Citizens have expressed concern that now is not a good time for the City to implement a new Stormwater Utility Fee. Monmouth City Council agrees, and is not planning to implement the new fee until early next year. We are reaching out now to understand what stormwater services (e.g. maintenance, flood prevention, leaf pick up, street sweeping, hazardous spill response, pollution prevention) are important to you, as the number and types of services provided impacts how much the fee will be.

To learn more, visit the City's Stormwater webpage -- https://www.ci.monmouth.or.us/pview.aspx?id=41263&catid=552 . While there, click the link to share with City Council what stormwater services you support, and concerns you may have about this new fee.

Re what Sheriff Garton said in the article about use of force: 鈥淎 lot of people listen to the news and assume that what they hear about in Florida or Georgia or wherever is the way we do things here. That is so far from the truth鈥" https://www.polkio.com/free_news/garton-outlines-pcso-use-of-force-policies/article_00278d40-c0a4-11ea-bc23-b39c0e526f4b.html However, in 2013-19, Oregon had higher rates than Florida and Georgia, for both per-capita police killings and racial disparity in those killings. https://mappingpoliceviolence.org/states I am glad to hear that the Sheriff is dedicated to reducing systemic racism. I would be interested to hear how their office is implementing the STOP requirements (2017 HB 2355), and whether they will be releasing that data to the public on a regular basis. #EyesOnKids Keeping children safe by supporting families and reporting suspected abuse or neglect is everyone鈥檚 responsibility. 鈥淢any child welfare professionals worry the pandemic, by increasing stress on already fragile families, will fuel a rise in child abuse and neglect.鈥 鈥揻rom 鈥淐oronavirus Roils Every Segment of US Child Welfare System鈥 via @nytimes https://nyti.ms/3auGapR This call to action is not just for families and those who work on behalf of children; rather, it is the sounding of an alarm to the mail carrier, delivery person, grocery store clerk, pastor, drug store cashier, virtual teacher, and next-door neighbor. It looks like we are at the start of an economic depression. The pure panic taking place over the coronavirus caused by the media is horrible. Yes, it is serious, but the way people are reacting is horrible. With the Swine Flu (H1N1) From April 12, 2009 to April 10, 2010, CDC estimated there were 60.8 million cases (range: 43.3-89.3 million), 274,304 hospitalizations (range: 195,086-402,719), and 12,469 deaths (range: 8868-18,306) in the United States due to the (H1N1)pdm09 virus. That was a much more severe virus than this one, did we see the panic? No. Why is there such panic now? This panic where people have cancelled trips, cancelled appointments, stopped making purchases (other than toilet paper, hand sanitizer and bleach), and cut back many other type of economic activities, coupled with the OPEC/Russia dispute and the stock market crashing, we are headed down the path of an economic depression, one where the last recession we went through will appear to be a walk in the park. I hope I am wrong, but all the indicators are lining up.
