This is how many people are feeling... if these Creightons were any number of those in power in the highest places, this would be about right. We all see it. We all know it. We, all us people of good heart and conscious, want justice for the many victims. At least the arm of the law which we know believe does not exist. This was a good scene from and powerful movie.

🔋 HILLSBORO’S BATTERY BOOM IS HAPPENING IN THE QUIET — AND THAT’S THE PROBLEM.

🌾 Yesterday: fields + farms + Helvetia vibes
🏗️ Today: industrial-scale lithium battery yards — moving fast, with most people never even told.

⚠️ What’s already true:
✅ PGE’s 75 MW “Constable” in Hillsboro has been operating since Dec 2024.
🔥 A Hillsboro data center battery fire burned for ~5 hours in 2025 — firefighters “played defense.”
🌫️ The Moss Landing battery fire (Jan 2025) forced evacuations up to ~1,500 people — a reminder that when these go bad, the consequences are outsized.

🧾 What I’m asking for isn’t anti-progress — it’s civic adulthood:
👁️ Full visual disclosure (real renderings, setbacks, elevations)
🚒 Plain-language safety case + real response plan
🧪 Environmental containment + cleanup + decommissioning plan
💰 Transparency: who owns it, insures it, profits, and pays if it fails

📌 If it’s going near homes, farms, schools, and small businesses—
nothing this consequential gets built in the dark.

🚨 HILLSBORO: WHO GETS PAID, WHO GETS PLAYED?

🏨 Hotels pay a 13.5% lodging tax.

🧊 Data centers host thousands of supercomputers - just like lodgers in a hotel! But they pay NO TAX - No Income Tax- Little to No Property Taxes after they all receive a 5-year property tax abatement under our Enterprise Zone rules. There is No Sales Tax here. And they do not employ more than a handful of jobs- so not really any payroll tax!

🧾 And right now? Hillsboro’s biggest “power users” aren’t paying a franchise fee at all—even as they pull huge loads, drive grid upgrades, and rack up public-safety + infrastructure costs.

💸 Here’s the part City Hall can’t ignore: Hillsboro already collects about $24.8M/year in franchise fees (utilities/cable/solid waste), and about $2.9M/year via a “public utilities tax” for utilities operating without a franchise. That means the mechanism exists.

But NONE of that money is from

⚡ Prineville proved the model works: their FY2024 franchise fees were $8,190,291—driven by electric franchise revenue tied to data center activity.

✅ What we should do (now):
📌 Create a large-load / megawatt-based fee (franchise/privilege-style) so mega-users pay their share
📌 Require reporting + audit rights (no more “trust us”)
📌 Put the money where residents feel it: schools, utility relief, fire/police readiness, and infrastructure

📣 Tag City leaders and ask ONE question:
Why are residents paying full freight while megawatt landlords get abatements and exemptions?
