Update on my records request regarding Canton Police Policy/Regulation 2.12.

After my initial request and subsequent correspondence, Chief Daniels has now provided policy 2.12,

I appreciate Chief Daniels' response and the production of the record.

I requested Canton PD Policy 2.12: Guidelines and Policies Concerning Personal Cell Phones, which is referenced in the 5 Stones police audit.

The Town responded that no such policy exists, there are no responsive records, and the reference was a typo by the auditor.

The audit, however, specifically states that the audit team reviewed "Canton PD Policy 2.12" and cites "Section 2.12 of the rules and regulations."

I think residents deserve an explanation as to how a non-existent policy ended up being cited in a major police audit. The Town's response is attached for anyone interested in reviewing it.

All Select Board members receive quarterly financial reports showing the status of various accounts and funds. During the FY26 budget process, I raised concerns about special education spending and budget projections, as discussed in this video between the 53:00 and 1:02:00 marks: https://reflect-cctv-vod.cablecast.tv/internetchannel/show/3552?site=6&query=finance

The real question is why the Finance Department and school administration continue to pursue a budgeting approach that relies on supplemental appropriations rather than incorporating anticipated costs into the annual operating budget. The pattern appears to be:

1. Approve the annual school budget.
2. Approve an additional Town Meeting appropriation for special education.
3. Return later in the fiscal year citing additional "unforeseen" special education costs.

If anyone reviews the historical financial reports, these costs do not appear to be entirely unforeseen.

During the FY26 budget process, I pointed out that special education expenditures had exceeded budgeted amounts by substantial margins (300%) for several consecutive years. Despite this history, the budget did not fully reflect those trends. The combination of the $1 million annual Town Meeting appropriation and the additional $1.6 million appropriation approved by the Select Board closely mirrors the recurring shortfalls we have seen in prior years.

We are repeatedly told that transportation costs, out-of-district placements, and enrollment changes cannot be predicted. While individual cases may be unpredictable, years of financial data should allow the Town to develop more realistic budget projections.

Special education services are among the most important obligations the Town has. The current budget approach relies on multiple layers of supplemental funding and creates unnecessary financial uncertainty. Canton should adopt a more sustainable and transparent budgeting process that adequately funds these services from the start and reduces the need for recurring emergency appropriations.

This use of the reserve account will likely require the Town to replenish those funds at a future Town Meeting

Sources inside Hemenway Housing at 660 Washington St, have reported a bedbug problem and none of the elected officials are being helpful. I am calling on the Canton Housing Authority and town leaders to investigate these reports and take whatever steps are necessary to address the situation promptly.

5 Stones appears to have missed a significant issue in its audit of the Canton Police Department.

On Page 48 of the 2025 On-Site Audit of the Canton Police Department, the report states:

"The Audit Team has reviewed reports of police encounters spanning the past two (2) decades and have found no evidence of biased policing based upon race, gender, or ethnicity."

However, newly released text messages that fall within the audit's review period raise serious questions about that conclusion.

In 2025, the Select Board Chair promised to allow civil discussion on issues, even when she disagreed.

Yesterday, opposing viewpoints were shut down before they could be fully discussed.

Canton deserves leadership that welcomes debate, respects differing opinions, and allows residents to be heard.

Promises made. Promises not kept.

Hopefully, going forward, the Select Board Chair will honor her commitment and allow all viewpoints to be heard, just as she promised.
