According to Dr. Stephen R. Covey ‘sociopolitical theory, there are seven deadly sins associated to individual socio-political actor 'behavioural conduct. The renowned social scientist categorized as dangerous (for example, the Wealth without work, Pleasure without conscience, Knowledge without character, Business without morality (ethics), Science without humanity, Religious without sacrifices, and Politics without principles. South Sudanese politicians of today are best describes as classical examples of these adage.

Regarding "politics without principle", Gandhi said “having politics without truth(s) to justly dictate the action creates chaos, which ultimately leads to violence”. Gandhi called these missteps "passive violence", ‘which fuels the active violence of crime, rebellion, and war.’ He said, "We could work 'til doomsday to achieve peace and would get nowhere as long as we ignore passive violence in our system. And, the topic of this article all about the recent scandalous wedding ceremony of Hon. Puot Kang Chuol-the current Minister of Petroleum in Juba. What South Sudanese have seen in these couple of days apropos Hon. Puot Kang Chuol’s Wedding Ceremony in Juba was somewhat strong suit of “the Pleasure without Conscience” by a political actor like him who plays “Politics without Principles.”

Whence South Sudan today badly affected, the main priorities of the so-called government of the Revitalize Agreement on the Resolution of Conflict in South Sudan 2018 is not to financing extravagance marriage ceremonies of the unmarried government ministers, but to address the underlying causes of the conflict and to stabilize the economy. Going forward, strengthening service delivery institutions, governance, and economic and public financial management systems are critical as the country seeks to build resilience to future shocks, providing building blocks for a diversified, inclusive, and sustainable growth path.

Morally and legally, the minister's costs and magnitude exposed the minister's corrupt ethos. When every government minister tried to skim extra off the top using public value and money for personal gratification, it is obvious that, an ordinary South Sudanese who are the public taxpayers end up suffering the most.

Meanwhile, whence the Petroleum minister afforded to pays hundreds of Thousands dollars for his own wedding ceremony that lasted for nearly two weeks, there are millions South Sudanese who never afford to access a clean drinking water due to the country’s economics relapsed. Every day, the ordinary South Sudanese citizens face countless experience of corruption when accessing essential services in hospitals, schools, police departments, and even in the government ‘offices. All these are attributed to the R-TGoNU ‘failure to carrying out any roles effectively.

The primary source of the failure identified to be the government ‘economics institution (revenues collecting agencies) that are unable to utilize the oil money for example. We can says that, 90% of the state economy relied on petroleum. The economic collapse and failure of the others sectors of the government are caused by the like of the current petroleum minister *Hon. Puot Kang) who is incapable whilst occupied this important economics cluster institution.
Therefore, it is undeniable fact that, over 90% of the R-TGoNU ‘inability to operates and serves the people of South Sudan due to the funding constraint are attributed to the Ministry of Petroleum.

Hon. Minister is the primary responsible for the economics scrupling and that let the country, however, to faces the risk of these gains being reversed, with increasing incidents of subnational violence, flooding and the COVID-19 pandemic exacerbating an already dire situation. And, according to the estimate by humanitarians’ agencies, South Sudan remains in a serious humanitarian crisis. Some two-thirds of South Sudan's population, 8.9 million people, are estimated to be in need of humanitarian assistance in 2022, an increase of 600,000 since 2021. Extreme levels of acute food insecurity persist across the country and an estimated 8.3 million people, including refugees, are expected to experience severe food insecurity in the coming lean season. Almost 4 million people remain displaced by the humanitarian crisis, with nearly 1.6 million people displaced internally and some 2.3 million refugees in six neighboring countries. Women and children continue to be the most affected. The increase in needs is largely driven by the rising food insecurity, the triple shock of sub-national violence, a second consecutive year of major flooding, and the impacts of COVID-19, deepening an already dire humanitarian crisis.

Living conditions continue to be impacted by violence, displacement, and climate shocks. At the same time, public expenditures on key social sectors including health, education, water and sanitation, and agriculture and rural development are limited or none existed. Among the most affected population groups, internally displaced populations experience significant service delivery gaps which impacts their quality of life.

A significant proportion of IDPs do not have adequate access to safe water and sanitation infrastructure and healthcare services, with a high level of food insecurity. While access to healthcare services is high across IDP sites, the limited availability of medicines and discrimination have been cited as significant constraints on healthcare service delivery among the IDP population. At the same time, food security indicators show that large proportions of these populations experience inadequate food consumption.

