Commissioner Mule Welcomes ICRC Team Amid Rising Humanitarian Crisis in Kajo-Keji

Kajo-Keji County, August 11th, 2025 – Hon. Wani Jackson Mule, Commissioner of Kajo-Keji County, has on Friday last week welcomed the ICRC Humanitarian Assessment Team to his office in Mere.

During the briefing, Hon. Mule highlighted that since his appointment, his office has been aware of ongoing cross-border tensions, including a surprise attack by UPDF forces in Nyainga-Muda on July 28th, 2025. He noted that the majority of those displaced by the incident are local farmers—mainly children, women, and the elderly—who are now sheltering in six makeshift sites within damaged public and religious institutions in Kangapo Two and Liwolo Payams.

The Commissioner expressed concern that no formal relief aid has reached the internally displaced persons (IDPs), apart from minimal assistance—biscuits and milk—provided by religious groups for separated children. He confirmed that county authorities had visited all the six IDP sites to assess the humanitarian situation and collect firsthand information on the impact of the violence.

The ICRC team, working in conjunction with the Kajo-Keji County Relief and Rehabilitation Commission, is focused on assessing the Juba–Kajo-Keji road, evaluating the conditions of the IDPs, and understanding the broader humanitarian needs across the county to explore possible response options.

Commissioner Mule Commends UNDP and State Ministry for Supporting Traditional Leaders' Capacity Building

Kajo-Keji County, August, 8th, 2025 – The Commissioner of Kajo-Keji County, Hon. Wani Jackson Mule, has commended the United Nations Development Programme (UNDP) and the Central Equatoria State Ministry of Local Government and Law Enforcement for supporting a capacity-building training for 38 traditional leaders in the county.

Speaking at the official launch of the training on Thursday, August 7th, 2025, Hon. Mule described the initiative as a timely and vital step towards strengthening customary and dispute resolution mechanisms in Kajo-Keji. He referred to traditional leaders as “custodians of the people,” and emphasized the importance of the training in equipping them with the necessary skills to effectively serve their communities.

Hon. Mule further highlighted his administration’s commitment to revitalizing the County Council and conducting future training for councilors on legislation, representation, and oversight. He urged participants to fully engage in the program, stressing the need to deliver improved services to vulnerable communities across the county.

Martin Simon Wani, Director General in the State Ministry of Local Government and Law Enforcement, reiterated the Ministry’s mandate to empower traditional leaders and enhance the three organs of local government. He also announced the provision of new uniforms for the 38 participating chiefs.

Brenda Ambani, UNDP Rule of Law Specialist, outlined the objectives of the training: to enhance the knowledge and capacity of traditional leaders, support community development, and ensure the administration of justice aligns with national laws and human rights standards.

The 3days training is conducted under the theme: “Enabling Traditional Courts to Adjudicate Disputes and Administer Justice in Harmony with National Laws, a Human Rights-Based Approach, and Adherence to the Local Government Act of 2009, the Child Act 2008, and the Transitional Constitution.”

Kajo-Keji County Commissioner Receives UNMISS Humanitarian Assessment Team

Kajo-Keji County, August 7th, 2025 – The Commissioner of Kajo-Keji County, Hon. Wani Jackson Mule, yesterday received a delegation from the United Nations Mission in South Sudan (UNMISS) humanitarian assessment team at his office in Mere.

During the briefing, Hon. Mule addressed the recent cross-border clashes between the Uganda People’s Defense Forces (UPDF) and the South Sudan People’s Defense Forces (SSPDF), describing the July 28th attack by the UPDF as a “Preplanned” incident. He noted that local authorities were preparing for a scheduled cross-border meeting with Uganda’s Yumbe District leadership when the assault occurred.

The Commissioner emphasized that the humanitarian situation remains dire, with thousands of internally displaced persons (IDPs), mainly women, children, and the elderly, now sheltering in six locations within Liwolo and Kangapo II Payams. He appealed for urgent support, including shelter, food, water, clothing, and medical supplies. Hon. Mule also confirmed that the security situation in the affected areas remains volatile, while diplomatic efforts are ongoing in Juba to de-escalate tensions.

Speaking on behalf of humanitarian partners, Mr. Likambo Richard Arike, Project Officer for SPEDP under the Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), presented findings from a recent assessment of the Nyainga-Muda incident. The report revealed that 2,673 households—approximately 16,038 individuals—have been displaced, with each IDP site currently hosting up to 7,477 people. He noted that response efforts have been delayed due to the overwhelming needs and lack of emergency funding.

The UNMISS visit aimed to gather firsthand information on the impact of the cross-border clashes, assess the humanitarian needs of the displaced population, and review the general security situation across the affected areas.

No Green Light for Illegal Charcoal, Kajo-Keji Clarifies Charcoal Truck

Kajo-Keji County, August, 3rd, 2025 – The Office of the Commissioner has noted the circulation of a Clearance document dated 30th July 2025, authorizing the passage of a truck carrying old charcoal across the border.

This document was issued following an internal security resolution, aimed at facilitating the regulated movement. The truck in question had already crossed into Uganda via the Mijale Border and could not be returned to South Sudan. The approval was granted specifically to deliver food and fuel to soldiers stationed in Nyainga-Muda, who had run out of supplies on the 31st July 2025.

We wish to emphasize that this Clearance does not, in any way, support or legitimize illegal logging or charcoal trade in Kajo-Keji County. The County Administration remains firmly committed to environmental protection and has taken effective measures to halt and silenced illegal logging and lumbering activities.

We call on the public and all stakeholders to continue supporting our ongoing efforts to safeguard the environment and uphold the rule of law.
