Please accept my belated congratulations to you and your team on your well-earned victory. I believed that the previous election of 2023-2025 was truly yours, though it unfolded differently. Now that you’ve achieved this milestone without me in the picture, I say Maburuk.

As you mentioned during the thanksgiving ceremony yesterday, there are many ways to win. Whether it was through sympathy or a heartfelt appeal—as you alluded—it resonated with people. I may not have seen it that way then, but today, I celebrate your success with you.

I wish you and your leadership the very best in the term ahead. If ever my support is needed, you’ll find me willing and available and with no hard feelings, only goodwill.

Twic East Youth Union’s Democracy: a big challenge to other Communities: what is the government take on this?

The the Sunday, June 15th, 2025’s Twi East Youth Election might have been unprecedented in the history of this nation communities’ democratic process. It was a big challenge to other communities who do not think, progress on how competition between two or more people in one given position is a duty of everyone in the society. But, Twi East Community is a very progressive and innovative society. I am honored— having been involved in witnessing their endeavors to embrace democracy.

The recent Twi East Election has proven beyond reasonable doubt, that our people can and could be democratic, if such process is replicated in every community. Thus, democracy could be achieved through backdoor — and through communities’s democratic process. The government can too be democratic, if its people are able to understand democracy. We can start small and grow big with time.

The Government Elections Commission Chair, Prof. Abednego Akök Kacuol was there during the public debate between candidates on Saturday, June 14th 2025, prior to voting on Sunday. I was also there as Moderator. Prof. Abednego Kacuol and I were impressed.

I never saw such a free and fair elections in our country since the creation. I have seen such electoral process and have voted on it only in Europe. So, the recent Twi East Youth elections have provided an opportunity akin to a beacon of European electoral process in South Sudan. I had the opportunity of witnessing similar elections in Twi East Youth and Bor Youth Associations consecutively in 2022. However, in just two years, the electoral process in Twi East developed to unprecedented level.

The free and fair elections in the democratic societies, are not determined by the level of the winner’s celebration, but by the ability of the loser conceding defeat without dispute. And this was what I saw in Twic East Youth Association recent elections. I was astonished to see the level of maturity the 4 losers of that elections who conceded defeat without any contradiction.

My respect to the 4 candidates who have solemnly conceded defeat without reservations; Mr. Bul John Ajak of Twic East Youth Vision for Inclusive Development; Abraham Dut Atem Malek of Twic East Alliance for Development; Khot Jacob Jok Ajak of TEYSA; and Adire Simon Deng of Twic East Network Alliance. There is always next time.

Congratulations to William Deng Kuir Bul (Deng Jr) of Twic East Forward for having finally won the elections at long last. Deng Jr deserves this term and I am sure, he will start from where Mr. Arok Dut Arok stopped from.

Logistically, the recent Twi East youth elections was in fact one of the most expensive community elections ever taken. How it was funded — God knows ? It is another big challenge for other communities to find means of running such expensive community elections. Besides, each tenure in office requires some achievements in the filed of education and health. Many communities would be surprised when they see schools and vocational centers constructed by Twi East Youth self reliance, competing countrywide. While everyone is waiting for government services, Twi East have started to first serves herself.

It is not easy for other communities to fund their own elections. This is another commitment I must commend Twi East Community for showing unprecedented generosity.

Moreover, Twi East community stand amongst some of the most highly distinguished and disciplined society. During the recent elections debate to which I had the honor to moderate, I could see the crowds of estimated 15,000 — 25,000 people laughing and ululating at once and stop making noise at once to listen to the speech. This is very rare in our communities. This is also unprecedented crowd discipline. In Bahr El Ghazal, such disciplined crowds is found in Twic Mayardit. There could be discipline amongst all communities, but some crowds are not containable. It is unfortunate and bothering somehow.

Finally, such practice by Twi East Youth is capable to be replicated elsewhere, if, our people are to become serious. And this is shouldn’t be limited to the community level, but also to the government level. The President has ordered the Ministry of Finance to avail funds for general elections — 2026. Imagine, General Elections without population census, and the Constitution. It will be a topic for another day. Otherwise, Twic East Youth elections has gone to history is the most free and fair in the country.

MY THOUGHTS ON THE TEYA (JUBA) ELECTIONS

Fellow Junubeen,

The TEYA (Juba) elections should not have dominated our national conversation to this extent - but they did. That the internal politics of a community association in a single town could seize national attention is, to say the least, unusual. Since they did, I now feel compelled to share a few thoughts.

I remained silent throughout - not out of disregard, but to avoid being seen as taking sides or exerting any undue influence over the process. I had no personal issues with any of the candidates and did not want to endorse any specific individual. Each of them is capable, and they are all my kinfolk.

That said, the attention surrounding this contest hints at quiet but strong forces in the shadows. I will reflect on these deeper forces another time, allowing the victors their moment in the sun. In any case - for the welfare and prosperity of the people of Twic East County - it is important for the larger community to understand the quiet maneuvering behind the scenes, and the unseen hands that sought to influence the outcome of the elections.

