FORMER DIRECTOR OF OPERATIONS AND TRAINING, NATIONAL SECURITY SERVICE, REPUBLIC OF SOUTH SUDAN

General Ayor Akuoch Anok served as Head of Close Protection to Dr. John Garang during the liberation struggle. His intelligence and operational support contributed significantly to the liberation of South Sudan as a nation. He held that role for many years until 2004, when differences arose with opportunistic groups during the peace process. Those groups sought to assume security responsibilities as the struggle was concluding. Dr. Garang made efforts to bring him back, but General Ayor remained away from the role.

Following the death of Dr. John Garang, in 2005, President Salva Kiir Mayardit recognized General Ayor’s experience and summoned him to Juba. President Kiir told him, “Ayor, Garang has died, and we will never abandon his path. You must choose between three options: the Presidential Protection Unit (Tiger Division), the Commando Division, or the National Security team being deployed to Khartoum.” General Ayor chose to join the National Security team and was among the Southern Sudan security personnel stationed in Khartoum during the interim period of the Comprehensive Peace Agreement.

While in Khartoum, he was recognized by General Salah Gosh, Director of Sudan’s National Security. General Gosh asked, “Are you the Ayor Akuoch Anok who protected Dr. John Garang during the SPLA movement?” General Ayor replied, “Yes.” General Gosh then said, “You are the wisest security personnel I have ever encountered. Congratulations, comrade.”

After South Sudan’s independence in 2011, he was appointed Director of Operations and Training for the National Security Service. He served in that position for 8 years. He was known for leading from the front — he did not command operations by phone but went directly to the scene with his weapon.

𝐇𝐒𝐓𝐏 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐌𝐢𝐬𝐬𝐢𝐨𝐧 𝐊𝐢𝐜𝐤𝐬 𝐎𝐟𝐟 𝐢𝐧 𝐉𝐮𝐛𝐚

The Health Sector Transformation Project (HSTP), a government-led initiative funded by a coalition of donors, has officially commenced its Q7 Implementation Support Mission in Juba. This crucial mission brings together the Ministry of Health, partners, and donors to review progress, identify challenges, and strategize on the way forward for transforming South Sudan's health sector.

The two-week meeting began with an inception session, during which the Ministry’s leadership reaffirmed their commitment to strengthening the health sector. Emphasizing the importance of mobilizing local resources and co-funding efforts to ensure the success of the HSTP.

In his opening remarks, the Honorable Undersecretary of the Ministry of Health, 𝐃𝐫. 𝐎𝐫𝐨𝐦𝐨 𝐅𝐫𝐚𝐧𝐜𝐢𝐬 𝐒𝐞𝐫𝐢𝐚𝐧𝐨, highlighted key issues such as communication gaps on delays in drug disbursement, and incentives. He assured that the ministry is working to address these challenges, especially the delays in signatures on critical project documents, promising efforts to fast-track approvals to prevent project delays.

This mission is vital in supporting donors and implementation partners to assess progress, identify gaps, and ensure the successful implementation of the HSTP—an essential step toward a healthier South Sudan.

JUBA - Five members of the organised forces have been sentenced to 24 years in prison each after a court at Juba National Prison found them guilty of murdering a senior government official, judicial authorities said.

The court convicted the five over the killing of Konty Okot, a senior official at the Ministry of Petroleum, who was shot dead in January.

A sixth defendant was sentenced to five years in prison.

The court also ordered the dismissal of all six from service and directed them to pay the cost of the weapons used in the crime.

Director of Moral Orientation in the National Police Service, Brigadier General Kwajock Dominic, said the ruling demonstrates that members of the organised forces are subject to the same legal standards as civilians.

“This shows there is no difference between civilians and organised forces before the law,” he said.

Okot was killed after his vehicle was sprayed with bullets at a security checkpoint in Juba by individuals reported to be uniformed personnel.

According to information from the U.S. Embassy in Juba, the items removed include IT infrastructure and specialized laboratory equipment that had been supporting public health operations at the facility.

The reasons for the withdrawal have not yet been officially disclosed, and it remains unclear how the move may affect the laboratory’s ongoing work.

Finance Minister Salvatore Garang Mabiordit Departs for Washington for IMF-World Bank Meetings

The Minister of Finance and Planning, Hon. Salvatore Garang Mabiordit, has left Juba for Washington, D.C., to attend the IMF-World Bank Spring Meetings in the United States.

He is accompanied by senior officials, including the Commissioner General of the South Sudan Revenue Authority, Hon. Muon Deng Ajuet, the Parliamentary Finance Chairperson, Hon. Michael Ayuen Johnson, and the Ministry’s Undersecretary for Planning, Hon. Benjamin Ayali Koyongwa.

The delegation is expected to hold sideline meetings with international financial partners on economic cooperation and reforms.
