Now is the time to prepare to file your 2019 tax return, and the IRS is reminding taxpayers that certain end-of-year financial transactions might have significant tax impacts. Tax withholding from paychecks does not ordinarily take into account income sources like yearly or holiday bonuses, stock dividends, or selling real estate or other property at a profit. County Executive Elrich recently recommended funding only 94% of the MCPS CIP, so 6% (or about $100M) could be cut. I strongly urge your support to fully fund the $95 million renovation and addition at Damascus High School as detailed in the MCPS Board of Education Requested FY 2021-2026 Capital Improvements Program.
Damascus High School is the oldest upper-level building in the MCPS system. Damascus HS was built in 1950 and was last renovated over 40 years ago in 1978. Damascus HS received “red zone” end of life span ratings for interior finishes, plumbing, electrical, equipment and elevators in the 2018 MCPS School Facilities Assessment. A significant security concern is that the main administrative office of Damascus HS is not located at the front entrance. Also, Damascus High School’s outdated narrow stairwells create dangerous “choke points” for students and staff moving throughout the building every school day. These choke points would prove especially dangerous in an evacuation.
The Damascus High School community deserves a 21st-century learning environment that is safe and supports student achievement. Critically needed facility improvements at Damascus HS are imperative to support our children as they grow and learn. Thank you for all that you do for our county and for what I hope will be your support for the entire $95 million renovation and addition at Damascus High School.

Montgomery County Recreation will operate on the following modified schedule, today, Jan. 8, 2020:

All programs, classes and activities that begin before 10 a.m. are cancelled.

Classes for children five and under that begin before noon are cancelled.

Senior Centers will open at 10 a.m. The senior nutrition and transportation programs are cancelled.

Montgomery County Public Schools will open two hours late today (January 8, 2020) due to emergency weather conditions affecting roads. Bus service will be provided on a two-hour-delayed schedule. Morning prekindergarten, morning half-day Head Start, other morning half-day programs and field trips are canceled. Other activities and programs that begin at 10:50 a.m. or earlier are canceled. Administrative offices will open on time. Child care programs in school buildings may remain open as scheduled. MCPS will continue to monitor the roadways and an update will be made by 7:00 a.m.

Montgomery County Public Schools will close early today (January 7, 2020) in anticipation of emergency weather conditions that are forecasted to impact roads during regular dismissal and into the evening. Schools will dismiss students two and one-half hours earlier than the regular closing time. Students in morning pre-kindergarten programs and morning half-day Head Start will be dismissed at 10:30 a.m. Afternoon pre-kindergarten and other early childhood programs are canceled. All school and community activities in school buildings also are canceled. Day care programs in school buildings will remain open as scheduled. The Districtwide Boundary Analysis meeting scheduled at Walter Johnson High School tonight will be rescheduled for a later date.

Montgomery County is in the process of modernizing the emergency and non-emergency communications system and as a result had proposed to tear down the existing 252' lattice tower on Ridge Road Depot site in Damascus and replace it with an even larger tower that will contain even more antennas.

A group comprised almost entirely of County employees (the Tower Committee) "recommended" this construction on November 6, 2019. That decision is supposed to be reviewed by the Planning Board, but not for at least another month or so at the earliest.

In the meantime, the County is racing ahead and is proposing to begin demolition of the Damascus tower on or about January 2 with construction of new tower immediately following.

The County is in process of evicting (for the short duration) the various owners with commercial antennas on the tower including Verizon and Pepco. Those antenna owners are scrambling to install "temporary cell on wheels" (COW) that will exist for about 6 months during construction.

Verizon's COW was recommended by Tower Committee on Nov 6. The 150' monopole atop a lumber crane with six 6' panel antennas will be located about 60' away from current site under the water tower and behind the Depot buildings.
Now, PEPCO/First Energy is proposing a separate 106' COW to be located at 10041 Lewis Drive and will mount a 4' microwave dish and two whip antennas. The Tower Committee is convening a special meeting to consider the PEPCO application at 2:00 PM on Wednesday, December 18. While this is a public meeting, the public is NOT allowed to speak. (Sprint is also on the Damascus tower but it is not clear what they are doing for temporary facilities. It is possible/probable, however, that Sprint will also seek their own COW.)



The $110 million Public Safety Systems Modernization (PSSM) project that was begun in 2009 will ultimately involve 22 total antenna sites around the County, including construction of seven new macro towers (each approximate 200' tall or taller) - that are scheduled to be constructed in 2020. Or, at least that is the County's plan.
