Secrétaire d’État Rubio, venez en Haïti avec le Bureau d’Audit gouvernemental (GAO) des États-Unis d’Amérique, en partenariat avec le gouvernement haïtien, afin d’examiner les résultats de plusieurs décennies de financement du PNUD, de l’UNICEF, du PAM et d’autres organisations intervenant en Haïti. Les résultats vous étonneront et, pire encore, vous indigneront. Vous pourrez alors utiliser Haïti comme cas type pour un nouveau modèle visant à renforcer les institutions nationales sur base de résultats.

A Modest Suggestion
Secretary Rubio, come to Haiti with the U.S. Government Accountability Office, in partnership with the Government of Haiti, to examine the results of decades of U.S. funds to UNDP, UNICEF, WFP and others that have operated in Haiti. The results will astound and, worse, anger you. You can then use Haiti as a test case for a new paradigm based on results to strengthen national institutions. No longer would the U.S. Red Cross, for example, be able to raise more than $ 500 million for post-earthquake relief in Haiti and build fewer than a half dozen houses, for instance. Or for UNDP to wish to assist Haiti in solving its structural problems by taking over its election fund management. The United Nations should not be in the business of subverting member State’s institutions, particularly in such sovereign areas like national elections.

UNICEF and WFP are not proper vehicles to assist 40 countries that need structural partnership to end aid dependency and the crutch of humanitarian assistance.

The key to ending Haitians’ nightmare is to restore state authority. Despite efforts by national security forces to regain control of downtown Port-au-Prince and in some residential neighborhoods in the capital area, security remains a major challenge. Just two weeks ago, four police officers were killed in an ambush in the Artibonite region. Jubilant terrorists then displayed their corpses, taunting the police and demonstrating the state’s impotence. Meanwhile, foreign mercenaries from Eric Prince’s company, Vectus Global, have received tens of millions of dollars in payments as part of a security “Task Force.” To date, it has achieved no significant results, as all terrorist groups remain intact, and the Task Force has not eliminated even one of their leaders.

Comme la plupart de mes compatriotes, je me réjouis de la qualification d’Haïti pour la Coupe du Monde de Football 2026. Cependant, je ne partage pas l’hystérie qui pousse certains responsables gouvernementaux, dont le Premier ministre Alix Didier Fils-Aimé, le ministre des Affaires étrangères et bien d’autres, à se rendre à Boston. Ils dépensent des sommes considérables dont Haïti manque cruellement pour s’attaquer à ses problèmes structurels. On estime que la présence de ces responsables, y compris les diplomates haïtiens déployés aux États-Unis et qui ont fait le déplacement jusqu’à Boston, où Haïti dispute aujourd’hui son premier match, coûtera au gouvernement bien plus d’un million de dollars, si l’on prend en compte le soutien financier apporté à l’équipe.

Like most of my compatriots, I welcome Haiti’s qualification to the 2026 Football World Cup. However, I do not indulge the hysteria that compels government officials, including Prime Minister Alix D. Fils-Aimé, the minister of foreign affairs and too many others to fly to Boston. They are spending scarce money that Haiti lacks to tackle its structural problems. It’s estimated that the presence of these government officials, including Haitian diplomats throughout the U.S. who have flown to Boston, where Haiti plays its first match today, will cost the government well in excess of one million dollars, when one considers financial support to the team.

The responsibility of intellectuals is not to be cheerleaders; it is to cogitate, ponder, explain and propose ideas, policies, implementation and monitoring mechanisms, as well as course corrections.

This week, The Haiti Files examines a deepening electoral crisis as a window into the larger structure of Haiti’s long-running political breakdown. The immediate controversy matters on its own terms, but it also reveals something more enduring: the network of economic, intellectual, political, and international actors that sustains the country’s entrenched dysfunction. Haiti’s present cannot be understood without reckoning with that superstructure—and with the interests it protects.
