Your Excellency,

On behalf of the Malual Baai Payam Youth Association (MBPYA) and the entire Malual Baai community, I am profoundly honoured to extend our heartfelt thanksgiving to you for your unwavering commitment and fulfilment of your promise to assess the Tiel-Cuei Feeder Road which materialized on October 23rd, 2025 visitation to the strip.

Your resolute leadership, first demonstrated during the meeting held in Juba on October 6, 2025, has set a remarkable example of integrity, accountability, and genuine public service. Your prioritization of the Tiel-Cuei Feeder Road, coupled with your proactive plan to commence upgradation works by the end of December, reflects true dedication to development and the welfare of your people. Indeed, the citizens of Northern Bahr el Ghazal, particularly the Malual Baai community have found in you a governor who leads with vision, action, and purpose.

This achievement marks the resolution of a long-standing infrastructural challenge that has affected our community for many years. Through your intervention, you have not only closed a critical gap but also rekindled hope, confidence, and trust among the people. Your leadership resonates deeply with the SPLM’s vision and mission of inclusive development of taking service and (Town) infrastructural development to the grassroots population and stands as a testament to your commitment to turning promises into tangible results.

Truly, more progress will continue to unfold under your guidance and direction, in alignment with the visionary leadership of the President of the Republic of South Sudan, H.E. Gen. Salva Kiir Mayardit, whose steadfast efforts continue to shape South Sudan into an outstanding and progressive nation.

We are equally grateful to Hon. Garang Thiang Deng, Commissioner of Aweil East County, for his dedicated service and practical support to your administration, demonstrated through his recent developmental activities. Our appreciation also extends to Mr. Garang Akol Tong, Administrator of Malual Baai Payam, as well as to the State Members of Parliament, community leaders, youth, women, Students, church community and members of community for their unity and the warm reception accorded to you during the recent visit and inspection of the Tiel-Cuei strip.

Good News to the People of Malual Baai Payam, Aweil East County

The leadership of the Malual Baai Payam Youth Association in Juba is pleased to announce the expected visit of His Excellency Simon Ober Mawut, Governor of Northern Bahr el Ghazal State, to Malual Baai Payam today, October 23, 2025.

Earlier this morning, Mr. Atuer Deng Atuer, Chairperson of the Malual Baai Payam Youth Association in Juba, confirmed through communication with State Authorities in Northern Bahr el Ghazal and in Juba that H.E. Simon Ober Mawut will visit Malual Baai Payam to assess healthcare centers and the local health system. Following this, the Governor is expected to proceed to Tiel-Ciuei feeder road to assess and give a green light for its upgrading.

This marks a significant moment for the people of Malual Baai Payam and the neighboring counties of Warrap, Aweil South, and the Abyei Administrative Area. The long-awaited progress in service delivery is finally reaching the people of the region.

Historically, Malual Baai Payam played a vital role in the early 1900s and 2000s, serving as a central hub where World Food Programme (WFP) relief items were air-dropped and as a regional healthcare center. The upcoming visit by the Governor further strengthens confidence and trust in the State Government’s commitment to development.

It is also important to recall that Malual Baai Primary Health Care Centre was upgraded to Malual Baai Civil Hospital during the tenure of former Minister of Health, Dr. Riek G*i Kok, in 2016. This upgrade was based on the population size and the strategic importance of Malual Baai in providing medical access to surrounding communities. Dr. Riek G*i Kok’s 2016 visit was part of a peace and reconciliation outreach and community development initiative following the implementation of the 2015 Peace Agreement. During his visit, he engaged with local leaders, youth, and community elders to promote unity, service delivery, and national healing.
In light of this, we call upon the National Ministry of Health and the State Government of Northern Bahr el Ghazal to restore and strengthen the status of Malual Baai Civil Hospital as established during Dr. Riek G*i Kok’s tenure.

Payam Administrator Mr. Garang Akol Tong, therefore urge all citizens of Malual Baai Payam and neighboring communities to warmly welcome H.E. Simon Ober Mawut and his accompanying delegation, and to join in making this visit a success.

In conclusion, we appreciate the State Government for its continued commitment to infrastructural development across Northern Bahr el Ghazal under the leadership of H.E. Simon Ober Mawut, and we encourage him to maintain this progressive spirit. We also acknowledge the National Government for its ongoing support to the people of Northern Bahr el Ghazal under the leadership of H.E. Salva Kiir Mayardit, President of the Republic of South Sudan, whose appointment of an infrastructure-oriented Governor continues to drive positive change in Aweil.

Aweil East Commissioner and ARC Team Advance Road Development Efforts in TielCuei

The pre-administrative team, led by the Commissioner of Aweil East County, Hon. Garang Thiang, paid a courtesy visit to TielCuei on October 21, 2025, to assess the ongoing road project. The visit was successful and provided valuable insights to guide future development initiatives.