The mischief is clear to those who know!

Congratulations to Brother Deng Junior on a well-deserved victory. I believe the community association under your leadership will be in safe hands, and I wish you every success in your tenure as Chairman of TEYA (Juba).

*Twic East: A community that needs no workshops, seminars on elections to go to polls*

*Juba, South Sudan, (June 2, 2025)* - In many parts of the world, civic education on elections often demands countless workshops, seminars, training, and logistical planning to help citizens understand the voting process and its significance. But in Twic East County of Jonglei State, South Sudan, such measures seem unnecessary. Here, democratic participation is not a foreign concept - it is part of the community's culture and identity. This community seems to have embedded democratic values deep within its social fabric - requiring no lectures or training sessions to understand the importance of elections.

Located in the heart of Jonglei State, with Panyagor as its administrative headquarters, Twic East is one of South Sudan’s 79 counties. According to estimates from the 2015-2020 Population Projections of South Sudan, the county is home to more than 130,000 people. Over the years, Twic East has become known for its unique community governance, self-mobilization, and deep-rooted democratic spirit.

*TECA and TEYA: A legacy of civic engagement*

At the core of its civic strength are two institutions: the Twic East Community Association (TECA) and its youth wing, the Twic East Youth Association (TEYA). TECA operates as a non-political, community-driven body that champions the welfare of Twic East people, especially those residing in Juba, other towns and globally. It plays a pivotal role in uniting the community around shared values ranging from peacebuilding and education to emergency response and social development.

TEYA, on the other hand, represents the younger generation of Twic East. The youth association functions not just as a social or advocacy group but as an influential civic institution. At the TEYA Center in Juba, young people gather regularly to strategize solutions for the challenges facing their community, design community projects, and mobilize support. The center serves as a think tank, campaign base, and project hub - all rolled into one.

Leadership roles within both TECA and TEYA are unpaid, yet highly respected. Candidates volunteer their time and energy with the single purpose of advancing their community’s development, driven by a sense of responsibility to give back to the community. Despite the lack of financial incentives, positions are ardently vetted, demonstrating the level of prestige and trust they carry.

*The 2025 polls:*

This year, TEYA is preparing for its normal leadership transition. After every two (2) years, the leadership tenure for any elected youth leader expires as stipulated in the Twic East Youth Association Constitution (TEYA) 2022 as amended 2024.

Slated for June 8, 2025, the polls have drawn five candidates competing for the top youth leadership post in Juba: they include; *Mr. Deng William Kuir* - Flag bearer of Twic East Forward (TEF), *Mr. Bul Ajak Thieu* - Flag bearer of Twic East Youth Vision for Development (TEYVD), *Mr. Dut Atem Malek* - Flag bearer of Twic East Alliance for Development (TEAD), *Mr. Khot Jok Ajak* - Flag bearer of Twic East Youth Solidarity Alliance (TEYSA), *Mr. Adier Simon Deng* - Flag bearer of Twic East Alliance Network (TENA) respectively.

What makes this race unique is the diversity among the candidates. Each contender, along with their deputies and campaign teams, come across five (5) payams (administrative divisions) of Twic East County. This broad representation reinforces inclusivity and balances the political landscape, giving voice to all sub-communities within the county.

About 5,000 youth members of the association between 18 to 45 years have already registered earlier to vote. Prior to election day, open-air campaigns will be held on June 7, providing a public platform for candidates to present their visions and policy priorities to win the hearts of the voters. At the end of every election, all the community political parties are paused and all the energies are directed to TEYA as the only recognized youth body in the community.

*At the Centre of Integrity*:

The elections are overseen by an Independent Electoral Committee (IEC) composed of respected community members with a track record of impartiality. Known for its transparency and adherence to ethical standards, the IEC is expected to announce the results promptly on June 8, right after the votes are tallied.

What is truly remarkable is that the entire process - from nomination and campaigning to voting - is free from national political interference. The community has deliberately kept party politics at bay, focusingh instead on leadership that is accountable, homegrown, and responsive to the grassroots.

This shows a rare political maturity. In a country still navigating the complexities of post-conflict recovery, Twic East sets a clear example of how civic agency and democratic values can flourish when grounded in cultural integrity.

*Twic East Strategy: A model worth imitating:*

Although the saying goes, it is better to fail in originality than to succeed in imitation. It is imperative to comprehend that the people of Twic East have demonstrated that meaningful elections don’t require millions of donor dollars or complicated training manuals. What’s needed is a strong sense of purpose, shared values, and community trust.

By relying on grassroots organization, inclusive representation, and ethical leadership, Twic East has created a sustainable, community-owned democratic model. It is a valuable case study not just for other counties in South Sudan, but also for communities across Africa that are seeking ways to strengthen local governance and participatory politics.

As the youth of Twic East prepare to go to the polls, they are not only choosing a leader - they are reaffirming their commitment to civic responsibility, transparency, and unity. Indeed, this is a model worthy of emulation - one that offers valuable lessons for other communities across South Sudan and beyond.

And for that, no seminar is required.
