PARLIAMENT APPROVES LOAN TO BUY OUT UMEME.

Yesterday, Parliament approved a motion presented by State Minister of Finance Musasizi Henry , on behalf of government, to consider borrowing $190,988,556 (Ug. Shs. 700 Billion) from Stanbic Bank, for the Umeme Ltd buyout.

This money is expected to facilitate smooth transition of Electricity Power Distribution duties from UMEME to Uganda Electricity Distribution Company Limited - UEDCL, before the end of March 2025.

Bwindi Health Centre III Ranked the Best in Kigezi.

Yesterday, State Minister of Finance Henry Musasizi handed over the *Certificate of Recognition For Outstanding Performance* to Bwindi Health Centre IIII after the facility was ranked as the Best performing at the level of HC.III in Kigezi Sub-region.

Minister Musasizi handed over the certificate at the Ceremony to unveil an assortment of Medical Equipment donated by Stanbic Bank to Rubanda District.

The Certificate unveiled at yesterday's event by Rubanda District Health Officer, Dr. Abdon Birungi bears signatures of the Minister of Health, Dr. Jane Ruth Aceng and Dr. Filbert J. Nyeko, Hospital Director Kabale Regional Referral Hospital.

" _This Certificate is awarded to Bwindi HC.III in recognition of Outstanding Performance and Exceptional Commitment to providing top quality health care services among Health Centre IIIs in Kigezi Subregion, during the Financial Year 2023/2024_ ." reads the statement on the award.

Bwindi HC.III is the referral point for all the health care units in Nyamweru Subcounty, whose population is about 30,000 as of 2024, according to the LC. 3 Chairman Alex Nkwasiibwe.

Dr. Abdon Birungi also revealed that the facility receives up to 1000 people seeking medical services at the Out Patient Department, while they also admit an average of 45 mothers seeking maternity services, each month.

Minister Musasizi expressed gratitude to the Staff Managing Bwindi Health Centre III, thanking them for staying committed to their duty call despite the place being a hard to reach area.

It should be noted that Hon. Musasizi who is also the area Mp lobbied for up to Shs. 300 million to facilitate construction works at this facility, and also personally provided iron sheets that roofed the Nyamweru Subcounty Offices, to decongest the Health facility building that was also accommodating administration offices for the subcounty.

KANUNGU: Yesterday, the Ugandans Below 40- UB40, a social mobilization movement under the NRM organized a Media Symposium for Kigezi Subregion at Kanungu Resort, in Kanungu Town Council, Kanungu District.

This symposium was majorly about bringing journalists at the frontline of sensitizing the masses about Social Economic Transformation, but the News men were also challenged about

Rukiga District Leaders Hail Minister Musasizi For Selflessly Working to Develop Kigezi.

Rukiga District Leaders have hailed the State Minister of Finance Musasizi Henry who is also the Rubanda East Legislator for selflessly contributing to the development of the Kigezi Subregion.

This was yesterday during the burial ceremony for Rukiga County Mp Roland Ndyomugyi Bish’s sister (the late Asanasi Tujwereierwe Ndinbirwe), in Muhanga Town Council.

According to the District Chairman Mbabazi Robert Kakwereere, the Minister has helped them to secure funding for finishing construction of the District Administrative block, at a tune of Shs. 500 million, Shs.300 million for construction works at St. Paul’s S.S. Bukinda, Shs.300 million for construction works at Kamwezi High School, funds for construction of the Mparo-Nozi-Butambi road, among others.

In her Speech, the Rukiga District Woman Mp Caroline Kamusiime Muhwezi described Musasizi as a “selfless Minister” adding that they are glad President Museveni appointed him from Kigezi, as State Minister for General duties in the Finance Ministry.

“You have opened the Ministry’s door for all of us, and whenever we come to you looking for funds to finance development in Rukiga, you always help us. You know how you quickly helped us to secure the Shs.500 million for construction of the building (District Administrative Block)” she said

Ms. Kamusiime further noted that she personally believed Musasizi’s appointment as a Minister was Predestined by God, asking her colleagues in Politics not to antagonize him, but rather acknowledge his position in Government and use it to lobby for development in Kigezi.

This was after the Rukiga District LC.5 Chairman Mbabazi Robert Kakwereere said he had no befitting words to express how much he was grateful for the Minister for his contribution to Rukiga District’s development.

“You know what I’m talking about, Hon. Minister. If (Bakiga) men could kneel down to say thank you, I would have knelt on behalf of the people of Rukiga District to say ‘thank you,’ for everything” Kakwereere said in his speech at the burrial.

