: A Putnam County Commissioner was charged yesterday with possession, receipt, and distribution of child po*******hy, announced U.S. Attorney Mark H. Wildasin for the Middle District of Tennessee.

Jimmy Ray Neal, 57, of Baxter, Tennessee, was arrested at his home, after FBI and Homeland Security Investigations agents executed a search warrant. Neal was transported to Nashville and appeared before a U.S. Magistrate Judge late yesterday.

A criminal complaint obtained yesterday alleges that Neal was identified as an administrator of a group in the Kik app in which images of child po*******hy were viewed and shared with other users. Specifically, the images depicted naked pre-pubescent females with the focus on the ge***al area.

This long-running investigation by the FBI began in July 2021, and after the arrest of an Oklahoma man on child po*******hy charges, other users in the Kik app group were identified, including “tennesseemaster,” later identified as Jimmy Ray Neal.

A preliminary and detention hearing is set for Tuesday, May 31, 2022, at 2 p.m. If convicted, Neal faces a mandatory minimum of five years, and up to 20 years in prison.

JACKSON COUNTY – An investigation by special agents with the Tennessee Bureau of Investigation has resulted in the indictment of a Bloomington Springs man on 30 counts, including charges of statutory r**e and sexual exploitation of a minor.

At the request of the Office of the 15th District Attorney General, and with the assistance of the Jackson County Sheriff’s Office, in June 2020, agents began investigating a complaint of a male having inappropriate sexual contact with minors. During the course of the investigation, agents developed information that Dylan Martin was responsible for having sexual interactions with three juveniles, from 2016 through 2019.

On August 16th, the Jackson County Grand Jury returned indictments charging Dylan Ray Martin (DOB 10/30/1994) with the following violations: two counts Statutory R**e by an Authority Figure, 12 counts Sexual Exploitation of a Minor, two counts Statutory R**e, one count Especially Aggravated Sexual Exploitation of a Minor, 12 counts Soliciting Sexual Exploitation of a Minor, and one count Aggravated Statutory R**e. Agents arrested Martin on Tuesday, and he was booked into the Jackson County Jail on a $150,000 bond
