Leslie Kelly has been part of the child welfare system for nearly three decades. According to a Dothan Eagle article from 2018, she had already served 22 years at that time. Now, 29 years later, she is the director of Houston County DHR.
Families across this county and beyond continue to report the same patterns: children removed under false pretenses, teenage rebellion twisted into case files, parents stripped of authority, rights trampled, and threats of arrest if they dare to ask a question.
Parents, grandparents, and caregivers tell us their concerns are ignored, their voices silenced, and their families destroyed.
Caseworkers whose names appear again and again on paper trails protect one another instead of children.
They party together on weekends, then return on Monday to sign off on removals that leave families shattered. That is not oversight. It is corruption, and it is happening under this directorโs watch.
Families are reporting that Leslie Kelly is known for using bad tactics that harm families rather than protect them. Instead of addressing corruption, she shields it. Instead of ensuring accountability, she signs off on chaos.
The child welfare system was meant to safeguard the vulnerable. Instead, it has become an instrument of fear and destruction. Accountability starts at the top.
The culture operating behind those walls is built on betrayal and abuse of power.
Leadership sets the tone. If the culture is careless, children will feel it. If the culture is arrogant, parents will feel it. If the culture is reckless, the whole community will feel it. Under Leslie Kellyโs direction, Houston County feels it all.