The Rukiga Woman Mp also used the Opportunity to remind the Minister about President Yoweri Museveni’s pledge to tarmac Muhanga-Kisiizi road.

“You know I have been telling you about this matter. Muhanga-Kisiizi road tarmacking is long overdue. I'm telling you this because your docket is finance and let our President fulfil his promise,” Kamusiime said.

In his Speech, Minister Musasizi said his performance was stimulated by the cooperation he has received from the Mps in the region. He particulary thanked Rukiga Mps Roland Ndyomugyenyi and Caroline Kamusiime for working with him to secure the funds that the District receives.

“You know all the money we use as Government, is first approved by Parliament. Therefore, it only requires obliging Mps such as Caroline and Roland to be able to secure funding for their District” Musasizi said.

The Minister also took time to answer some of the concerns raised by the leaders, including tarmacking of Muhanga-Kisiizi road, and the stalled Mparo-Nozi-Butambi road.

“We have finalized the National Development Plan IV, which will be implemented beginning next financial year, and Muhanga-Kisiizi road is part of the plan. Other roads include Rubare-Kebisoni-Nyarushanje- Kanungu via Kisiizi, Kereere-Kanungu, and another road in Kamwezi, among others.

He also said that they were looking into handing the stalled Mparo-Nozi-Butambi road project to the contractor who is currently working on a 12.9 km road project in Nyamweru Subcounty, Rubanda District following the apparent failure of the original contractor who reportedly abandoned the Rukiga Project in June this year.

Meanwhile, Minister Musasizi thanked the family of the late Asanasi and her brother Hon. Roland Ndyomugyenyi Bish for taking care of her while she was sick.

KABALE DISTRICT TEACHERS ON STRIKE OVER DELAYED SALARIES.

Today marks the third day of the strike by head teachers and teachers in the Kabale district local government schools, who have laid down their tools in protest over unpaid salary arrears for June and July.

School Leaders confirmed that the strike, which began on Monday, will continue until the teachers and head teachers in Kabale district receive their overdue salaries for June and July.

The educators have made it clear that they will not resume their duties until their financial concerns are addressed

According to Biryomumeisho Alex, Chairperson Kabale Head Teachers Association the ongoing action underscores the urgency of the situation, as educators are demanding prompt resolution to their financial grievances.

He further disallowed with questions the broader issues of wage inadequacy and budgetary shortfalls affecting teachers in the district.

Biryomumeisho added that the situation remains tense as the teachers stand firm in their demands for fair compensation.

*KENYA'S PROTESTS AND THE PRESIDENT'S RESPONSE A REVELATION OF THE TRUE MEANING OF PEOPLE AND POWER*

William Ruto's recent surrender to protestors in Kenya reveals two significant aspects of his presidency.

Firstly, Ruto has demonstrated that he is a "People's President," embodying the timeless adage that "Government is of the people, by the people, and for the people." This means that the people have the power to decide how they want to be governed and what is best for them. Uganda's 1995 Constitution echoes this sentiment in Article 1, which states that "Power belongs to the people," acknowledging that all power held by individuals and institutions is derived from the people of Uganda. Unfortunately, this principle remains largely theoretical in Uganda.

Secondly, Ruto's actions showcase his humility and willingness to learn. Unlike previous Kenyan leaders who have responded to protests with force, resulting in the loss of many lives, Ruto has chosen to listen to the people. This humility has averted further bloodshed, and Kenyans should be grateful for a president who heeds the Voice of the People, which is indeed the Voice of God. The recent protests, which claimed 22 lives, could have been far more devastating under a different leader.

Minister Musasizi to reward PDM Performers in Rubanda East.

State Minister of Finance Hon. Musasizi Henry has pledged to make home visits and reward best performing people who benefited from the Parish Development Model, in Rubanda East constituency.

Musasizi who is also the Rubanda East Mp and NRM Chairperson Rubanda District made the pledge on Sunday, while addressing Christians at Nyaruteija Church of Uganda, located in Nyaruteija Cell, Kanyabirtara Ward, Hamurwa Town Council, Rubanda District.

"I will be visiting those people who received PDM loans, to make evaluation on how you're performing. I will come with gifts for those who are doing well" Musasizi said.

This will be in addition to hoes that the Minister provided for each household in Rubanda County East, last year.

"Those hoes were meant to boost efforts of our women involved in Parish Development Model agricultural activities," Musasizi said.

Meanwhile, the Minister contributed 100 bags of cement and pledged to single handedly roof the Lay reader's house at Nyaruteija C.O.U. The cement was received by the Nyaruhanga Archdeacon Ven. Noah Kyoma and the Nyaruteija Lay Reader Henry Ndabehe.
