📚 Responding to modern threats: Ukraine launches training for communities to counter russian manipulation

Ukraine has introduced a new training program aimed at helping local communities recognize and counter russian disinformation, given the critical role of information security in the country's broader defense architecture.

The initiative is being developed by the Center for Strategic Communications and Regional Studies Development (Центр розвитку стратегічних комунікацій та регіональних студій), an NGO established last year out of the academic community of Taras Shevchenko National University of Kyiv. Its mission is to create practical tools for communities to detect and resist manipulation by hostile actors.

💬 "With support from the NATO Office in Ukraine, the Center for Countering Disinformation at the National Security and Defense Council, and the Security Service Academy, we have designed a four-module program combining training and practical exercises," said Zhanna Patsiora, director of the Center. "The course equips local opinion leaders, government officials, and communication officers with tools to recognize influence campaigns, work effectively with local media, and strengthen public communication. What makes the program unique is its hands-on focus, we want communities to gain skills they can use immediately on the ground."

Vineta Kleine, head of communications at NATO's Representation to Ukraine, noted that community resilience against russian manipulations is also one of the seven baseline requirements for resilience that NATO has established.

💬 "Resilience of communities is one of the key aspects, and strategic communications are part of this resilience ecosystem. It means that if society can also withstand information attacks, hybrid attacks, part of which are information attacks. It means that society is resilient. And it boils down to local communities: how they, on the ground, can tackle and address information attacks. We know that one of the ways russia is attacking Ukraine, and not only Ukraine but also allies is disinformation and information manipulations. That is why, for us, for NATO allies, strategic communications is a defensive line and a defensive shield against disinformation, hybrid threats, and also a compass that guides societies with trusted, transparent, and fact-based narratives rooted in democratic values, values which represent NATO, NATO members, and Ukraine," she said. "I was truly glad to support this project because it gave us a venue to connect with local communities and with those who work with information across the country. I am also glad that we have a strong pool of subject matter experts, Ukraine's communicators and communication specialists, who will be leading this course. Because we all actually learn from Ukraine, we are working together to become stronger," Kleine stressed.

Ivan Slichko, head of the media literacy department at the Center for Countering Disinformation, said russia often tailors manipulative tactics around divisive issues.

💬 "They pick a sensitive topic for Ukrainian society, or a half-truth, and then distort it by adding emotional overtones. That's a very effective technique," he explained.

Yuliia Yanchuk, deputy director of the Department of Strategic Communications and Promotion of Ukrainian Culture and head of its global outreach division, added that the new course builds on an extensive foundation. Over the past two years, she said, Ukraine has held over 200 trainings on disinformation, reaching over 2,000 civil servants.

Community representatives who wish to participate must register and pass a selection process. Each community will receive an invitation with detailed instructions. In its first phase, the program is expected to provide basic skills to roughly 300 participants.

Therefore, strengthening the informational and cognitive resilience of communities has become essential to Ukraine’s national security.
Communities, through their information managers, thought leaders and local self-government representatives, are best placed to respond quickly to threats, adapt international practices and implement them locally.

Applicants from temporarily occupied territories and frontline areas are admitted to universities through the so-called Quota 2 system.

Oleh Sharov, Director General of the Directorate of Higher and Adult Education at Ukraine’s Ministry of Education and Science, stated this during a briefing at the Media Center Ukraine.

💬 “This year, approximately 4,800 students were admitted to Ukrainian higher education institutions through Quota 2. Those who applied after the main admissions stage will join the educational process through a different procedure. They initially enroll on a contract basis and are later transferred to state-funded places. The process of transferring from contract to state-funded status has now begun,” he explained.

In practice, students consciously choose Ukrainian universities. Some relocate to government-controlled territories, while others study remotely while remaining in the temporarily occupied territories. This is important for Ukraine to maintain connections with citizens in occupied areas and reintegrate youth. Sharov emphasized that data on students from the temporarily occupied territories is not disclosed to avoid endangering families who remain under occupation.

💡 Ukrenergo continues to develop distributed generation to avoid blackouts caused by russian attacks

Winter preparedness involves several tasks, such as completing scheduled maintenance and accumulating fuel reserves. However, the war has introduced new challenges, such as protecting critical infrastructure facilities and increasing the flexibility of the energy system.

Yurii Boiko, member of the НЕК "Укренерго" - NPC Ukrenergo Supervisory Board, stated this during a briefing at the Media Center Ukraine.

