The Ministry of Transport and Civil Aviation, through the Licensing Authority, is pleased to announce the introduction of the Licensing Authority Driver’s Rehabilitation Programme.

This initiative is designed to support disqualified drivers in regaining their driving privileges, while promoting safer road use across Trinidad and Tobago.

The programme is being implemented in accordance with Section 88N(3) of the Motor Vehicles and Road Traffic (Amendment) Act No. 9 of 2017, which mandates that persons whose driving permits have been disqualified must complete a rehabilitation programme at no cost as a condition of reinstatement.

The following is the Programme Schedule and Locations:

CARONI:
Monday August 18th and Tuesday August 19th, 2025
Licensing Division Headquarters, Frederick Settlement, Caroni

SAN FERNANDO:
Monday August 25th and Tuesday August 26th, 2025
San Fernando North Community Centre

Venues in Port of Spain and Tobago will be announced at a later date.

Each training session will be conducted over two days, from 9am to 2pm daily.

To enroll in the programme, disqualified drivers must register in advance through the Ministry’s Licensing appointment portal at https://licensingappointment.mowt.gov.tt/ or contact the Traffic Enforcement Centre hotline at 612-2696 or via 612-4682 extensions 53514 and 53515.

The Ministry encourages all eligible individuals to take advantage of this important opportunity as we continue to work toward safer roads and more responsible driving practices for all.

While the opposition questions the government’s crime plan, Minister of Defence Wayne Sturge said it has already implemented 12 out of the party’s 60-point plan within its first 100 days in office.

Holding the UNC’s campaign manifesto to the crowd at the party’s Monday Night Report at the Couva South Multi-Purpose Hall, Camden Road, Sturge said it was the government’s mandate for the next five years.

He said four of the points were accomplished almost immediately when the Prime Minister restructured the Ministry of National Security and split it into the Ministry of Homeland Security, the Ministry of Defence and the Ministry of Justice.

Prime Minister Kamla Persad-Bissessar has warned that her government’s suspension of the Community-Based Environmental Protection and Enhancement Programme (CEPEP) and review of the Unemployment Relief Programme (URP) has triggered pushback from what she described as the “deep state” and “the belly of the underworld.”

Speaking at a political meeting in Couva on Monday night, she said the measures, aimed at investigating and dismantling corruption, had unearthed “a resistance that reaches far and wide.”

“They will hire lawyers. They will use their political proxies. They will call in favours from influential business people and their media contacts. And they will resort to going after anyone who leads or is involved in this crackdown… They’ve already made threats to Khadijah (Ameen), to Feroz (Khan), to Barry (Padarath). But I say never fear because Kamla is here.”

Persad-Bissessar also criticised illegal dumping, urging the public to take personal responsibility for their surroundings.

“Who dumping that? Ghosts? Is it not human beings dumping in their own neighbourhood?… If you cannot clean in front of your own house, heaven help us. Some of us has become too lazy, too lazy and greedy. Cut the grass in front of your own home… We are human beings in Trinidad and Tobago, not animals. So clean up your waste.”

A 23-year-old Rio Claro man has been detained after allegedly chopping his uncle when he refused to give him a cigarette.

Around 12:20 pm on Monday, the 43-year-old victim was sitting in the gallery of his Ecclesville, Rio Claro home when his nephew approached and asked for a cigarette.

After the victim refused, the suspect left and returned shortly after with a cutlass, chopping him on both hands.

The victim ran into the house and was assisted by his brother.

The suspect was also taken to the Rio Claro Health Facility for injuries to his neck.

The victim was transferred to the Sangre Grande General Hospital, where his condition is said to be stable.

Investigations are ongoing.

Chief Secretary of the Tobago House of Assembly, Farley Augustine, is pleased with the United National Congress’ performance in its first 100 days in government.

Speaking to the media at a recent event, Mr. Augustine commended the Government’s approach to inclusion.

“I do like that they are engaging in consultations so early on. I hope that the consultations result in the government actually listening to people because very often we have these consultations, and sometimes nothing comes out of it. We certainly have to work harder at treating with the issue of crime, you know, that’s plaguing all of us, but I mean, 100 days really can’t solve our problem with crime. That will be foolhardy to think that that is a possibility.”

He was also pleased with the Prime Minister and the Government’s assertiveness and confidence in their decisions.

The Police Service Commission (PSC) said it will review a complaint from First Wave Movement leader Umar Abdullah, who has asked for disciplinary action against Commissioner of Police Allister Guevarro for wearing a “Punisher” emblem – a comic book symbol linked to vigilante justice – while on duty.

Abdullah raised concerns after the commissioner was seen wearing The Punisher emblem, a comic book symbol linked to vigilante justice, during official duties, according to his complaint dated July 20.

