of listening to the field staff's grievances, he suggested that such issues would be discussed in Juba.

However, after arrival to Juba, OVL went to MoP and complaint why SPOC Vice President Mr. Gatkuoth Kun Dar, who had been rescuing the South Sudanese regarding their compromised organizational chart as well as their salary structure based on the Unified Human Resources Policies Manual removed?,We are also aware that OVL was not happy due to the audit findings where Mr. Gatkuoth Kun Dar was trying to adjust Nilepet crude sale proceeds, which had been taken by PCNL and OVL since July 9, 2011, worth 23,000,000 USD and to adjust 61,000,000 USD expenditures to balance the Account of NILEPET. For this reason, OVL had influenced Eng. Ayuel using the SPOC failure to reduce WPB in 2024. How come SPOC could reduce the budget for projects which are in progress? The budget for OVL was a planned strategy to ensure that the Auditors who are Mr. Gatkuoth Kun and Mr. Dhieu Dok, were not in SPOC before the adjustment exercise in April 2025 after the Partners Audit closure. It was also confirmed that rejected audit findings from WNPOC between January 1, 2008, to July 8, 2011, worth USD 130,000,000 million. In addition, pre-incorporation expenditures worth 8,000,000 and accelerated expenditures worth 8,800,000 USD were brought to inflate the expenditures for the government of South Sudan at the watch of Eng. Deng Lual. The adjustment for all the money mentioned above would have reduced the total recoverable expenditures from the Ministry of Petroleum by USD 150,000,000 Million and reduced the NILEPET'S Account by 25,000,000 USD where by December 31, 2024, following the adjustment, the NILEPET'S Account would have been zero. Therefore, instead of protecting Mr. Gatkuoth Kun Dar, Vice President for SPOC, Undersecretary of Petroleum Deng Lual Wol recommended Diew to facilitate and maintain the Corruption network in SPOC. We, SPOC subcontractors’ staff who have been mistreated, demand the removal of Eng. Diew Charow and reinstated Mr. Gatkuoth Kun Dar as SPOC Vice President. We are also demanding the relief of Eng. Deng Lual, Undersecretary of the Ministry of Petroleum and Eng. Ayuel Ngor, Nilepet Managing Director to rescue the oil Sector. Transferring Two qualified Auditors, Mr. Gatkuoth Kun Dar and Mr. Dhieu Dok, before completing their two tenures in SPOC has raised an eyebrow at the massive corruption that has been going on in SPOC for Years.

We are asking your administration wise to intervene with immediate effects to rescue the dying oil sector from Deng Lual and his extended corrupt network. Eng. Diew and Mr. Saber are terrorizing SPOC by attempting to terminate the permanent and temporary contract of employees which was signed by Mr. Gatkuoth Kun Dar. We are calling OVL headquarters to withdraw the secondment of those who have been involved in the corrupt practices, I.e., Mr. Rengit John, Mr. Gajendra, the Exploration and Development General Manager who has only one employee in the Exploration department, and he is now doing the job for finance and administration instead of technical jobs. Mr. Rengit John has been violating EPSA, TA, JOA, and JOCSA at the expense of PCNL share transactions to NILEPET. JOA has clearly stated that if one partner leaves, the other remaining partners have to continue. The question here is why the OVl Country chairman operates alongside MoP by following Eng. Deng Lual’s directives rather than following the policies and procedures? Why does OVl retain Mr. Gajendra, who has been accused and summoned by the Corruption agency over the three years of advance payment of millions of dollars for group medical insurance?

Subject: Urgent Call for Action Regarding Nile Petroleum Corporation (NilePet) Leadership

Your Excellency,
We, the undersigned representing Tharjiath and Mala Fields, and supported by Tharjiath and Mala Media, write to express our profound concern and deep dissatisfaction with the current leadership of Nile Petroleum Corporation (NilePet). We urgently request your immediate intervention to relieve the Managing Director of NilePet and Undersecretary Deng Luol Mop from their respective positions.
Our concerns stem from the following critical issues:
i)Lack of Progress and Detrimental Practices: The current leadership has demonstrated a consistent failure to implement meaningful changes within the joint oil companies. Instead, their actions appear to prioritize personal interests and those of select contractors, leading to severe consequences for the South Sudanese people. This blatant disregard for national welfare is unacceptable.

ii)Appointment of Diew Charow: We are particularly alarmed by the appointment of Diew Charow, whose previous tenure at SPOC for six years was marked by stagnation and a complete absence of positive change. His return to a position of influence raises serious questions about the commitment to improving the oil sector. This appointment is seen by many as a step backwards, and an insult to the South Sudanese people.

iii)Suffering of South Sudanese Citizens: The cumulative effect of these detrimental practices is the continued suffering of South Sudanese citizens. The mismanagement of our vital oil resources directly impacts our nation's ability to provide essential services and improve the lives of our people.

The oil sector is the backbone of our economy, and its effective management is crucial for the stability and prosperity of South Sudan. The current leadership's actions are jeopardizing our nation's future.

Therefore, we implore Your Excellency to:
iv)Immediately relieve the Managing Director of NilePet and Undersecretary Deng Luol Mop from their positions.
V)Conduct a thorough and transparent investigation into the activities of these individuals and their associated contractors.
Vii)Appoint competent and patriotic individuals to lead NilePet, individuals who are committed to serving the interests of the South Sudanese people.
Viii)Ensure that any person that has a proven record of mismanagement is not appointed to any position of power.
We trust that Your Excellency will take swift and decisive action to address these pressing concerns. The people of South Sudan deserve a transparent and accountable oil sector that contributes to their well-being.

