The Marginalization of Upper Nile: A Lender Perspective

The regions of Bahr el Ghazal and Upper Nile have historically been at odds, with tensions simmering beneath the surface. One perspective is that Bahr el Ghazal has wielded disproportionate influence over the country's politics and economy, often prioritizing its own interests at the expense of Upper Nile.

Finance: Unequal Allocation of Resources

Critics argue that Bahr el Ghazal has dominated the national budget, securing a larger share of funds for its own development projects while Upper Nile struggles to make ends meet. For instance, the allocation of funds for infrastructure development in Bahr el Ghazal has been substantial, with projects like the bhar el gazal road receiving significant investment. In contrast, Upper Nile's infrastructure remains underdeveloped, with many roads remaining unpaved and in disrepair.

Infrastructure: Neglect and Disinvestment

The lack of investment in Upper Nile's infrastructure is stark. The region's roads, hospitals, and schools are in dire need of repair and upgrading. Meanwhile, Bahr el Ghazal has seen significant investment in its infrastructure, including the expansion of bhar el gazal road. This disparity is glaring, fueling resentment among Upper Nile residents who feel abandoned by the central government.

Education: Limited Access and Opportunities

Upper Nile's education sector has suffered from neglect, with limited access to quality education and few opportunities for higher learning. The region's schools are under-resourced, and teacher shortages are common. In contrast, Bahr el Ghazal has made significant strides in education, with better-funded schools and more opportunities for students to pursue higher education.

African Union (AU) Cages President Salva Kiir Mayardit as it proposes Key Resolutions from the C5 High-Level Summit on South Sudan.

Yesterday, President Cyril Ramaphosa delivered the closing remarks for the C5 High-Level Ad Hoc Committee meeting. While the diplomatic language was polite, the directives to the Revitalized Transitional Government of National Unity (RTGoNU) were clear and specific.

Here are the critical recommendations and minimum standards that have been set for the way forward:

1. Immediate Ceasefire
A definitive call for all hostilities to end immediately. The violence must stop to allow for political processes.

2. Release of Political Detainees
The Committee recommended the release of political detainees to foster goodwill. President Ramaphosa specifically noted that this consideration should extend to the restrictions currently facing First Vice President Dr. Riek Machar.

3. No More Election Postponements
The message on elections was explicit: they must proceed as scheduled. There should be no further extensions. These elections must be free, fair, and inclusive of all South Sudanese citizens.

4. Inclusive & Meaningful Dialogue
The peace process must include all stakeholders—no one should be left behind.

5. Enhanced Oversight Mechanism
A new oversight structure was proposed. The Chair of the AU Commission will work alongside three sitting IGAD Heads of State and the C5 to strictly monitor and support the implementation of the peace agreement.

6. Unified Coordination
Better coordination of efforts between the IGAD Secretariat and the C5 to ensure we are all pulling in the same direction.

The region has spoken. The focus now shifts to the leaders in Juba to implement these minimum standards and ensure the democratic rights of our people are respected.

Comrade Salva Kiir Mayardit was an effective commander on the battlefield during the liberation of South Sudan, and was the safest pair of hands to steer South Sudan as it transitioned into an independent state after the death of John Garang. However he has outlived his usefulness as old age and poor health catches up with him.

Perhaps his only role now is a unifying figure. Otherwise in his current state, l don't think he has the capacity to manage the affairs of the State of South Sudan.

The problem is that, when African heads of state start becoming incapacitated the way Kiir is now, factions start emerging in the government as ambitious leaders position themselves to be successors. This can destabilise to a great extent fragile states such as that of South Sudan.

Kenyan Government almost descended into a crisis when Jomo Kenyatta suffered a heart attack in 1968, as the Mboya faction and the Gatundu faction began plotting how to grab power. Fortunately Kenyatta was able to recover from the prolonged coma. But still, it brought to the attention of senior Government officials the danger of not having a succession plan in place as Kenyatta became old and illnesses associated with old age stalked him.