On August 11, Dale Brizan, executive director human resource management for the PSC, confirmed receipt of Abdullah’s complaint, adding, “The Commission has noted the contents of the correspondence and will treat with the matter in accordance with the powers provided to the Commission in Section 123 of the Constitution of the Republic of Trinidad and Tobago.”

In his complaint, Abdullah said that the use of unauthorized emblems breached regulations designed to maintain professionalism and respect in the police force.

Prime Minister Kamla Persad-Bissessar has issued an ultimatum to the management of local carrier Caribbean Airlines (CAL): ‘sort out the mess’ in two years or find a new job. Speaking at the UNC's Monday Night Report in Couva, Persad-Bissessar accused management of failing to do its job, paying $60 million to EY and PricewaterhouseCoopers (PwC) for audits despite a large internal financial team, failing to submit audited financial statements, and operating unprofitable routes.

Since 2023, Caribbean Airlines has added several new destinations to its route map, including Puerto Rico, Martinique, Guadeloupe, and Tortola, as part of its 2023-2027 strategic plan - approved by the then PNM government.

The airline transported over two million passengers in both 2023 and 2024, but Persad-Bissessar insists that despite the numbers, none of the routes are profitable. Although some routes have maintained high passenger loads, others have struggled. For example, a new Jamaica service operating between Kingston/Montego Bay and Fort Lauderdale has routinely seen poor load factors. According to the U.S. Department of Transportation’s Bureau of Transportation Statistics, some months have seen the airline transport only 160 passengers one way despite offering 1,600 seats on a Boeing 737-800.

Prime Minister Kamla Persad-Bissessar has read the riot act to Government officials, warning she will "buss" their heads and fire them as some were already "cavorting" with the same "crooked contractors and lawyers" associated with the former PNM administration.

In a fiery speech at the United National Congress (UNC) Monday Night Report at Camden Hall, Couva, to mark her first 100 days in office, Persad-Bissessar made it clear that no one in her administration would be shielded from accountability.

She also issued a warning to State enterprise heads, financial institutions, and regional corporations, saying that she will take action as she vowed to root out corruption, inefficiency, and betrayal within and outside her Government.

The Prime Minister disclosed that she had instructed every Cabinet minister and MP to submit a 100-day performance report, and that they must account directly to the people for their work.

She emphasised that her Government is people-centered, noting that national consultations are taking place on the budget and "stand-your-ground" legislation.

Following many stab wounds sustained during an attack at a Crown Point fast food restaurant on Sunday morning, a security guard is in stable condition.

The 43-year-old security officer was on duty at Trinidad and Tobago Chicken Hut, which is situated on Milford Road next to the Jade Monkey Bar, at around midnight when a man tried to enter the business with an alcoholic beverage.

The man and the guard got into a fight after the security told him he was not allowed to bring alcohol inside.

After leaving, the man came back and walked up behind the guard. The man pulled a knife during a scuffle and repeatedly stabbed the guard throughout his body. After being taken to Scarborough General Hospital, the victim underwent treatment and is currently stable under the supervision of medical professionals.

Officers from the Crown Point Police Station apprehended the attacker on the spot, who was identified as a 36-year-old man from Opal Drive in Signal Hill.

The suspect is currently in the hospital's ward after being brought to Scarborough General Hospital for medical attention.

Three additional men have been moved to the Defence Force's headquarters in Chaguaramas from the Maximum Security Prison (MSP) in Arouca.

The facts of how a gang of inmates managed to organize into an organized crime syndicate inside the jail system are still being uncovered by national security officials.

Hamilton Small, Ryan Stephens, and Nefta Felix were transferred on Sunday, according to confirmation from prison officials yesterday.

While heading to the Arima Magistrates' Court in 2018, Small, a resident of Carapo, escaped from police custody. Days later, he was captured again.

Stephens was charged for the of killing Colin Delandro in 2005, together with Anderson "Weasel" Mapp and Darryl Charles Bissoon.

At the ending of the trial, Mapp and Bissoon were convicted and sentenced to death, while Stephens was given a retrial order. Bissoon was previously moved from the MSP to Chaguaramas and is currently awaiting a retrial for another murder.

After being arrested by police on Sunday, a Morvant man who was accused of throwing restricted objects into the Port-of-Spain Prison two months prior was given $250,000 bail.

Alex G. Edwards of Never Dirty, Morvant, made an appearance before Master Indira Chinebass, according to a press release from the T&T Police Service (TTPS).

ASP Stanley, Deputy Commissioner of Police Suzette Martin, and Commissioner of Police Allister Guevarro organized the exercise that led to his detention.

According to the police, Edwards was arrested as a result of the exercise, which was led by Cpl Williams, Cpl Hyde, WPC Joseph, and constables Jagram and Bristol, between 5 and 8:25 pm.

According to the charges, Edwards threw restricted items into the prison on February 27th, June 1st, June 10th, and July 12th.

Additionally, he was detained and accused of possessing ma*****na on August 2nd.
