I hope you and your family had a happy and healthy holiday and are enjoying the first few days of the new year!

Burlington residents - please join me and State Representative John Piscopo at the Burlington Senior Center on Thursday, January 18 at 1:00 p.m. for a Legislative Preview event. We are looking forward to sharing our legislative priorities, and hearing from you about your questions, ideas or concerns.

Winter is officially here and our first snowstorm of the season is expected this weekend. While forecasts could still change, it looks like precipitation will start late tomorrow night night through Sunday and will bring significant snow accumulation to our part of the state.

Here are some important tips to stay safe during a snowstorm:

Before a storm, pack an emergency supply kit for your vehicle in case you need to travel and make sure you have the supplies you need at home. At the same time, most storms will pass relatively quickly, so rushing through the aisles of the grocery store for bread and milk may be an overreaction.
During a storm, be sure to stay put unless absolutely necessary, as conditions can vary drastically throughout a location. If you do get caught in a storm, be sure to find shelter quick, and if you get trapped in your vehicle, stay put, running your motor for heat but opening windows and clearing exhaust pipes to avoid unsafe air.
After a storm ends, keep informed on local news, avoid potential dangers like flooding rivers and heavy snow and take your time while digging out to avoid excess strain. When driving, go slow and be careful to avoid snow banks and black ice.

In the winter, cold temperatures and arduous conditions can make it difficult for some to stay warm. Those who need shelter during the winter can access warming centers around the state. Many towns and cities will activate warming centers during extreme cold snaps and significant storms. There is also a list of available warming centers for those needing immediate shelter available here through 211. State Updates

Applications Open For Nonprofit Security Grants
In 2019 my friend and colleague state Sen. Saud Anwar and I led bipartisan legislation to establish a grant program for increased security at houses of worship and certain non-profits. Just a few weeks ago, the governor and the State Bond Commission allocated another $5 million for this essential fund. I am grateful for these funds, as the need is tragic, but urgent.

The governor’s administration is now accepting applications to distribute these funds to help nonprofit organizations and houses of worship with the costs of implementing infrastructure upgrades that improve the security and safety of organizations at heightened risk of being targets of attacks or hate crimes. The state has provided about $10 million to organizations in the last three years. Applications are due March 1, 2024 and eligible nonprofits can receive up to $50,000 per site supporting installation of ballistic glass, surveillance cameras, doors, electronic locks and more. Connecticut Sees $178 Million Surplus In Latest Update
State Comptroller Sean Scanlon announced the state is slated to see a $178 million surplus in the state’s General Fund and a $210.3 million surplus in the Special Transportation Fund, indicative of continued strength in state finances and an increase from the previous prediction. Projected spending by state agencies declined by $24.1 million while revenue projections remained unchanged. Scanlon said the latest update indicates the state’s Rainy Day Fund will retain its valuation of just under $4 billion through the end of the fiscal year in June.

Information on Red Light, Speeding Cameras
In 2023, legislation passed allowing for the use of red light cameras and speeding cameras that can track traffic violations. The state Department of Transportation recently released information regarding use of these devices. Towns and cities will be required to submit plans, develop ordinances and submit plans to the DOT for approval prior to use, and plans will be valid for three years after approval. If a device detects a traffic violation – meaning running a red light or driving more than 10 miles per hour above a listed speed limit – a citation will be mailed to a vehicle owner’s address within 30 days. If a violation occurs in the first month of a device’s operation, the citation will be a written warning. Citations will cost $50 for first offenses and $75 for each additional offense. Off-Street Parking
If you have limited parking where you live, here are a couple of options:

Municipal parking lots, including schools and parks, may be used for off-street parking. Please park cars close together. Do not leave parking spaces between cars. This helps plow drivers clear snow efficiently. If you use a free school lot, your vehicle must be removed by the designated time announced in the parking ban or it will be towed.
Off-street neighborhood municipal lots and garages are open for your convenience. Pay-to-park fees will apply. Motorists may register their plate using one of the kiosks INSIDE the garage or a mobile app (i.e. Flowbird app or PassportParking app).

