Steve Whisler Files for Maryland House of Delegates in District 5
Westminster, MD — Steve Whisler, a decorated Navy veteran, former educator, and elected member of the Carroll County Board of Education has officially filed his candidacy as a Republican for the Maryland House of Delegates in District 5.
“I’m running to bring Common Sense Solutions to Annapolis — grounded in the conservative values of faith, freedom, family, and fiscal responsibility,” Whisler said. “If you’re tired of mandates, overreach, and liberal ideology in our state, I ask for your vote.”
A lifelong public servant with over 20 years of military service as a Naval Cryptologic Officer and Persian-Farsi linguist, Whisler has continued his mission of service in Carroll County. As a member of the Board of Education, he represents 129,000 registered voters and governs Maryland’s 10th largest school system — with 26,000 students, over 3,000 employees, and over $500 million in annual operational and capital budgets.
On the Board of Education, Whisler:
• raised new teacher salaries to $60,000 — two years ahead of the state’s mandate.
• protected parental rights and assured transparency in school curriculum.
• delivered results without forcing County Commissioners to raise taxes.
• championed school safety and expanded career & tech education.
• removed inappropriate materials from school libraries.
He currently chairs the Board's Legislative Affairs Committee, lobbying at the local and state level for better education policies and fiscal accountability. He collaborates with commissioners, the current state delegation, and other legislators statewide to help enact meaningful laws and public policies that preserve Carroll’s rural setting and quality of life.
Whisler’s campaign centers on returning power to local communities and defending conservative principles. His platform includes:

Whisler brings unmatched experience from the military, private sector, and public service. He served as a Principal Engineer and Technical Director at Northrop Grumman and was Vice President of a defense firm that doubled revenue under his leadership. He also served as a board director of Maryland’s largest credit union, which currently has over $4 billion in assets. He currently leads field operations for a major healthcare system in the mid-Atlantic, advising military families on their healthcare options.
He holds advanced degrees in management and has completed coursework for a Doctor of Management degree. His community leadership includes roles with the American Legion, the VA’s Veterans Advisory Council, and numerous local nonprofit and civic organizations.
“I have worn the uniform, taught in Maryland public schools, and served in elected office. I know what it means to lead with integrity and get things done. It is time to bring common sense back to Annapolis,” said Whisler.
District Five includes much of Carroll County and a portion of Frederick County — one of the most conservative districts in Maryland. He will formally announce his candidacy at tonight’s Carroll Republican Victory meeting at Johansson’s Dining House in Westminster at 7pm.
His first campaign fundraiser is on Wednesday, April 23rd, at O’Lordan’s Irish Pub in Westminster. His presenting speakers are former Delegate Susan Krebs, current States Attorney and former Delegate Haven Shoemaker, and current 5th District Delegate Chris Tomlinson.