In addition, following a telephone conversation between the Chairperson of the Malual-Baai Payam Youth Association in Juba, Mr. Atuer Deng Atuer, and the Senior Field Coordinator of Africa Resources Corporation (ARC), Mr. Majok Deng Arum, the ARC technical team is expected to begin feasibility studies on the project starting October 23, 2025. These studies will evaluate the project’s scope and sustainability, paving the way for timely implementation under the guidance of ARC Managing Director, Ms. Adut Mel Kuol.

This development aligns with the commitment made by His Excellency, Governor Simon Ober Mawut, on October 6, 2025, to upgrade the TielCuei– Feeder Road and connect it to the main highway running from the far west through Akoch Thon in Twic County, Warrap State. His Excellency has further outlined plans to upgrade all feeder roads and consistently maintain major county highways connecting to the Northern Bahr el Ghazal State capital, ensuring smooth transportation for citizens across the state.

The Malual-Baai Payam Youth Association remains optimistic that these initiatives will bring significant economic and social benefits to Twic County, Northern Bahr el Ghazal, and particularly to the people of Malual-Baai Payam. Improved infrastructure will enhance economic growth, mobility, and access to essential services.

We deeply appreciate the continued commitment of ARC management and technical teams in advancing infrastructure that connects communities across South Sudan, as well as the Government of Northern Bahr el Ghazal State, led by His Excellency Governor Simon Ober Mawut, for sustaining the spirit of development and progress.

Malual Baai Payam Youth Leaders Meet Governor Ober Mawut, Secure Key Development Commitments

Governor pledges road upgrades, improved healthcare, and digital connectivity for Malual Baai Payam

The Malual Baai Payam Youth Association (MBPYA) in Juba held a productive and inspiring meeting on 6th October 2025 with H.E. Ober Mawut, Governor of Northern Bahr el Ghazal State, discusses critical development priorities for the Payam.

Led by Chairperson Mr. Atuer Deng Atuer, the youth delegation included Deputy Chairperson Ms. Adeng Yel Deng, Secretary General Mr. Bona Atak Ngong, Secretary for Agriculture and Youth Affairs Mr. John Akeen Akeen, and Deputy Secretary of Finance Mr. Malual Garang Agorong.

During the meeting, the youth leaders expressed appreciation to the Governor for his visionary leadership and ongoing service delivery initiatives, noting significant progress in infrastructure and community development across the state.

“We came here not only to express our gratitude but also to share the voices and hopes of our community,” said Mr. Atuer Deng Atuer, Chairperson of the Association. “Our youth believe that together with the government, we can make Malual Baai a model of rural transformation in Northern Bahr el Ghazal.”

The delegation presented several urgent community concerns, including the upgrading of Tielcuei Road, the renovation of Malual Baai Primary Health Care Centre maternity wards, the improvement of network connectivity, and the rehabilitation of schools. They emphasized that these initiatives are essential to improving livelihoods, access to healthcare, education, and economic productivity.

To illustrate the severity of the situation, the delegation presented a short video on Tielcuei Road, showing how lives have been lost during crossings in the rainy season.
In response, Governor Ober Mawut commended the Association for its proactive engagement and reaffirmed his administration’s dedication to youth and community development.

“The youth are the backbone of our state’s progress,” said H.E. Ober Mawut. “I want to assure you that the Tielcuei Road upgrade is already included in our upcoming infrastructure plan. Work will begin in early December 2025 and is expected to be completed before the end of that month.”

The Governor further revealed that discussions are underway with Digital Company Limited to utilize existing Vivacell towers to enhance network connectivity in Malual Baai and nearby areas. He also pledged immediate government support for the renovation of the PHCC maternity wards and the rehabilitation of selected schools.

The meeting concluded on a highly optimistic note, reinforcing a strong partnership between the youth and the state government. Both parties expressed mutual commitment to continue collaborating on community-driven projects that uplift living standards and foster inclusive development.

“Today’s meeting has renewed our faith in public leadership that listens and acts,” said Chairperson Atuer Deng. “We leave encouraged by the Governor’s humility, responsiveness, and commitment to tangible change.”

On behalf of the Chairperson of Malual Baai Payam Youth Association, Mr. Atuer Deng Atuer, a high-level delegation led by Secretary General Bona Atak and Deputy Secretary of Finance Malual Garang Agorong met with the leadership of the Aweil East Football Team to officially deliver five pairs of professional football boots. This donation fulfills the Chairperson’s recent pledge, made in Juba, to support the team’s sporting efforts and development.

During the handover ceremony, the leadership of Aweil East Football expressed their heartfelt gratitude to Mr. Atuer Deng Atuer and the entire Youth Association leadership for this timely and impactful contribution. They underscored the importance of such support, noting that it not only uplifts the morale of players but also strengthens the team’s ability to represent the community with pride and excellence.