Enforcement - West Hartford Police Department will proactively assist the Department of Public Works to ensure that the roads are clear of illegally parked vehicles. West Hartford Police Department will enforce the parking ban by ticketing any non-compliant vehicle owner.

Christmas Trees & Leaf Bags -If your Christmas tree was not collected by Saturday morning, please pull it back from the edge of the road so that it does not get covered in snow. Trees buried in snow will not be collected. Curbside yard waste and leaf bag collection have ended. Please remove all items from the edge of the road. You can dispose of them at the Yard Waste & Recycling Center (with an annual permit) or wait until April when curbside service resumes.

Do not throw snow into the street - Do not throw snow or ice into the street. You can help West Hartford achieve its Vision Zero goal of eliminating fatalities and severe injuries on West Hartford streets by doing your part to keep our roads safe.

Snow & Ice removal from Sidewalks - West Hartford property owners, renters, and businesses are reminded of their responsibility regarding the removal of snow and ice from sidewalks.

Town Ordinance 115-24 states, "West Hartford property owners are responsible for removing snow and ice from the sidewalk along their property line within 12 hours after the storm or sunrise, whichever is later, and keeping them clear of snow and ice.”

Clearing snow and ice from heavily used sidewalks near schools, public buildings, and commercial areas is particularly important. To report a snow-clearing violation, please call the West Hartford Police Department at (860) 523-5203.

Clear around hydrants - Please help the Fire Department and protect neighboring properties by shoveling around fire hydrants.

Updates from Senator Slap:

Dear Neighbor,

The end of the year and the holiday season bring us opportunities for reflection on the year that has passed, and 2023 was no exception. This was a significant year for Connecticut and our country, one that I will remember for a long time.

This year started with my colleagues and I being sworn in at the State Capitol to represent our communities. It is an incredible honor to serve the 5th Senate District, and together we have accomplished so much: from historic tax breaks for working families, to providing a prescription drug discount program, passing gun safety legislation, protecting survivors of domestic violence, expanding access to debt-free community college, $15 million in grants over the next three years to hire mental health specialists in 72 school districts across the state, and a $300 million increase in state aid for local school districts.

There is always more work to be done, and I am grateful for the opportunity to represent you at the State Capitol.

State Updates

In the coming weeks, before the new legislative session begins, I look forward to holding forums around the district so constituents can share with me their priorities for 2024.

Currently, we have two scheduled, one in West Hartford and another in Burlington.

Our West Hartford forum will be held on Tuesday, January 16th from 6:00 p.m. to 7:30 p.m. at the West Hartford Town Hall, 50 South Main Street.

Our Burlington forum will be held on Thursday, January 18th from 1:00 p.m. to 2:30 p.m. at the Burlington Senior Center, 200 Spielman Highway.

I will share updates on an additional forum being held in Farmington when details are finalized. I hope you can join us in Burlington or West Hartford!

Regarding the upcoming 2024 legislative session, which begins February 7th, my priorities include:

ensuring adequate funding for higher education in Connecticut;
protecting our environment;
improving public health;
supporting our teachers and local schools.

I look forward to having a dialogue with you about these and other topics – whether at a forum, through email, or on the phone – in the near future.

I’m excited to continue our work together in 2024, and I wish you and your family a happy, healthy and prosperous new year.


