Texas Rangers, Law Enforcement Solve 1997 Permian Basin S*xual Assault Case

AUSTIN - Authorities in the Permian Basin have now identified the man they believe violently r***d a 49-year-old woman in a mall parking lot in Midland almost 30 years ago. Last month, James Lee Woodard, now 61, was arrested in Big Spring and charged with aggravated sexual assault.

On Sept. 1, 1997, Midland Police Department officers responded to the Midland Park Mall after a woman reported being sexually assaulted in the parking lot. The woman was taking out trash when an unidentified man grabbed her, threatened her with a box cutter and forced her into a light-colored van. She was driven around the area by another suspect as the assault took place, and was eventually let out of the van.

Over the years, investigators interviewed several witnesses, reviewed tips from the community and submitted DNA collected from evidence into the Combined DNA Index System (CODIS) – but no one was ever arrested. In 2001, the Midland District Attorney’s Office presented this case to the 142nd District Court Grand Jury, which issued an indictment of the DNA profile for aggravated sexual assault – nullifying the statute of limitations on this case.

Then, in March 2023, the Texas Rangers, in coordination with the Midland Police Department, identified this case for the S*xual Assault Kit Initiative (SAKI) program, and evidence from this case was resubmitted for advanced DNA testing and genealogy research through Bode Technology.

Last year, advanced DNA testing and genealogy research provided a lead in the investigation. The Texas Rangers utilized that lead to further investigation, which led to identifying James Lee Woodard as the suspect in 2026. On April 1, 2026, the Midland District Attorney’s Office presented the investigation to the 142nd District Court Grand Jury, who issued a re-indictment of the case for aggravated sexual assault and attached James Lee Woodard’s name to the indictment. The Texas Rangers, with assistance of the Midland Police Department and Big Spring Police Department, located and arrested Woodard at a convenience store in Big Spring the next day.

The Texas Rangers would like to thank our partners, including the Midland Police Department, Midland District Attorney’s Office, DPS’ Crime Laboratory Division, Bode Technology and the Department of Justice/Bureau of Justice Assistance, for their steadfast dedication and collaboration to help identify and arrest Woodard.

Another United Independent School District Teacher Arrested on Multiple Felony Child S*x Charges

Laredo, TX - Public records reveal that David Martinez, a social studies teacher at Juan R. Ramirez Middle School in the United Independent School District (UISD), was arrested on May 22, 2026, on four serious felony charges involving minors.

According to the United ISD staff directory, Martinez remains listed as actively employed:

Martinez faces the following felony warrants, all with an offense date of May 29, 2025:

• S*xual Assault of a Child (Warrant #2026007656)
• S*xual Assault of a Child (Warrant #2026007657)

Multiple surety bonds were posted, allowing his release on the same day.

KGNS reported that UISD has described Martinez as a former employee who is “no longer employed by the district.” However, as of May 30, 2026, his name and contact information continue to appear in the district’s public staff directory for Juan R. Ramirez Middle School.

The charges are second and first-degree felonies involving sexual offenses against children. Critics and concerned parents question:
• Why Martinez’s directory listing still shows him as a current teacher with student access.
• Whether the district complied with mandatory reporting requirements under Texas Education Code §21.006 and related Texas Administrative Code rules governing educator misconduct.
• What steps, if any, were taken to ensure student safety immediately upon learning of the warrants.

The case has sparked renewed discussion about transparency and rapid response protocols when educators face allegations of this nature.

Laredo Firefighters Gear Up for Final Day of Annual ‘Fill the Boot’ Campaign to Support Muscular Dystrophy Association

Laredo, TX - Today marks the final day of this year’s Fill the Boot campaign, one of Laredo’s longest-running charitable traditions supporting the Muscular Dystrophy Association (MDA).

Joel Dominguez, a firefighter with the Laredo Fire Department, said firefighters have already been out collecting donations on Friday, May 15th and Friday, May 22nd. The campaign concludes today, Friday, May 29th, with firefighters stationed at busy intersections across Laredo between the hours of 10:00 AM – 1:00 PM and 4:00 PM – 7:00 PM.

The scheduled collection locations for today are:
• Meadow / Guadalupe
• Zacatecas / Zapata Hwy
• Bartlett / Saunders
• Shiloh / Mcpherson
• Clark / Arkansas
• Del Mar / Mcpherson
• San Dario / Calton

The Fill the Boot campaign has been a proud firefighter tradition for more than 70 years. Throughout its history, the initiative has raised critical funds that have helped the MDA support groundbreaking research, leading to several FDA-approved therapies for neuromuscular diseases.

“These therapies are life-changing for MDA families, giving them greater access to life’s possibilities,” said Dominguez. “The funding also supports the advancement of care through the MDA Center Network, along with much-needed education, recreation, advocacy, and community programs.”

Firefighters will be stationed at the intersections with their signature boots, inviting drivers and passersby to contribute whatever they can to help local families and advance research into muscular dystrophy and related diseases.

The Laredo Fire Department encourages residents to show their support by donating when they see the firefighters out collecting today. Every contribution helps continue the vital work that has improved quality of life for countless individuals and families affected by neuromuscular conditions.

Former City of Laredo Employee Arrested on Child Po*******hy Charges

Laredo, TX - Edgar Orozco Chavez, 37, a former City of Laredo employee, was arrested Thursday, May 28, 2026, on five felony counts of possession of child po*******hy.

According to the Laredo Police Department’s Special Victims Unit, Chavez was taken into custody following an ongoing investigation. He appeared before a magistrate the same day and is being held at the Webb County Jail on a total bond of $375,000 ($75,000 per count).

Police have not released additional details about his former role with the city or the specifics of the investigation. As with all defendants, Chavez is presumed innocent until proven guilty in a court of law.

The case remains under investigation.

Laredo, TX - U.S. Customs and Border Protection officers at the Laredo Port of Entry intercepted a significant shipment of illicit narcotics, seizing more than $455,000 worth of co***ne and ketamine hidden inside a vehicle over the weekend.

The seizure happened on Friday, May 22, at the Juarez-Lincoln Bridge. A CBP officer referred a 2011 Volvo XC60, driven by a 75-year-old male U.S. citizen, for a secondary inspection.

During the secondary examination, CBP officers utilized a canine unit and a non-intrusive imaging system to inspect the SUV. The search uncovered 14 packages hidden within the vehicle containing 32.84 pounds of alleged co***ne and 288.1 grams of alleged ketamine.

According to CBP officials, the combined street value of the confiscated narcotics is estimated at $455,882.

"This seizure of co***ne and ketamine at the Laredo Port of Entry demonstrates our ongoing commitment to protecting our communities from dangerous drugs and illicit activity," said Alberto Flores, Port Director for the Laredo Port of Entry. "Our officers’ vigilance and dedication continue to play a critical role in safeguarding the border and preventing narcotics from reaching our streets."

CBP officers seized both the narcotics and the vehicle. The 75-year-old driver was arrested by Homeland Security Investigations special agents, who have taken over the ongoing investigation into the smuggling attempt.
