The most iconic building in downtown Hillsboro is the Venetian Theatre building. No longer a movie house, The Venetian, as it is now known, is entering another new phase of life. LoopNet, a commercial MLS Marketing network, just posted the building for sale. As a working broker in the area, I rarely miss a shot at selling a new listing in downtown Hillsboro; after all, my office is almost directly across the street from this former Hillsboro hotspot.

Right now, Hillsboro is in a State of Emergency — but here’s the part that most people don’t know:

There is no city law that says what ICE can or cannot do on city-controlled property.

None.

Not for parks.
Not for libraries.
Not for parking lots.
Not for community centers.
Not for City Hall.
Not even for sidewalks or rights-of-way.

That means staff, police, and residents are all left guessing during the largest immigration enforcement event in Hillsboro’s modern history.

Councilor Kipperlyn Sinclair has now proposed a major shift:
➡️ Codifying Sanctuary protections directly into Municipal Code.

This would create actual legal protections, including:
✔ Rules for access to city spaces
✔ Judicial-warrant-only requirements
✔ Banning voluntary ICE cooperation
✔ Logging and reporting every ICE encounter
✔ Training standards
✔ Consistent policies across all departments
✔ Clear rights for residents on city property

For thousands of Hillsboro families — and for the entire community — this could be one of the most important civil rights actions in city history.