New Laws Going Into Effect On New Year’s Day

Every year, as new laws are passed, many are set to take effect at the start of the following year. That means on New Year’s Day, as we celebrate the end of 2023 and head forward into 2024, there will be new laws changing our state. They include:

For the first time in decades, middle-class income tax rates for Connecticut residents will fall, saving taxpayers hundreds of dollars when they file in tax season. Rate cuts in the bottom two rates for all filers will drop by 1 and 0.5 percent, respectively.
Children from ages birth to six will receive annual lead risk assessments.
Bottle returns for can and bottle recycling will double from 5 to 10 cents per container, supporting state recycling efforts.
Income tax exemptions for pension, annuity and individual retirement account income will see eligibility increase for those with incomes of up to $100,000 for single filers and $150,000 for joint filers.
A new state firefighters cancer relief account will support wage replacement for paid and volunteer firefighters diagnosed with cancer.
Online dating companies will need to open safety centers to help service users report unwanted behaviors, provide them with safety advice and provide the ability to report sexual harassment and domestic violence.
A new opioid antagonist bulk purchase fund will provide towns, cities, health departments, police and EMS, among other local organizations, with opportunities to purchase opioid antagonists in bulk to reduce costs, making the lifesaving overdose reversal drugs more widely accessible.
Post-traumatic stress injury on the job will allow workers to receive workers’ compensation benefits for treatment, expanding access beyond first responders.

Dear Neighbor,

Connecticut is offering a wonderful new program that will make applying for higher education much easier - and less expensive - for graduating high school students. The Connecticut Automatic Admission Program allows students who meet certain criteria to be automatically admitted to several Connecticut colleges and universities by filling out a single application form, free of charge!

The following colleges and universities are participating in the program:


Central Connecticut State University in New Britain
Eastern Connecticut State University in Willimantic
Southern Connecticut State University in New Haven
Western Connecticut State University in Danbury
Mitchell College in New London
University of Bridgeport in Bridgeport
University of New Haven in New Haven
University of St. Joseph in West Hartford
Goodwin University in East Hartford

Don't delay: the deadline to apply for high school seniors who are graduating this spring is January 4, 2024.

Graduating seniors in the top 30% of their class, as identified by their individual high school counselors, are eligible.

Applying for college can be an intimidating, time-consuming, and expensive process. But with the Automatic Admission Program, applying for some of our great state schools is more accessible than ever - evening the playing field for all applicants, particularly first-generation, low-income, and minority students.
New Laws Effective January 1

As we ring in the new year, there are some laws that become effective on January 1 that were passed during the 2023 legislative session addressing key issue areas including early voting, health and mental health, and online privacy and data protection.

There will also be an increase in the minimum wage effective January 1 from $15.00 to $15.69 made possible through legislation passed in 2019, which implemented five incremental increases in the minimum wage followed by future adjustments that are tied to the percentage change in the federal employment cost index.

Although extensive, below I share some highlights, and a link to the complete list. Please feel free to share and reach out to me if you would like more detail on any of the new laws.


EARLY VOTING (PA 23-5)


Establishes a framework for early, in-person voting requiring a 14-day early voting period for general elections, a seven-day period for most primaries, and a four-day early voting period for special elections and presidential preference primaries.


HOSPICE AND PALLIATIVE CARE (PA 23-174)

Includes the creation of a Hospice Hospital at Home pilot program to provide in-home hospice care to patients through in-person visits and telehealth.


PROTECTING MATERNAL HEALTH (PA 23-147)

Establishes a new license category for freestanding birth centers, an Infant Mortality Relief Program to review medical records and other data on infant deaths and a midwifery working group to study and make recommendations on advancing choices for community birth care.


ONLINE PRIVACY, DATA AND SAFETY PROTECTIONS (PA 23-56)

Makes various changes to laws on data privacy and related issues, including provisions on consumer health data, minors’ social media accounts and online services, online dating operators, and a task force on internet crimes against children.

RESOURCES FOR PERSONS WITH AN INTELLECTUAL
OR DEVELOPMENTAL DISABILITY (PA 23-137)

Among many supportive measures, creates a plan to establish a Transitional Life Skills College program to support certain people with IDD who are transitioning out of high school or to independent living.


WORKERS' COMPENSATION FOR POST-TRAUMATIC
STRESS INJURIES (PA 23-35)

Expands eligibility for workers’ compensation benefits for post-traumatic stress injuries to all employees covered by the workers’ compensation law.
