South Sudan installs caretaker Governance, dissolves legislatures

President Salva Kiir Mayardit has issued a Republican Order creating a caretaker government for the election period. The decree keeps the president in office until a successor is sworn in, removes the First Vice President and all Vice Presidents, and relieves national ministers and their deputies of portfolio duties. Ministries will continue under Undersecretaries, with key portfolios to be overseen by designees via separate presidential decrees, including Presidential Affairs, Cabinet Affairs, Finance and Planning, Petroleum, Trade and Industry, ICT & Postal Services, East African Community Affairs, and Peace Building.

The Transitional National Legislative Assembly and the Council of States are dissolved.

At the subnational level, state governments and legislative assemblies are dissolved; the president will appoint caretaker governors for the 10 states and caretaker chief administrators for the Abyei, Greater Pibor, and Ruweng administrative areas. Outgoing county commissioners are limited to essential functions until interim commissioners are nominated.

Officials say the arrangement is intended to maintain essential services and security while elections proceed; further decrees are expected naming caretaker leaders across priority institutions.