💬 “In addition to prioritizing the protection of infrastructure facilities, active efforts have been made over the past two years to develop distributed generation. This will increase the flexibility of the energy system and significantly enhance supply reliability during critical situations. Under normal conditions, key generation facilities will ensure an electricity supply. However, in the event of critical outages due to attacks, it is precisely distributed generation that will help resolve local issues,” he noted.

Boiko also emphasized that equipping infrastructure with alternative power sources is another crucial aspect of energy stability.

We are continuing our series on Ukrainian inventions that have changed the world. Today, we will discuss the groundbreaking work of Ukrainian engineer Oleksii Bakhmutskyi.

In 1932, he designed the world’s first coal-mining combine. Interestingly, serial production of coal combines in the UK did not begin until 1934. Unlike British machines, Bakhmutskyi’s combine performed many more functions, surpassing similar global developments by 20 years.

⛪️ Ukraine moves to close Moscow-linked church in unprecedented step

Viktor Yelenskyi, head of the State Service of Ukraine on Ethnic Policy and Freedom of Conscience (Державна служба України з етнополітики та свободи совісті), stated during a briefing at Media Center Ukraine.

The legislation, passed by the Verkhovna Rada in August last year, aims to protect Ukraine’s constitutional order in the sphere of religious organizations. It labeled the Ukrainian Orthodox Church of the Moscow Patriarchate (UOC-MP) an ”ideological continuation of the criminal regime of russia, responsible for crimes against humanity.”

💬 "This is a unique event. Churches have never been banned in Ukraine before, as the country has traditionally upheld a high degree of religious freedom. All religious organizations are equal before the law. The Verkhovna Rada took this step only because the russian Orthodox Church became complicit in the war and acted to undermine Ukrainian statehood, culture, and identity," he noted.

Yelenskyi noted that a government study confirmed the close ties between the UOC-MP and the russian Orthodox Church. The State Service of Ukraine on Ethnic Policy and Freedom of Conscience (DESS) sent an official order to the Kyiv Metropolitanate of the Ukrainian Orthodox Church demanding compliance with the law "On Freedom of Conscience and on Religious Organizations." 🏠 Ukraine lacks a procedure for providing temporary housing to civilians freed from russian prisons, according to human rights defenders

The Law on the Social and Legal Protection of Individuals Deprived of Personal Liberty as a Result of Armed Aggression Against Ukraine guarantees those freed from illegal detention the priority right to temporary housing. Resolution No. 495 was developed to regulate the provision of temporary housing for those released. However, this document disregards the law’s provisions and lacks a mechanism for prioritizing housing for freed hostages. To date, 293 civilians have returned from russian prisons.

Ihor Kotelianets, head of the Association of Relatives of Political Prisoners of the Kremlin (Об'єднання родичів політв'язнів Кремля), stated this during a briefing at the Media Center Ukraine.

💬 “Civilian hostages returning to Ukraine after imprisonment in russian jails are deprived of their land, their homes, and their property. They need temporary housing to undergo rehabilitation and return to normal life,” he said.

According to Kotelianets, activists examined how the housing provision mechanism works for these categories in 380 localities. However, local authorities are unaware of the relevant laws and resolutions. Only 8% of the surveyed communities reported having a reserve housing fund.

📰 Some Spanish military personnel spread russian propaganda narratives in media – Resurgam study

Spain is a country with significant political weight in the EU. It maintains unbroken economic ties with Russia, and serves as an entry point for russian special services. Therefore, the international information and analytical community Resurgam conducted a study on how russian propaganda infiltrates Spanish-language media. A total of 1,921 articles from 10 Spanish publications were analyzed.

Dmytro Kornienko, a political scientist and founder of the international information and analytical community Resurgam, stated this during a briefing at the Media Center Ukraine.

💬 "Among the main problems in Spanish media are the use of russian sources, lack of authorship, professional ties to russia, and absence of information verification," Kornienko said.

The Resurgam information community concluded that some authors writing about russia and Ukraine often espouse pacifism while simultaneously being members of the Spanish military. These authors consistently employ russian narratives, such as: "civil war in Ukraine" and "civil coup of 2014". They also display disrespect for Ukraine’s borders and sovereignty.

In some cases, these authors spread russian narratives about the harm that sanctions against russia would cause to the European Union, label Ukrainians as "ultra-nationalists", and accuse Ukraine of refusing to coordinate its position with Moscow.

Kornienko noted that the full study is available on the Resurgam platform and will be useful for journalists, diplomats, fixers, and all interested parties.
