Congratulations Ms. Kristina Roach from Broome Tioga Boces for being chosen as this month's "Teachers are Heroes" awardee. She was nominated by 3 of her students! Aretha Franklin, the "Queen of Soul" whose recordings of such classics as "Respect" and "Chain of Fools" made her the first female artist to be inducted into the Rock and Roll Hall of Fame, died Thursday of advanced pancreatic cancer. She was 76.
Franklin died at her Detroit home at at 9:50 a.m.

Cooper and his family inspired countless people with his unfailing and infectious smile and loving spirit that was present throughout his fight with acute myeloid leukemia. Cooper left a lasting legacy on everyone who had the opportunity to interact with him, and it is with great pride that we honor he and his family's courage on June 29th.

Potentially Dangerous Situations
Sheriff David E. Harder would like to advise the residents of Broome County that in the coming days we will be experiencing milder weather and rain. With the mild weather, rivers and waterways will become extremely dangerous and some minor flooding is expected. Ice jams and snow packs will begin to break up and move causing river currents to flow very swiftly.
Sheriff Harder states that residents should stay away from rivers and waterways and don’t allow children to play on or near ice jams and riverbanks. Members of the Sheriff’s Office and emergency management personnel will be closely monitoring the waterways in Broome County for any jams, problems or flooding. As always, residents are urged to call 911 if they observe any dangerous or potentially dangerous situations.
Weather forecasters are predicting that winter weather, including lower temperatures, snow and possible freezing rain will return over the weekend. Please monitor weather conditions and plan accordingly. Thank you.

**IMPORTANT TRAVEL ADVISORY FOR THIS WEEKEND**
The New York State Department of Transportation (NYSDOT) today announced that construction work for the Prospect Mountain Construction project will be performed and will affect traffic in the City of Binghamton.
The completion of the new westbound flyover bridge is now complete.
Starting Saturday afternoon, November 11, there will be a long-term temporary traffic pattern change on State Route 7 (NY-7) and the State Route 7 ramp to Interstate 81 (I-81) north and State Route 17 (NY-17) west.
At the same time, the existing NY-7 south ramp to I-81 north/NY-17 west, which has been closed since early 2016, will reopen to allow NY-7 traffic to exit toward I-81 north and NY-17 west.
NY-7 south traffic wanting to travel to I-81 north or NY-17 west will use the newly reopened on-ramp to I-81 north and NY-17 west.
NY-7 north traffic wanting to travel to I-81 north or NY-17 west will make a left turn at the temporary traffic signal and continue along the NY-7 south ramp to I-81 north/NY-17 west. Traffic previously used the NY-7 north ramp to I-81 north/NY-17 west. That ramp will now be closed.
There will be signs and pavement markings directing traffic toward I-81 north to keep left to merge with I-81 north traffic on the existing I-81 north bridge over the Chenango River. There will be signs and pavement markings directing traffic toward NY-17 west to keep right and travel along the newly constructed NY-17 west flyover bridge.
This long-term temporary traffic pattern will eliminate merging challenges experienced by ramp traffic traveling toward the I-81 north/NY-17 west split, while the new NY-7 south and NY-7 north ramps to I-81 north/NY-17 west are reconstructed.
An illustration of the new traffic pattern is attached. Work will be performed weather permitting.
Motorists are advised to be alert for slow moving traffic and sudden stops.
Motorists are reminded that fines are doubled for work zone infractions. In accordance with the Work Zone Safety Act of 2005, convictions of two or more violations in a work zone could result in the suspension of the driver’s license.
