Plan B: S. Sudan eyes Djibouti to revamp oil flow


After several attempts to resume oil flow in Sudan failed due to ongoing war, South Sudan government is now mulling for plan-b, by constructing an alternative pipelines to Djibouti via Ethiopia to revamp oil flow.

This revelation comes after president Salva Kiir visited and met the China National Petroleum Corporation (CNPC) to discuss reforms in oil sector, improving production including the construction of new refinery and strengthen distribution network.

According to the presidential press unit, president Kiir met the CNPC president in an effort to boost the country's oil sector.

"It was also proposed that an alternative pipeline through Djibouti via Ethiopia to enhance export capabilities of expanding extraction in Blocks 3 and 7," partly reads the statement.

Besides, The head of state also reaffirmed his government’s commitment to unlocking the country's oil potential and improving energy security to facilitate infrastructure projects.

In his response, the President of CNPC, Dai Houliang, reiterated the corporation's commitment to this strategic partnership with South Sudan.

Mr. Dai highlighted some key areas of collaboration that can yield into mutual benefits.

With ,the provision of security assurance by the South Sudan government to ensure the safety of workers that hass been seen and discussed, the head of China cooperation vowed to commit to partnership.

Summon, what for? Ayii to parliament

South Sudan business tycoon, Ayii Duang Ayii held his ground firm against the summon by the parliamentary committee on Trade to answer queries over leaked documents and cheques worth million of United State Dollars.

On August 19, the specialized standing committee on Trade and Industry in the national parliament issued a summon letter through its chairman, asking Ayii to appear in the House on Tuesday at 10:00 am.

“You are hereby summoned to appear before the standing specialized committee on Trade and Industry to clarify the following,” said Chair of the committee, Eng. Mayen Deng Alier.

“The name of the government institution that requested South Sudan Supreme Airline to supply subsidized food commodities and fuel products; the circumstances leading to award of this contract,” he added.

Legislator also noted that bossiness guru must explain how his company arrived at a total value of USD 193,248,955,90 as well as bring along detailed information of all the contracts.

In rebuttal, businessman Mr. Ayii disputed his summon citing that the parliamentary committee shouldn’t summon him but the ministry of finance and other relevant authorities.

“Does he really need to question us or the ministry of Finance, he is supposed to asked the ministry of finance, an institution that owe us this money but should not summon the company,” said Ayii.

“Because the company did not sign a contract on behalf of the government of South Sudan, we struck a deal as a company with private firms to tame the volatile market,” he added.

Ayii claimed that he received a summon letter at evening hours when he was expected to appear at August House in the morning, adding that even the court gives 72 hours for summon.

“The summon letter was brought to me at 3:30 PM and I was told to appear before at the parliament at 10:00 AM next day, and I told him I received the letter at 3PM and there are things you want me to bring along, how do you expect me to do it, give me time,” he noted.

Businessman alleged that lawmaker Alier insisted that he should cancel whatever meeting including court session and presidency appointment and heed to the summon.

World Humanitarian Day: tributes for fallen aid workers

The Humanitarian Coordinator for South Sudan, Ms. Anita Kiki Gbeho has led the country in remembering the role played by fallen aid workers, who were killed in line of their duties.

According to the data, since 2023, four humanitarian workers – who are South Sudanese – have unfortunately been killed in the line of duty, nine in 2022 and five in 2021 respectively.

“On World Humanitarian Day, we honour the bravery and sacrifice of humanitarian workers who have lost their lives in the line of duty,” she said.

“Their unwavering commitment to alleviating suffering and delivering assistance to those in need cannot be overstated,” Ms. Gbeho added.

Based on reports, South Sudan remains one of the most perilous environments for humanitarian workers in 2024, with 24 attacks on aid workers recorded so far this year.

Gbeho states that “Access constraints across the country hamper efforts to deliver urgent, life-saving assistance to the most vulnerable populations.”

Between January and July, 267 humanitarian access incidents were reported, with 135 incidents involving direct violence against humanitarian personnel and assets, including 28 incidents of looting and theft, statement added.

Escalating insecurity has forced 15 humanitarian staff to relocate from their operational areas.

Ayii speaks on ‘contentious’ cheques after leaks

South Sudan business tycoon, Ayii Duang Ayii spoke out after the leak of controversial documents and cheques worth million of United State Dollars, citing that amount in question is yet to be paid.

This came after social media was flooded yesterday with an exchange letter from South Supreme Airline and the ministry of finance issuing the latter of sovereign guarantee and cheques worth $20,064,950 and $193, 248,955.9 respectively.

Addressing the media on Sunday, business gurus confirmed that indeed the leaked cheques are for his airline firm’s claims for air services his company delivered to the government in 2013.

“Our cheques are seen in social media and you have seen it too, cheques that belong to South Supreme Airlines containing the claims of the money government of South Sudan owe us,” he explained.

“This is not a support! but that is our claims as South Supreme Airline,” he added.

Ayii lashed out at peddlers of fake news that it was not a ‘dirty deal’ as they thought and that he did not bribe anyone nor involved in any kind of corruption practices with officials.

To Business pundit, the cheques in question are not yet settled by the government as South Supreme “up to now we have not receive a single pound cash the government had not settle us.

“So, that nobody will think that, we were paid the money and salaries arrears are not paid.”

He explained due to economic situation the ministry of finance issued a guarantee cheque as a reimbursement for air services offered by South Supreme Airline during 2013 conflicts.

An accrued figure of seventy-eight South Sudanese inmates are reportedly awaiting hangman noose while fifty others sentenced for life imprisonment for alleged drugs offenses and other crimes in Sudan.