While it would be somehow easier for few South Sudanese citizens to point a finger at the married government minsters and high ranking officials as the corrupt culprits in this case, because of their huge families ‘maintenance, the recent picture of Hon. Puot Kang’s wedding ceremony cost shown that, those married ones are just a small cogs in a large wheel of corruption. The unmarried government ministers are the most dangerous corrupts. Although it can be difficult to quantify wastage at Hon. Puot Kang ‘wedding ceremony in terms of volume and extravagance is very huge. Others might argues that, “the quantum of food wastage depends on the socio-economic characteristics of individuals in connection with their cultural practices.” This squabble makes senses in theory as that, “Households with higher income waste more than those with lower income.” However, the case of Hon. Minister of Petroleum is unique because he (Hon. Puot Kang) has nothing of his own apart from the public money on petroleum.

And, this is an evident provided opportunities for the South Sudanese concerns citizens to pay attention at the corrupt elites as to how they are very proud to showcase their corrupt wealth and status. And, many people in Juba who have been follow up that wastages event, there are sufficient justifications to criticize the minister (Hon. Puot Kang) ‘wedding ceremony and best describe it as “scandalous wedding” of the year due to its expenditure and extravagance. It was serious spark of corruption and horrendous political scandal committed by R-TGoNU ‘minister/politician who served only his own pleasures without conscience or sense of responsibility. It's dangerous to be pulled or lulled away from natural law without conscience. Conscience is essentially the repository of timeless truths and principles - the internal monitor of natural law.

The SPLM-IO of Juba-base have abandoned and/or utterly neglected the cause and the fighters who fought vigorously and brought IO to its partial recognition by Juba ‘SPLM-IG in power sharing. The event cost hundreds of thousands dollars extracted from Oil money for personal gratification. The ultimate costs of pleasures without conscience are high as measured in terms of time and money, in terms of reputation and in terms of wounding the hearts and minds of other people who are adversely affected by those who just want to indulge and gratify themselves in the short term.!!!!!!!!!!!!!!!!!!!!!

They were Heroes!

You shouldn't worry of this cowardice ex*****on of your best commanders by those bustards! Their death only set your success in a motion. Take heart and go on with your struggle! The whole country know that, it was not your failure rather the South Sudan money in the hand of Tut Keaw made the terrorist government of Mujihadeen in Khartoum behave in such inhumane manner. South Sudan money will not be forever remain in Tut Keaw's hand! The whole country is certain that, time is coming and, there shall allow you likewise to executes those barbaric executors of your commanders one by one. None of them will escape if you mind to mark my word.

South Sudans So-called R-TGoNU make it a Failed State: Therefore, No Doubt that it can't Control its Borders.

It is always making many South Sudanese expectations on R-TGoNU a nightmare whence viewing their country's botched political system reaching to the extent of losing authority over a huge sections of the nation's territory. The so-called Revitalize Transitional Government of National Unity which existing in Juba is miserably failing in provision of both the centralized and a decentralized method of delivering the key political (public) goods to the South Sudanese living within designated parameters (borders.) More importantly, its losing altogether the focus and answer to the concerns and demands of citizenries. Nevertheless, the Defecto rulers in Juba nosedives in an organization and of channeling the interests of South Sudanese exclusively in furtherance of the national goals and values. Its failing to buffer or manipulating an external forces and influences and, unable to champion the local concerns of the adherents. Its dwindling to mediate between the constraints and challenges of the international arena and the dynamism of the countrys own internal economic, political, and social realities. And, not to mentions its worsening in prevention of a cross-border invasions and infiltrations, and any loss of territory, R-TGoNU is enormously failing in the elimination of domestic threats or attacks upon the national order and social structure. Increasingly, its failing in prevention of the crime and any related dangers to the country domestic human security. Above all, its failing to enable South Sudanese people resolving their disputes with the state and/or with their own fellow inhabitants without recourse to arms or other forms of physical coercion.

These and many others failures are ones of the indicators undermined the legitimacy of the R-TGoNU, and thus displays of the 2018 peace agreements vanishing. Today in Juba, only the deadly corruption by a deadliest corrupt government officials is what flourishing. This is obvious with the ruling elite are only pocketing their local and war gains while letting most of the South Sudanese go hungry. Apart from self-enrichment by the rulers of the current South Sudan in Juba, the R-TGoNU is characterized by failure in delivery of a range of other desirable political goods which are always becomes possible when a reasonable measure of security has been sustained. The R-TGoNU 'failure in establishment of mechanism that can enables South Sudanese people to participate freely, openly, and fully in politics and the political process that encompasses amongst many others, the exercise of their essential freedoms; the right to compete for office; respect and support for national and state political institutions, like legislatures and courts; tolerance of dissent and difference; and fundamental civil and human rights has been heartbreaking.

