Dear Amb. Bol Wek, Gov of Warrap State.

We are pleased that a person of your temperament has been appointed Governor of Warrap State. Your calm demeanor and calls for peace among yourselves leaders of Warrap State before pursuing the agenda of peace in the state is commendable and a sign of mature leadership. The huge support the former Governors of Warrap State have given you, together with their communities speaks volumes in respect to you and your leadership.
The decision you made to come to live for a while among the people of Tonj in the conflict hot zones is a commendable step. Peace is paramount in our state.
I have watched the discussions surrounding what you will do to salvage our crisis in the state. I am adding this piece of advice with regards to the importance of engaging humanitarian agencies and the national government.
This advice I am giving is from experience. I have worked with the *former Governor Gen Aleu Ayieny*, and although the humanitarian efforts at our time were minimal, they were impactful. Kindly take note of the following key issues.
*The following should be some of the Key Strategic persons/agencies to discuss with*
1. The US Ambassador
2. The UNDP Resident Coordinator
3. EU Ambassador
3. UK Ambassador
4. WFP Resident Coordinator
5. JICA Country Director
6. China Ambassador
*Justification for why you need Help from development and humanitarian agencies*
a. The escalation of conflict in Warrap State is due to weak law enforcement mechanisms
b. Poor infrastructure, roads linking state capital to the counties, down to Payams, or are non-existent
c. Some Payams have no local government infrastructure, like basic offices
d. There are no prisons to remand criminals in the Payams.
*Why you may need a partnership with development agencies to help you address the challenges*
1. Warrap State Prison may have issues that need humanitarian support, like expansion, mobile medical services, etc.
2. Police stations on conflict affected areas, especially Tonj East, Tonj North, Twic Counties especially in their Payams
3. Payam and Boma police Headquarters to be built
4. Institutional Capacity building, for law enforcement agencies, the local government, Payams, Counties and State levels
5. Judicial Infrastructure, like offices and accommodation for judges at the remote counties, like Twic, Tonj East, Tonj North, Gogrial East and Gogrial West counties
6. Rehabilitation of feeder roads and county to county bridges

· Warrap State government is committed to strengthen institutions of rule of law and law enforcement
· Warrap State is developing a rapid development plan for strengthening local government institutions which are the primary units for ensuring security, law and order and service delivery to the people.
· Warrap State Government is committed to build roads infrastructure to facilitate quick and timely respond to security incidences across the state, and to provide people with means to move goods and services to major markets in the region.
*Your Challenges*
However, the state government is faced with financial challenges to help her enforce the rule of law, expedite development agenda and therefore calls for in-kind intervention from Development and humanitarian agencies in the country and direct financial support from the National Government.
This is my little contribution to your work in the state.
