Finance Ministry orders banks to reject cheques signed by former undersecretary Arop Nuoi

The Ministry of Finance and Planning has directed commercial banks to stop honoring cheques and payment instructions signed by the former First Undersecretary, Arop Nuoi Arop.

In a circular dated September 22, 2025, the Director General of Banking Operations, Chan Andrea, notified the public that all such cheques presented at bank counters will be declined with immediate effect.

“Customers who still hold cheques or payment instructions signed by Hon. Arop Nuoi Arop are required to return them to the Ministry for renewal,” Andrea stated.

The directive follows recent changes in the ministry’s leadership and is part of measures to streamline financial transactions and prevent unauthorized payments.

The Ministry emphasized that the new policy is effective immediately and urged customers to comply by seeking fresh authorization from the appropriate officials.

This development comes amid ongoing reforms within the Ministry of Finance aimed at tightening expenditure controls and improving accountability in government transactions.

MACHAR’S SPLM-IO HAS OFFICIALLY DECLARED THE TRANSITIONAL GOVERNMENT OF NATIONAL UNITY “COLLAPSED ” AND ILLEGITIMATE, VOWING TO PURSUE “REGIME CHANGE.”

The main opposition group in South Sudan’s unity government officially declared the administration “collapsed” and illegitimate on Monday, vowing to pursue “regime change” after the indictment and suspension of its leader, First Vice President Riek Machar.

The Sudan People’s Liberation Movement-in-Opposition (SPLM-IO) said the government formed under a 2018 peace deal has been “destroyed” and accused President Salva Kiir’s faction of orchestrating a “setup of dictatorship” and “state capture.”

The declaration follows a three-day virtual meeting of the group’s political and military leadership, convened in response to the suspension of Machar and other officials. Machar, a longtime rival of Kiir, was recently indicted by the government over allegations related to a militia attack in the town of Nasir.

In a resolution signed by acting chairman Oyet Nathaniel Pierino, the SPLM-IO rejected the charges as a “politically motivated witch-hunt” and a violation of the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).

The group stated that the suspension of Machar — a key signatory to the peace accord — “effectively brings the implementation of the Political and Security provisions of the R-ARCSS to a complete stop.”

As a result, the movement concluded that the transitional government is no longer legally constituted and has lost its legitimacy. The resolution urged supporters and citizens to “report for National Service” and to “use all means available to regain their Country and Sovereignty.”

However, the statement did not clarify whether the group intends to withdraw its members from all transitional government structures.

The SPLM-IO also announced it would not recognize or participate in court proceedings against its members, labeling the judicial process “illegal” and “incompetent.” However, it acknowledged that legal professionals may engage on behalf of detainees on human rights grounds.

The statement called for the immediate and unconditional release of Machar and all political detainees, warning that failure to do so would lead the group to “use all means to demand their release.” The government in Juba has not yet responded to the declaration.

UN CALLS FOR FAIR AND TRANSPARENT TRIAL IN MACHAR CASE

The United Nations has urged South Sudanese authorities to guarantee that legal proceedings against suspended First Vice President Dr. Riek Machar and seven other opposition leaders respect international standards of justice.

UN spokesperson Stéphane Dujarric told reporters that any trial must uphold the rule of law and human rights, stressing the importance of transparency in light of growing political tensions.

The charges, announced by Justice Minister Joseph Geng Akech, include murder, treason, and crimes against humanity. They stem from the March Nasir attack in Upper Nile State, which authorities say left over 250 soldiers dead.

President Salva Kiir suspended Dr. Machar and Petroleum Minister Puot Kang Chuol on Thursday pending trial. The following day, Machar met with his legal team in Juba for the first time since being placed under house arrest.

The UN also expressed concern over South Sudan’s worsening humanitarian crisis, with nearly half the population facing severe hunger and displacement, and urged leaders to put citizens’ interests first.

Machar Meets Visitors After Months in Detention

Juba, 12 September 2025 — The First Vice President and Chairman of the SPLM/A-IO, Dr. Riek Machar Teny-Dhurgon, today received a delegation led by Nyenagwek Kuol Mareng, a member of the Political Bureau and Executive Director in the Office of the FVP, alongside two lawyers, at his residence in Juba.

According to Mareng, Dr. Machar appeared “healthy, confident, and in high spirits” despite having spent five months and 12 days in what she described as “unlawful detention.” She added that he welcomed them with a warm smile and was joined by his wife, Mama Angelina Teny.

“We were so happy to see him after a long time. We give thanks and glory to Almighty God for his life and protection,” Mareng stated.

Dr. Machar conveyed his greetings to all members and supporters of the movement. The SPLM/A-IO leadership and supporters continue to call for his full political engagement in the peace process.