Meanwhile, the so-called Revitalize Transitional Government of National Unity (R-TGoNU) lead by Salva Kiir and his brother Riek Machar is unable to/and consequently, the two plus their few followers have found themselves sucked disconcertingly into a maelstrom of anomic internal conflict and messy humanitarian relief. Therefore, with the current pretext of the Revitalized Agreement on the Resolution of Conflict in South Sudan (R-ARCSS), it is very difficult to achieve stability and predictability and, the only viable description is that, the current R-ARCSS as well as the R-TGoNU are waver precariously between weakness and failure, truly failing, or even collapsing. Since the signing of R-ARCSS in 2018, what people of South Sudan receives out of the current Government of National Unity is only the growth of criminal violence due to the fact that, the so-called R-TGoNU governments authority continues to be weakening and failing.

This in fact, not about only what has been revealed with the recent event of the Ugandan armed force penetrating deep into South Sudan land through Eastern Equatoria State in a gesture appeared to be an aggressive manner, there are happenings a many similar incidents by the Kenyan, Ethiopian, Congolese, Sudanese, and even others none-state actors which are too an illegal encroachment of the South Sudanese borders ‘lands. Plausibly, the extent of the South Sudan government failure can be easily traced and measure by how much of its geographical expanse is genuinely being controlled (especially after dark within and outside Juba) by the R-TGoNU? How nominal or contested is the Juba-based central government sway over peripheral counties and rural roads and waterways? Who are really expressing power in the upcountry (especially in the counties, Payams and the Bumas) which are distant from the nations capital Juba?

With this simple judgment, one would understand that, South Sudan today is a country where its rulers are no longer able or willing to perform the fundamental jobs of governing a nation-state in the modern world. As a failed state, those occupants of the governing hierarchy in Juba are only happy sitting and exhibiting a flawed government institutions. In this regard, lawlessness becomes more apparent; criminal gangs in pretext of the R-TGoNU are the ones who took over the governing institutions; the countrys ordinary and systemic police forces become paralyzed; and, therefore allowing an anomic behaviors become the norm. In specific regard, today in Juba, the only institution of the government that remains functions without doubt is an executive (Kiir+Riek) and their own corrupt ministers. They destroyed institutions of government and democracy; they abused the citizens human rights; they channeled as many of the resources of the country as possible into their own and their sub-clan hands; and they deprived everyone else in South Sudan of opportunity to prosper.

The only successful endeavors of Kiir and Riek government in Juba today are increasingly oppressions, extortion, and harassments of the majority of their own compatriots while privileging a more narrowly based parties, clans, sects, or family members. What qualify South Sudan as failed state are these (the regime officials in Juba only prey on their own constituents; driven by ethnic or other inter-communal hostility, or by the governing elites own insecurities.) They victimize the citizens in general and/or some subset of the whole that is regarded as hostile. South Sudan as failed state is tense, deeply conflicted, dangerous, and contested bitterly by warring factions. Often, the expression of the R-TGoNU official power is limited to only Juba and one or more ethnically specific counties not of the situation on the countrys borders. Whilst South Sudan territorial integrity is being surrendered to external forces, here in Juba, the ruling cadres are only busy on their usual patrimonial rule depends on a patronage-based system of extraction from ordinary citizens. In most cases, the government troops battle armed revolts led by one or more rivals.

Therefore, the Defecto Authority in Juba faces more insurgencies, different degrees of communal discontent, and a plethora of dissent directed at the Juba government and at groups within the government. Moreover, the Revitalize Transitional Legislatures is existing as a rubber-stamping machine with the democratic debate noticeably absent. South Sudans judiciary system is just a derivative of the executive rather than being independent. They know very well that they cannot rely on the countrys court system for significant redress or remedy, especially against the state. Others major tribes, clans and sub-clans, other than the presidents own became alienated. The shock government soldiers perpetrated one outrage after another against fellow South Sudanese and systematically reduced human security within the country so as to maximize their own personal power, and how that increase in personal power permitted a quantum leap in their control over the countrys rents and riches.

