UPDF Attack in Bori Boma, Kajo-Keji County Leaves Five Soldiers Dead

Kajo-Keji County, June 30th, 2025 – Kajo-Keji County authorities, under the leadership of Hon. Wani Jackson Mule, County Commissioner and Chair of the County Security Committee, on Tuesday, July 29th, 2025, received bodies of five personnel from the joint operation of the South Sudan People’s Defense Force (SSPDF). These soldiers were killed in a surprise attack by the Uganda People’s Defense Force (UPDF) on Monday, July 28th, 2025, in Nyainga-Muda village, Bori Boma, Kangapo Two Payam of Central Equatoria State.

Addressing mourners at Mundari Civil Hospital during the reception of the bodies, Hon. Wani Jackson Mule called for public calm, assuring that efforts at the local, state, and national levels are underway to resolve the matter diplomatically.

Brig. Gen. Henry Buri, Kajo-Keji County Army Area Commander, confirmed that national security institutions were notified immediately after the attack, and calm has since been restored. He reported that the UPDF forces were heavily armed with tanks and artilleries, targeting a detachment of 19 joint operation force stationed to protect the civilians who are always attacked by holdout groups.

County Security Coordinator Mr. Godfrey Data Rembe urged the residents to remain united and avoid acts of retaliation, emphasizing that the issue is under review by both the governments of South Sudan and Uganda.

Col. Nathaniel Mawa, County Police Inspector, identified the fallen soldiers involving two SSPDF Officers, two Prison officers and a Police Officer.

Rev. Dr. James Lule Kenyi of the Episcopal Diocese of Kajo-Keji, in collaboration with the First Baptist Church and the South Sudan Red Cross, led efforts to collect the remains. He described the event as tragic and honored the fallen as patriotic citizens who gave their lives for the nation.

An assessment team, led by the County Relief and Rehabilitation Commission (RRC) and humanitarian partners, is being dispatched to the affected area to determine the extent of damages and possible displacement.

This marks the second attack by the UPDF Forces in recent years. A similar attack in June, 2020 claimed three lives from the SSPDF and a Police Officer in the same area, bringing the total fatalities from these cross-border confrontations to nine.

Kajo-Keji County Commissioner Wani Jackson Mule calls for URGENT HUMANITARIAN ASSISTANCE APPEAL FOR IDPs IN BORI BOMA, KANGAPO II PAYAM

Following the armed engagement that occurred yesterday 28th, July, 2025 in the Nyainga-Muda area of Bori Boma, Kangapo II Payam—where a local joint operation detach of the South Sudan People's Defence Forces (SSPDF) came under attack by Forces of the Uganda People's Defence Force (UPDF)—I write to urgently appeal for humanitarian assistance.

As a result of this incident, thousands of people are believed to have been internally displaced mostly women, children, and the vulnerable groups, have been forced to flee their homes. These individuals are currently sheltering in bushes, religious premises, and local schools under extremely vulnerable conditions, with limited or no access to food, water, shelter, healthcare, and protection.

Given the growing humanitarian need and the immediate risk of displacement and suffering, we request the following support: Food Items, Non-Food Items (NFIs) and Medical support essentials.

Reports of Armed Clashes in Nyainga-Muda, Kangapo II Payam

Kajo-Keji County, July 28th, 2025 –The Office of the Commissioner of Kajo-Keji County informs the public that, today, 28th July 2025, at approximately 3:00 PM, an incident involving reported armed engagement occurred in Nyainga-Muda area of Bori Boma, Kangapo II Payam.

Preliminary reports from the ground indicates that forces from the Uganda People’s Defence Force (UPDF) attacked our local detach of a Joint Operation in the area, collapsing Hajji Sulaiman Bukya Lubwama- Yumbe District Resident Commissioner official invitation for a Cross Border Meeting between the local leaders at Fitinambaya Village/ Nyainga-Muda. Gunfire has continued to be heard in the area up to the time of this release.

We are actively coordinating with the security authorities on the ground to verify the full circumstances surrounding this development. Due to the fluidity of the situation, verified information on casualties is not yet available. The public is urged to remain calm, avoid the affected area, and await further official updates.

We remain committed to the safety of all citizens and encourage community members to report any relevant information through official county communication channels.

Arrest of Two Forest Officials over Recent Illegal Logging and Transit

Kajo-Keji County, July 23rd, 2025- The Office of the Kajo-Keji County Commissioner confirms the arrest of two senior officials in the County Directorate of Agriculture, Environment and Forestry by Military Intelligence (MI) yesterday 22nd, July, 2025, on recent allegations of involvement in illegal logging and unauthorized transit to Uganda, in defiance of the county-wide logging ban issued July 16th, 2025.

The suspects are currently held at a local detention facility pending further investigation. Upon completion of preliminary inquiries, they will be transferred to the police for formal legal procedures and trial in accordance with the law.

The County Government reiterates its firm commitment to upholding environmental conservation measures and ensuring that all individuals, regardless of office or rank, are held accountable for actions that undermine public trust and national interest.

Kajo-Keji County Steps Up: Weekly Executive Meetings to Drive Reform and Service Efficiency

Kajo-Keji County, July 22nd, 2025 – The Commissioner of Kajo-Keji County and Chairman of the County Executive Council, Hon. Wani Jackson Mule, chaired his first executive briefing meeting on Monday, July 21st, 2025, at the County Headquarters in Mere. The session aimed to streamline operations and empower departments to effectively implement the County, State and National Government priorities.

Commissioner Mule emphasized the importance of regular departmental meetings to review activities, deliberate on pressing issues, and pass resolutions, as mandated by the State and National Legislations. He noted that while this was intended to be his first meeting following his official installation in mid-May, previous efforts were postponed due to conflicting official engagements.
“Without regular coordination, departments risk becoming fragmented, which delays service delivery and the timely preparation of reports,” the Commissioner remarked.

Kajo-Keji County Executive Director, Ryembe Benjamin Wani, acknowledged that while executive meetings were previously held monthly, there is now a need for weekly sessions to ensure efficiency. He also pointed to past insecurity in the region as a key factor that hindered consistent participation and effective decision-making.

Key challenges raised during the meeting included lack of financial support for administrative operations, poor infrastructure, undocumented public lands, overlapping departmental roles, limited mobility and work tools, an inactive land authority, and manpower shortages.

The meeting brought together 13 departmental heads, who unanimously agreed to hold weekly meetings every Wednesday. This move is intended to align all departments with State and National standards, address operational challenges, and strengthen the County’s agenda for peace, development, and effective service delivery.

Kajo-Keji County Commissioner Calls for Voluntary Return amidst Renewed Peace and Security

Kajo-Keji County, July 20th, 2025 – The Commissioner of Kajo-Keji County, Hon. Wani Jackson Mule, has called on Kajo-Keji communities in refugee camps to voluntarily return home, assuring that his administration is working closely with the organized forces to safeguard citizens and their property.

Commissioner Mule highlighted that the relative calm experienced across Kajo-Keji over the past three months is a result of strong collaborative efforts and tireless dedication, supported by continuous intercessory prayers from religious groups. He urged interfaith communities to emulate the exemplary life of the late Rev. Canon Yoasa Wurube Mogga, whom he described as a “Dictionary,” recognizing his pivotal role in the founding of the Episcopal Diocese of Liwolo.

Brig. Gen. Henry Buri, the Army Area Commander in Kajo-keji, also addressed the gathering, seeking forgiveness on behalf of the army for past confrontations involving anti-peace elements. He appealed to the public to engage known youth involved in criminal activity and encourage them to renounce violence and embrace peace.

Mr. Inyani Moses, representing the business community, affirmed that Kajo-Keji is significantly safer today compared to past years. He noted the vibrancy of Wudu town, which now operates trans-night, as a testament to the County Authority’s shared efforts. He further encouraged citizens to incorporate faith-based values into their professional lives for collective growth and prosperity.

These remarks were made on Friday July 18th, 2025 during the funeral and celebration of life of the late Rev. Canon Yoasa Wurube Mogga, aged 89, who passed away peacefully on July 9th, 2025, in Arua, due to complications from urinary retention, septicemia, hypertension, and stroke.

Clarification on False Claims Regarding Alleged Ongoing Illegal Logging Activities in Kajo-Keji

The Office of the Commissioner of Kajo-Keji County strongly refutes and condemns the inaccurate and misleading claims published by Access Radio on Sunday 20th, July, 2025 alleging that illegal forest logging continues in the county despite the official ban issued by the County Government.

We wish to categorically state that these claims are false, baseless, and do not reflect the current realities on the ground. Following the county-wide ban on forest logging declared 16th, July 2025 official ban date, the County Government has implemented a robust and transparent monitoring and enforcement mechanism involving local authorities and organized forces to ensure total compliance.

Recent findings from our joint taskforce and other relevant stakeholders — confirm that there has been no reported case of illegal logging activity in the forests of Kajo-Keji since the enforcement of the ban.

Furthermore, all known logging routes and access points have been secured, and regular patrols are ongoing to deter any potential violators. We urge the management of Access Radio and all other media outlets to practice responsible journalism by verifying facts with relevant authorities before broadcasting unsubstantiated claims that may mislead the public and tarnish the image of our county administration.

The County Government of Kajo-Keji remains fully committed to environmental protection, lawful governance, and transparency in all its undertakings. We welcome constructive engagement from the media, civil society, and the public in our shared efforts to promote accountability and sustainable development.
