[360] From the air the picture is worth a thousand words. The Pacific stands west of the wall, working the rocks the way it always has. Highway 101 runs a lot of traffic. The shops are open for business, and just behind the tourist front the harbor opens, a tight pocket of water where the boats actually live. Spin the 360 and you get the whole arrangement at once: ocean, road, storefronts, and that small harbor the town is named for.

DEPOE BAY — The sun came out over the world’s smallest harbor Monday and the people answered by filling boats, sidewalks and the seawall.