The civil war that characterize South Sudan as a failed state usually stem from or have roots in ethnic, or other inter-communal enmity. Therefore, whence the states capacity to secure itself or to perform in an expected manner recedes, and once, what little capacity remains is devoted almost exclusively to the fortunes of a few or to a favored ethnicity or community, there is every reason to expect less and less loyalty to the state on the part of the excluded and disenfranchised because the rulers are perceived to be working for themselves and their kin and not for the state, their legitimacy, and the states legitimacy plummets. Thus, the fear of other that drives so much ethnic conflict stimulates and fuels hostilities between regimes and subordinate and less favored groups. Avarice of the current rulers in Juba also propels that antagonism, especially when greed is magnified by dreams of the government official to loot from discoveries of a new, contested, sources of resource wealth, like the petroleum deposits, diamond fields, other minerals, or timber.

South Sudan is increasingly conceived as being owned by an exclusive families or group with all others pushed aside. The social contract that binds inhabitants to an overarching polity of the nation-state becomes breached. Various sets of citizens cease trusting the government or individuals in Juba and, then naturally turn more and more to the kinds of sectional and community loyalties that are always the main recourse in time of insecurity and their main default source of economic opportunity. In fact, South Sudanese citizens are not depend in any form on the central government in Juba to secure their persons and free them from fear. Being unable to establish an atmosphere of security nationwide, and often struggling to project power and official authority, the faltering R-TGoNU failure becomes obvious even before the infiltration of the foreign forces such as, the Ugandan through Eastern Equatoria. Its failure served as the push-factor for most of the South Sudanese who resorted to the transfer of their allegiances to clan and group leaders and, some of whom become warlords. These warlords or other local strongmen from the bordering States counties are deriving their support from external as well as indigenous supporters. In the wilder, more marginalized corners of South Sudan, terrors are breeding along with the prevailing anarchy that always naturally accompanies the countrys breakdown and failure.

“Wildlife Protection First Before the Protection of Human Lives Is an Insult to the Innocent Lives Loose on Daily Basis

The so-called Revitalize Transitional Government of National Unity (R-TGoNU) in Juba is rapidly falling through weakness to the very edge of the abyss of failure. Shamelessly, its officials are pretending to be talking of the wildlife conservation in spite of the widespread insecurity, discrimination and deprivation founded on pronounced ethnic differences that show this country belongs in the category of the weak state having high potential risk of moving from weakness to failure. Despite the fact that, this so-called R-TGoNU qualified as fails instead of a weak government, this Juba 'administration is now pretending to be talking of an animals lives protection without first tackling the deep-seated inter-communal antagonism and, the issue of the battling group within the fragile regime itself. And, yet the R-TGoNU has become weak and in verge of relapse for being acutely vulnerable to more serious failures in term of its capacity in providing a secure social, political, and economic environment for the people of South Sudan.

When did the R-TGoNU has successfully and unquestionably controlled the nation territory and delivered a full range of political goods to the people of South Sudan? When did it offered high level of security from political and criminal violence, endured a political freedom and civil liberties? When did it created a conducive environment for economic opportunities, rule of law, enviable peace and order? When did the so-called R-TGoNU succeeded in the protection of human lives when South Sudan citizens are on daily basis being kill and displacing and, no government care of their lives? We got surprised today whence we heard of Hon. Ministry of Wildlife and Tourism of the Republic of South Sudan- Rezik Zechariah Hassan spoken of investigating together with the SPLM-IO officials and, of bringing to book the alleged animals poachers in the Akobo County of Jonglei State. This ministers pretentious reaction prompted many of us to expresses a lot of concerns and questions as to whether or not the animals or human lives protection first.

The government in Juba to be frank, has lose its legitimacy and, the very nature of our country (South Sudan) with the current R-TGONU is becoming an illegitimate too in the eyes and in the hearts of a growing plurality of our citizens. The R-TGoNU in Juba is only worth talking about its own failure instead. This is because, the current regime is being convulsed by internal violence and, it can no longer deliver positive political goods to the citizens.
South Sudan government of today does not exist to provide a decentralized method of delivering political (public) goods to all South Sudanese living within its designated parameters (borders). This is because of the because of the current government in Juba, the country (South Sudan) becomes inherently weak. The nations national capacity to provide political goods is being compromised by autocratic and corrupt leadership, weak institutions, high level of crimes, internal antagonism, management flaws, greed, nepotism, and fundamental economic constraints. Meanwhile, the corrupt government officials in Juba are only preying on their own constituents, driven by inter-communal hostility, and, by the governing elites own insecurities.

