Congratulations to Paramedic Zione Kafunya for obtaining her Paramedic License! Her paramedic program was an additional year of education that included over 400 clinical hours. These clinicals included rotations not only on 911 ambulances but also rotations in the Emergency Department, OR and psychiatric facilities. Faithful Guardian Training Center

Highlights for tomorrow's BOC Work Session at 10AM which will be aired live on dctv23 and rebroadcast on Douglas County Happenings:

4. Authorization for the Felony Drug Court to apply for a grant from the U.S. Department of Justice to enhance the Adult Drug Court program and authorize the Chairman to sign all related documents.
Background/History/Details: The Felony Drug Court is requesting permission to apply for a grant from the U.S.Department of Justice to expand services offered by the Felony Drug Court.

5. Authorization to approve the SFY 2020 Second Amendment Aging Services Contract with the Atlanta Regional Commission and authorize the Chairman to sign all related documents.
Background/History/Details: This is the 2nd Amendment to the State Fiscal Year 2020 contract with the Atlanta Regional Commission for the provision of aging services in Douglas County. The contract provides federal and state funds that assist in the provision of services to include: Home-Delivered Meals, Congregate Meals, Homemaker Services, Case Management Services and Home Delivered Emergency Meals. The SFY 2nd Amendment Contract reflects a total of $619,294.48 in available federal/state funding.

6. Authorization to accept a grant from the Atlanta Regional Commission in the amount of $4,144.14 to provide operating support for meal delivery to Seniors in Douglas County on the tier one meal delivery waiting list, to grant permission for Senior Services to partner with three (3) small, locally-owned restaurants to help serve those in need from the wait list using the funds and authorize the Chairman to sign all related documents.

7. Authorization to award bid for Fire Apparatus Pumper Truck and additional equipment to Sutphen Manufacturing not to exceed $550,000.00 to be funded through SPLOST funds as recommended by the Fire/EMS Committee and authorize the Chairman to sign all related documents.
Background/History/Details: On March 31st at 10:00 a.m., a bid opening was held for a Fire Apparatus Pumper Truck. In response to our Invitation we received four (4) responsive bids. A copy of each bid is attached along with the bid tabulation, for your convenience in review. The Fire Department conducted a thorough and complete evaluation for all bids for compliance with the specifications.

8. Authorization to accept the recommendation of the Fire EMS Committee to complete bi-directional antennae for Sheriff's department campus and authorize the Chairman to sign any related documents pending final legal review

9. Authorization to renew the Planned Services Agreement with Johnson Controls, Inc. for the Boundary Waters Aquatic Center at a cost of $7,573.87 for the term of one year, to be effective May 1, 2020 and continue through April 30, 2021, as recommended by the Parks and Recreation Oversight Committee.
Background/History/Details: Annual Maintenance Agreement. Maintenance for new boiler has been added this year increasing the cost by $1,600.00.
Budget Impact: Yes - Department 920's 2020 Operating Budget.

10. Authorization to purchase two commercial-grade ice machines and two commercial-grade refrigerators for the new concession buildings at Bill Arp and Fairplay Parks for a total cost of $7,240.12 to be funded through 2016 SPLOST funds allocated for Equipment as recommended by the Parks and Recreation Oversight Committee.

11. Authorization to award On-demand Professional Consulting Services Contracts to the firms of Atkins, Atlas, Michael Baker International, Alfred Benesch & Co., AECOM, Pond & Co., RS&H Inc., SEI Inc., V&M Consulting Engineers, GCA/KCI, BM&K, Croy Engineering, and GPI Geospatial pursuant to RFQ-19-017 as recommended by the Transportation Committee and authorize the Chairman to sign all related documents.
Background/History/Details: The county advertised a Request for Qualifications (RFQ 19-017) and subsequently contracted with the independent firm of GMC to review and rank the responses to the RFQ submitted by the various consultants The resulting list of qualified consultants in 11 different service areas was reviewed by the Transportation Committee and the recommendation to the BOC was to award contracts to the top 3 firms in each of the 11 service areas. The highest ranked firms are on the attached list. The contracts do not guarantee any work will be performed or any fee paid to any consultant unless a task order is issued by the county for specific scope of services. All such task orders must first be approved by the BOC.

12. Approval of Commissioner Carthan's expenses in the total amount of $266.94 (local expenses).
Note: This includes $149 for a ZOOM Pro Account, $40 for a webinar on ZOOM, $38.52 for "deposit on signage" for an 18 by 24 vinyl sign that says "Tarena Carthan".
