Summary of Today’s Presidential Decrees

President Salva Kiir Mayardit on Monday unveiled a series of far-reaching decrees that reshaped the national cabinet, security organs, and the SPLM party hierarchy. The changes signal a major political recalibration across key institutions.

1. James Wani Igga has been reappointed as Vice President and restored to his position as the SPLM First Deputy Chairman.

2. Michael Makuei Lueth, the long-serving Information Minister, has been removed from his portfolio and appointed Minister of Justice and Constitutional Affairs, replacing Joseph Geng Akech, who has been dismissed.

3. Ateny Wek Ateny has been named the new Minister of Information and Government Spokesperson.

4. Mabior Garang de Mabior takes over as Minister of Environment, replacing Josephine Napon, who has been relieved of her duties.

5. Former SPLM Secretary-General Peter Lam Both has been appointed Minister of Roads and Bridges, succeeding Mijok Mijak.

6. Central Equatoria Governor Rabi Mujung has been dismissed and replaced by Emmanuel Adil.

7. Inspector General of Police Abraham Manyuat has been relieved of his position, with Said Chawul Lom reinstated as the new IGP.

8. Monica Achol Aguek has been reinstated as a Grade One Ambassador and appointed Presidential Envoy to the Middle East.

These sweeping changes mark one of the most significant reshuffles in recent months, with implications for governance, security, and party dynamics moving forward.

Reflection on Leadership in the Post-conflict Guerrilla Movements

By Isaac Dau (LLB, PGDL, LLM, MA),

It's my pleasure to have seized this opportunity to share some reflections on leadership in post-conflict armed struggles for you to understand the complexities arising in post-conflict armed movements, particularly the challenges posed when elitist instruments manifest.

In such contexts, problems are indeed inevitable, and if you are an ideologue, you can comprehend well the underlying reasons why a bull pulling up its ground peg is a natural reaction to fear, stress or proximity to a cow in heat within its herd, and it's not a surprise.

Post-conflict guerrilla 80% crises commonly develop when leadership does not attain the aspirations of its people, when meaningful transformation is conspicuously absent, and when political exclusion persists amid unresolved internal wartime grievances.

Most problems are caused by ideologues. These ideologues are closely tied to such truths. Consequently, in another way, leading such ideologues is an arduous task that demands exceptional leadership qualities.

As a concluding thought, effective leadership in the aftermath of armed conflict requires a delicate balance between reconciliation, justice, and the rebuilding of trust within fractured communities. Leaders must not only navigate the political landscape with astuteness but also embody empathy and resilience to foster unity and sustainable peace. Their ability to transition from a military or insurgent framework to one grounded in governance and civil society is pivotal in preventing the resurgence of violence.

Furthermore, post-conflict leaders are often tasked with addressing the deep-rooted grievances and inequalities that may have fuelled the conflict initially. This necessitates a commitment to inclusive dialogue and the establishment of institutions that uphold the rule of law and protect human rights. The path to enduring peace is invariably arduous, demanding visionary leadership capable of inspiring hope amidst uncertainty.

In conclusion, leadership in post-conflict armed struggles is not merely about ending conflict but about embracing the profound responsibilities that come with rebuilding societies. It is through such leadership that the seeds of lasting peace can be sown, ensuring that the sacrifices made during conflict lead to a more just and equitable future. I trust these reflections will be of interest, and I look forward to any opportunity to discuss this further.

Best Regards