In spite of the range of mechanisms available to a country like this South Sudan to protect its citizens, the so-called R-TGoNU failed in a diplomatic representation of the nation overseas, it failed in mediation of the internal conflicts, it failed in arbitration of the conflicting groups, it failed in negotiation between rivals groups, it failed in taking judicial action and, it also failed in providing economics opportunities to the citizens. And, therefore, they permits the people to starve of food insecurity and, under their rule, the nation is facing different degrees of communal discontent. Therefore, in what we referred to as the Consent of the governed, its indicating that, when a government failed to protect its citizens, citizens have right to revolt. Failure of the present government of South Sudan has brought an interruption of the social contract and led to absence of agreement between the government and citizens. There is no point where people of South Sudan sees any reason to give up their own rights in exchange for none-existed government protection. Everybody has a right to live in state of nature (i.e. life with complete freedom of no rule and no government.)

As the government failed to protect the lives of its own citizens, equally the same, it cannot talks of the wildlife conservation nor prepares its targets to take action on dealing with poaching and trafficking of protected species of flora and fauna. There are no points so as to talks about ensuring that the animals/or livestock are available for present and future generations when the present generation is in danger of extinction. Its equally the same as that, there was no set of rules against the hunting privileges by the people on their own land due to the failure of/or lack of enforcement of the country law. There are no indication of the laws where hunting down of an animal is sanctioned by authorities for the preservation and betterment of the land and economic. These restrictions on hunting and shooting rights on private property are to be enforced by gamekeepers and foresters and, we have not. Land and/or wildlife conservation in South Sudan is significantly underfunded, and therefore, no one or a laws that denied the shared usage of forests, (e.g. resin collection and wood pasture). And, people are permitted by their own territorial traditional authorities and rulers to do what suited their own privileges.

It is a right of the people (for example of Akobo) to hunt animals in their own forests and fish in their own water. This is because, what the countrys minister of Wildlife and Tourism talks about as a “Poaching” is being performs by impoverished farmers who do it for subsistence purposes (I.e. to supplement their meager diets in absence of the government services provision. In agricultural terms, the term 'poaching' is also applied to the loss of soils or grass by the damaging action of feet of livestock which can affect availability of productive land, water pollution through increased runoff and welfare issues for cattle. Is the stealing livestock as in cattle also raiding classified as poaching? The number of animals killed each year and, the majority of these kills go unreported, and little is done to curb this! How is the minister action will work? South Sudanese are dying every days here and there of the diseases, hungry, man-made and/or natural calamities, and in the hands of criminals sponsored by the same government, and, yet the existing system in Juba remains silent or unable to response to the dire need of the citizens for security in both food and human protection.!!!

Jonglei State Governor_ Hon. Denay Jock Removed His Potential Obstacle and, Now He Is Staring at the Beginning of the State Development Plan.

After he (Governor Chagor) successfully removed the man who has been his critical stabling blockages, he became free and, nothing to belated him anymore from formulating, organizing, and implanting his state strategic development planning. As what he wanted, the Governor can start moving onto the main work of public services delivery (such as the planning for State development infrastructures and local government facilities). This is the time from now that the instant has became favourable for his leadership to begin embarking on these most needed development plans for the State of Jonglei. It was certain that, Governor Chagor spent his elapsed period as the Jonglei State Governor on grapple with his former deputy (Antipas Nyok Kuch) who played more than enough 'destructive role against the governor’s intended socio-political development of the State in what was best described by many South Sudanese as the only gross political misconduct of the year followed configuration of Revitalize Transitional Government of National Unity (R-TGoNU) in the Republic of South Sudan. Here I would like to support my own justifications by only highlighting Antipas Nyok's basic set of destructive mentality without articulating what in particular the packages of his recklessness. For kind of his actual deeds/events and chronicle breakdown, I would mention in another writing.

