Jacob Oboth-Oboth Elected Speaker of the 12th Parliament

West Budama Central MP Jacob Marksons Oboth-Oboth has won the highly contested Speakership race for the 12th Parliament, securing a landslide victory.

Chief Justice Dr. Flavian Zeija, who presided over the election process, officially confirmed the outcome and declared Oboth-Oboth the Speaker-Elect. The newly elected Speaker dominated the vote, polling an overwhelming 441 votes.
He defeated his closest rivals:

Paul Mwiru (Jinja East MP) – 60 votes

Norbert Mao (Laroo-Pece Division MP) – 15 votes

Oboth-Oboth succeeds the outgoing leadership to take the helm of the legislative arm of government as the 12th Parliament

The Prime Minister of Uganda Rt Hon Nabbanja Robinah today delivered a condolence message from H.E. President Kaguta Museveni to the families of the people who lost their lives when a canoe they were travelling in capsized on River Nguse, Pachwa town council in Kagadi District on Tuesday.

The president sent 5 million shillings for every life lost. The Premier handed over the money totalling to 150M UGX to the management committee that includes the RDC and area MPS for further management.

According to official police reports, the incident occurred when a locally made canoe was reportedily carrying between 35 and 40 passengers capsized.

The passengers were primarily farmers and charcoal traders returning from Bugoma central forest reserve in the neighbouring Kikuube District.

Marine Police units have deployed specialized teams to the River Nguse, where search and recovery operations are ongoing. So far, nine bodies have been recovered.

Preliminary findings and testimonies from survivors point to overloading as a major cause of the accident. The maximum capacity of the canoe is 15 passengers, but it was carrying over 35 people and heavy cargo by the time of the accident.

Meanwhile, the Prime Minister has haulted all illegal activities in Bugoma central forest reserve forthwith.

She instructed police and other relevant agencies to swing into action and arrest all encroachers.

Government plans to hand over the forest reserve to UWA for management.

The proponents of the Protection of Sovereignty Bill, 2026, Attorney General Kiryowa Kiwanuka and Minister of State for Internal Affairs Gen. David Muhoozi, returned to the Joint Committee on Legal and Parliamentary Affairs and Defence and Internal Affairs to revise certain provisions of the bill after stakeholder engagements raised several concerns, including designating Ugandans abroad as foreign agents.

The amended bill now defines a “foreigner” as “a person who engages, undertakes, supervises, controls, finances or subsidises the activities specified in section 2(2) and includes a non-Ugandan citizen, foreign governments, diplomatic missions, corporations registered outside Uganda and international or multinational organisations.