Subject: Urgent Concern Regarding the Appointment of Diew Charow as SPOC Vice President
Dear MD, Eng. Ayuel Ngor Ayuel, and Undersecretary Deng Lual,
We, the staff of Tharjiath and Mala Fields, are writing to express our profound concern and strong condemnation regarding the recent appointment of Diew Charow as SPOC Vice President. We believe this appointment is detrimental to the interests of South Sudanese employees and the overall well-being of the company.
Our objections are based on Mr. Charow's previous tenure as Vice President for five years, during which he demonstrably failed to effect positive change. Specifically:
1)Lack of Progress and Company Decline: His leadership contributed to a period of significant decline and instability within the company.

2)Exploitative Contract Practices: He oversaw the implementation of contracts that severely disadvantaged South Sudanese operators, technicians, and engineers, resulting in grossly inadequate compensation, often between 500 and 700 USD. These wages are considered humiliating and unacceptable for the skilled labor provided.

3) Preferential Treatment of Foreign Nationals: Mr. Charow consistently favored foreign nationals for positions that should have been allocated to qualified South Sudanese personnel, undermining the development and advancement of our local workforce.
We firmly believe that Mr. Charow's past actions demonstrate a clear disregard for the welfare of South Sudanese employees and a lack of commitment to building a strong, sustainable, and equitable company. His reappointment is a direct affront to the hard-working individuals who have dedicated themselves to the success of Nile Pet.
We therefore respectfully request the following:
i)An immediate review of Mr. Charow's appointment.
ii)A transparent and fair process for selecting a Vice President who prioritizes the interests of South Sudanese employees.
iii) A commitment to rectifying the exploitative contract practices that have been allowed to persist.
iv)A firm commitment to prioritize south Sudanese for available positions.
We urge you to consider the serious implications of this appointment and to take swift action to address our concerns. We are prepared to provide further evidence and details regarding Mr. Charow's past conduct if necessary.

Subject: Urgent Concerns Regarding Abuse of South Sudanese Workers' Rights at SPOC Juba Base.

Dear Ministers and Managing Director,
This letter expresses grave concerns regarding the serious and ongoing abuse of South Sudanese workers' rights by the management of the SPOC ( the South Sudan Petroleum Operating Company) Juba base over the past four years. These actions require your immediate attention and intervention.
We the Thar jiath and Mala Staff have been facing the following issues since the oil resumption back in 2018:
* Sale of Positions: Disturbingly, allegations have surfaced indicating that SPOC Juba base management is selling key positions, including Supervisor, Superintendency, and EPH, to Malaysian and Indian nationals. This practice not only deprives qualified South Sudanese individuals of opportunities but also undermines the principles of fair employment and national workforce development.
* Humiliation and Exploitation through Subcontractors: Furthermore, South Sudanese employees are reportedly being subjected to humiliating treatment by being placed with various subcontractors aligned with the interests of SPOC management. Critically, these workers are allegedly being forced to work without receiving due payment for their services. This exploitation is a clear violation of basic labor rights and inflicts severe hardship on the affected individuals and their families.
These actions represent a serious breach of trust and a blatant disregard for the rights of South Sudanese citizens. They also contravene the stated objectives of promoting local workforce participation and development within the petroleum sector.
As Tharjiath and Mala staffs We urge you to take immediate and decisive action to address these issues, including:
* Conducting a thorough and transparent investigation: An independent inquiry into these allegations is crucial to establish the facts and hold those responsible accountable.
* Ensuring fair and equitable hiring practices: SPOC must adhere to transparent and merit-based recruitment processes that prioritize qualified South Sudanese candidates for all positions.
* Protecting workers' rights and ensuring timely payment: SPOC and its subcontractors must comply with all relevant labor laws and ensure that all employees, including those working for subcontractors, receive fair wages and benefits in a timely manner.
* Implementing measures to prevent future abuses: Robust mechanisms should be put in place to monitor SPOC’s operations and prevent any recurrence of these exploitative practices.
The situation demands urgent attention. We request a prompt response outlining the steps you intend to take to address these serious concerns and protect the rights of South Sudanese workers in the petroleum sector.

On behalf of the employees of Tharjiath and Mala Media Staff, we respectfully bring to your attention the following concerns regarding B&S Group of Companies' operations in Tharjiath Oil Field:

1. Underpayment of Employees – The company consistently offers wages below industry standards, failing to meet fair labor practices.

2. Lack of Proper Insurance Coverage – Employees are not provided with adequate health and work-related insurance, exposing them to risks.

3. Delayed Salary Payments – Salaries are released every three months, causing financial hardship for employees who rely on timely payments.

Dear Honorable Puot Kang Chol and Undersecretary Deng Lual,

We hope this letter finds you in good health and high spirits. We are writing to you regarding serious concerns related to a company known as SPOC, which has been providing contracts for work in various sectors including CPP, MCC, Transmission, CPF, FSF, and our laboratory facilities over the past four years.

Many of us have experienced contracts that last only six months, and importantly, these contracts have been issued without proper payment ,insurance coverage for the employees involved. This lack of insurance and payment poses a significant risk to our safety and well-being as we undertake critical work for our communities and the state.

Given the potential issues surrounding contract management and employee protection, I kindly request your esteemed offices to investigate SPOC’s operations and practices. Ensuring that contracts are awarded fairly and that employees are adequately protected should be of utmost priority.