As a distinct person from others deputies governors of the ten States, the former Jonglei State Deputy Governor Nyok’s political opposition to the State Governor Hon. Denay Jock was somewhat disparaged. Nyok’s political sabotage against the Governor was a cancer. And, it has been characterized by an ethnic tension. His political misbehaviour was thoughts-provoked to be the only of it's own kind which is most dangerous anti_nationalistic of the year 2021_2022 ober the whole South Sudan. It was indeed insubordination that reached to unbelievable extent and, make him (Nyok) in the history as such a “Demon of Tribalism” whose legacy whence he was the Deputy Governor of Jonglei State only promoted politics split on ethnic divide; played Dinka_Bor community against others ethnic communities inhabited Jonglei and, on the State Governor in particular. Only now when he is removed from deputy that, the young Governor will be free to exercise the true meaning of his leadership values. Antipas Nyok on several occasions, he tried in vain to create his own tribal government beside the Jonglei State’s government in attempt of maintaining the power and, too far in extent, he determined to created a Dinka-Bor owned governance structure distained to enforce law through tribal-based police and court. He have no clear political agenda that could be easy identified as the color of his political misbehaviour rather than ethnically politicizing and harping on his own tribal arithmetic in and around the state capital _Bor Town and its surroundings environs. He was politically impregnated with his tribal mentality and viewed his Dinka_Bor being the majority amongst the residents of Jonglei State's Capital-Mading as an advantage whence occurred a politically attention-required leadership issue between him and the State Governor. By fitting Dinka Bor against others ethnic communities, he thought that would have been provided him with opportunity to gain some control in push for a political mileage in any event. For the time that Antipas Nyok served as deputy governor and, who also doubled the position of an SPLM-IG 'Chairmanship in the State, he shown that there was nothing in his mind he provided for the benefits of both the State Government and/or his own political part (SPLM) apart from easily resorted in any event to his Dinka-Bor community and violently make use of them as leverage for favors when he bargain in the State government.

That means, the time he spent as the Deputy Government was a nightmare for both the State and his own part and, only could be best remembered as good for a propelled tribal per se. Instead of developed his party political agenda to the level that attracted others to joint, he prompted an ethnic animosities between Dinka-Bor and others ethnic communities such as, the Lou-Nuer, Fangak, Twic, Nyarweang, Chor, and the Anwak versus his Dinka Bor of Jonglei State. Despite that, Hon. Denay Jock Chagor- the young Governor of Jonglei State made a several attempts to slay the dragon of tribalism in Jonglei State, that was almost uneasy to achieve simply because, Antipas Nyok supported by some few of disproportionated numbers of members from his tribe, the remained detrimentally an impediment. Nevertheless, in case of any blaming for the government of Jonglei State not making enough in term of the public services delivery and/or provision of a sufficient security to the people on the State, he (Nyok) and those few disgruntled politicians of his like-minded are the ones to be blame for many ills in Jonglei State. Noticeably, he was the one who created and developed the corruption, an ethnic clashes, and lack of development initiatives simply because, the tribal card that he played behind the scene has been such a barrier that could not allowed the State Governor from discovered the way out to address many of the prevailed inequalities. It's because of his own making that let the Governor became slow in creation of opportunities for all citizens of Jonglei State regardless of their tribal affiliations.

As an obstacle, Antipas Nyok's tribalized political opposition to the State Governor has been for so long the setback and, not permitted the government of Hon. Denay Jock Chagor from embraced on a workable framework for the Jonglei State government such as, the development of an initiatives directed towards the reinforcements of the young Governor’s prime policy about his State development plan. He (Hon. Denay Jock) has got no enough time for preparation and/of updating fundamentally the State development plan which included the policies in an areas related to the Jonglei State’s orderly physical, social, and economic growth. Meanwhile, all the development projects which are intended to reflect the young Governor’s principles of smart development of the State, due to Antipas Nyok’s tribal political sabotages, it prevented the young governor on early executed his strategic priorities. He (Hon. Jock) had no opportunity for the establishment of the basic required contents of the Jonglei State development plan relevant to the people ‘need, and, (with special emphasis on the formulation of the State’s land use policy, repairs and maintenance of the State’s public transportations systems, established or renovation of the public facilities, housing, exploitation and utilisation of tge State 'natural resources, respond to/and mitigation of the natural hazards, establishment of/or renovation of the State Recreation facilities, renovation and establishment of the State cultural and historic resources. Etc.

That is simply true because, since he (Governor Jock) was appointed as the Governor of Jonglei State, he has been wrestled with an internal political firth columns employed by his deputy (Antipas Nyok Kuch) whose objective was to thwart the efficiency and high performance of the State government. In pretext that “People with strong political pretension do not sit pretty to wait for endowment from certain quarters, they fight for their own space,” And, with his tribalized political ambition, he (Nyok) was falling by the wayside in his attempt to meet head-on an emerging young governor who he miserably thought of him (Denay Jock) not powerful as he presumably think of. He (Nyok) mistakenly underestimated Honorable Denay Jock’s being a well-prepared and, thought of him as someone who has been picked out merely for tribal balance. And, by acting against him, he hoped that, his ill_activities will interpreted and overshadowed him politically and, therefore he (Nyok) looked forward to ascended himself to the position of the governor.!!!!!
