Three Main Reasons for the Slow Implementation of R-ARCSS

Since the signing of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) in September 2018, progress has been slow due to the following key reasons:

1. Fear of Accountability by Political Leaders

Chapter 5 of the R-ARCSS outlines the establishment of a Hybrid Court for South Sudan, aimed at holding individuals accountable for war crimes and serious human rights violations.

Many political and military leaders fear prosecution, which creates resistance to the implementation of transitional justice mechanisms.

This fear undermines trust in the peace process and delays the necessary reforms.

2. Reluctance to Establish a Unified National Army

A unified national army, as envisioned in the agreement, is meant to serve the interests of the entire nation, rather than individual factions or leaders.

However, some leaders are reluctant to lose control of their loyal forces, fearing that a neutral army would no longer protect their political power or personal interests. This has stalled security arrangements and integration efforts.

3. Fear of Losing Power in Democratic Elections

Many political leaders are concerned that if free and fair elections are held, they may lose their positions.

They are especially worried about the rise of a younger generation of leaders who are more popular among citizens.

Since many current leaders have not delivered development or services in their home areas, they fear being voted out if democratic competition is allowed.

Serious Violations of the R-ARCSS

Repeated violations of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) significantly erode trust—not only among the citizens of South Sudan but also within the region and the international community.

Each breach undermines the credibility of the peace process and delays the journey toward lasting stability and development. To regain and strengthen trust, it is imperative to uphold and fully implement the R-ARCSS in both letter and spirit.

The path forward must be rooted in inclusive dialogue, transparency, and a genuine commitment to national reconciliation. Only through collective responsibility and adherence to the agreement can South Sudan achieve sustainable peace and fulfill the hopes of its people.

Juba, South Sudan – August 2, 2025
Junub Aid Media is proud to announce a new initiative to empower South Sudanese artists who are struggling to access quality songwriting support. As part of our mission to promote peace, healing, and spiritual transformation through music, we are now offering free gospel song lyrics and melodic guidance to artists across the country.

This initiative is open to all South Sudanese musicians whether you are a church choir leader, an upcoming gospel singer, or a seasoned performer looking for fresh inspiration. Our team is here to help you bring meaningful, prophetic music to life.

As part of this launch, we are excited to present 10 sample gospel song titles that reflect the realities of war, floods, displacement, and hope in South Sudan. These titles come with full lyrics and melody suggestions, available upon request:

South Sudanese editors have elected a new leadership to steer the National Editors’ Forum (NEF) for the next two years.

The event marked the first gathering of editors from various media houses across the country since 2016, bringing together more than 30 participants for in-depth discussions on editorial standards, newsroom reforms, and media professionalism.

The newly elected seven National Council will lead NEF until 2027 and is composed of the following members:
