✨ AUDIENCE MEETING WITH COMMITTEE F OF THE NATIONAL PARLIAMENT ✨

CBRN-TL together with the Advocacy Group for Disability Inclusion issues composed of UN Women in Timor-Leste together with representatives of the Organization of People with Disabilities (OEhD) and Civil Society Organizations (OSS) such as Yayasan HAK, Alola Foundation and MOFFE, held an audience with the National Parliament of the Community Foundation responsible for Health, Security and Health. Gender Equality to present Advocacy issues related to “Ensuring Inclusion of Persons with Disabilities”, which provides recommendations on the implementation of the National Action Plan for Persons with Disabilities (NAP) 2026–2030 and the UN Convention on the Rights of Persons with Disabilities (CDC).

The main points presented in connection with the 2022 Household Census show that there are 17,061 people with disabilities in TL (1.4%), mostly in rural areas. People with disabilities will face major barriers in health, education, justice and social protection, which shows that structural discrimination and stigma still exist despite the ratification of TL-KD-EhD.
It is therefore recommended to the National Parliament through Commission F to supervise, monitor and discuss recommendations to harmonize laws and policies in line with KD-EhD, ensure sensitive budget for disability inclusion, and inform government and other sectors to see about the establishment of the National Disability Council, strengthen access to people with disabilities and implement monitoring services. PAN-EhD and KD-EhD.

Timor-Leste has demonstrated a strong commitment to promote and protect human rights and
Disability through the implementation of the Convention on the Rights of Persons with Disabilities (CRPD).
Therefore, CBRN-TL held a National Conference on Rights and Inclusive Development with the objective to:
1. Share program results in Dii, Ermera and Bobonaro.
2. Discuss the initial report of the CRPD (Articles 5, 6, 7).
3. Reflect advocacy strategies and policy recommendations.

The conference brought together the Government, OEhD, OSS, and development partners and representatives of the Municipal Authorities of Dili, Ermera, Bobonaro, Baucau and Covalima, to strengthen collaboration for an inclusive society in Timor-Leste.

The conference was held with the support of the UNPRPD Program through UN Women together with the Human Rights Advisory Unit and UNICEF in Timor-Leste.

CBRN-TL is committed to promoting the rights of Persons with Disabilities through inclusive advocacy, capacity building, and partnerships. As part of the Strengthening Inclusion mission, we work with the UN Family in Timor-Leste such as UN Women and collaborate with the Human Rights Advisory Unit and UNICEF, to strengthen accountability and ensure alignment with the CRPD and DNAP.

CBRN-TL convened a 2-day workshop to bring together line ministries, CSOs, and OPDs.
This workshop aims to strengthen the inclusive data system for People with Disabilities in Timor-Leste by identifying and addressing gaps between key government ministries in alignment with DNAP and CRPD in Timor-Leste.

To ensure the participation and involvement of people with disabilities in inclusive development programs. Through the Program “Empowering Inclusion to Prevent Gender Based Violence and Empowering People with Disabilities in Letefoho Administrative Post, Ermera Municipality”. CBRN-TL will hold a consultation meeting with the local authority of Letefoho Post to introduce CBRN-TL services to the local community, municipal authority and suku; Provide clarity on programs related to preventing GBV and strengthen the participation of people with disabilities and strengthen service collaboration at post and community levels. In addition, CBRN-TL will conduct community level awareness sessions on the rights of people with disabilities and the prevention of gender-based violence against women and girls with disabilities in Humboe District, Ermera Post.

This activity aims to introduce programs, raise community awareness, strengthen the space of participation and involvement of communities & strengthen collaboration links in the field of community inclusion.

Dirlau Village Head Mr. Jacob Salsinha said
“The community often uses terms that create stigma for people with disabilities. Therefore, awareness activities on gender-based violence and the promotion of the rights of people with disabilities are very important so that families and communities can better understand and respect the rights of people with disabilities.”

Humboe District Chief Sr. Francisco Salsinha also said that "Collaboration between community leaders and development partners is essential to provide information to the community on the use of respectful language. Often the use of inappropriate terms to refer to people with disabilities has contributed to discrimination and even violence.

This activity was held in Dirlau Village, Humboe District & Letefoho Post, participated by Post Authority, District Authority, representatives of CSO or CBO Group, Community & representatives of all sectoral services.

To fix the challenges of using standardized instruments that generate inconsistent and incomplete disability data across sectors, CBRN-TL in collaboration with MSSI and the UN Joint Team developed and implemented standardized data collection tools and models adapted to ministries.
CBRN-TL conducted this training to
strengthen ministry staff with the knowledge and skills to apply these tools effectively, improve data quality, and ensure alignment with the CRPD, SDGs, and national policy monitoring requirements.

This training aims to strengthen the capacity of ministry personnel to collect, manage, and report disaggregated data on disability and use tools with standardized models through other objectives such as:
• Introduce standardized data collection tools and templates developed for 11 ministries.
• Build participants’ ability to apply the Washington Group of Questions and other disability-related indicators.
• Ensure consistency in data collection, storage, and reporting across ministries.
• Collect participant feedback on the usability and relevance of the tools for continuous improvement.

This training was held for two days at João Paulo Hall, Dili and was attended by data focal points / M&E officials from 11 ministries & Disability Affairs Ambassadors from 11 ministries.
