Canada Must Rethink Its AI Strategy

Canada's AI ambitions will only succeed if bold ideas are matched with practical action. Rather than relying solely on high level strategies, the country needs targeted reforms that strengthen innovation, improve competitiveness, and build long term technological sovereignty. The following proposals provide a practical roadmap for transforming Canada from a global AI research leader into a global AI innovation leader.
1. Establish a National AI Chip Program to build Canada's domestic semiconductor and AI chip design capabilities through strategic investment, research funding, startup financing, and public procurement.
2. Adopt a dual AI strategy that combines cloud AI for urban centres with Edge AI designed for remote and infrastructure constrained environments, including Arctic communities, Indigenous communities, mining operations, and global markets with unreliable electricity and internet connectivity.
3. Integrate AI education from kindergarten through K 12, creating a long term talent pipeline and building one of the world's most AI prepared workforces through continuous AI literacy, coding, robotics, ethics, and engineering education.
4. Create a National AI Integrity Task Force to combat deepfakes using AI powered detection, intelligence sharing, and collaboration among technology companies, cybersecurity agencies, financial institutions, universities, and law enforcement while strengthening encryption and digital trust.
5. Develop underwater modular data centres supported by legislation requiring rigorous engineering, environmental, cybersecurity, and operational standards, including protection against corrosion, biofouling, marine ecosystem disruption, transmission loss, sea ice, maintenance procedures, and grid integration.
6. Strengthen commercialization, public procurement, and sovereign AI infrastructure to ensure Canadian research translates into globally competitive companies, domestic economic growth, and long term technological independence.
Canada has already demonstrated that it can produce world class AI research. The next challenge is transforming that research into sustainable economic growth, trusted governance, and technological sovereignty. By implementing these reforms, Canada can position itself not only as a leader in AI discovery but also as the global benchmark for responsible AI innovation, resilient infrastructure, and inclusive talent development.
