Johnstown is taking the next step in its broader downtown redevelopment effort.

The Town Council unanimously approved the Downtown Development Authority’s Plan of Development, giving the DDA the formal framework it will use to carry out priorities identified through the broader Downtown Master Plan and to direct future tax increment financing toward eligible projects.

Near-term priorities include sidewalk and streetscape improvements, parking management, attracting more retail businesses and increasing evening activity downtown.

Longer-term possibilities include redevelopment of the Rieder and Held properties, an Urban Farm concept and a potential performing arts center — though those remain future concepts, not approved construction projects.

🚧 WCR 15 resurfacing project approved

Johnstown Town Council has unanimously approved a $797,945 contract with Mountain Constructors Inc. to resurface WCR 15 between WCR 44 and the Little Thompson Bridge.

Construction is expected to begin in September and continue through about mid-November. During the closure, traffic will be redirected to Colorado Boulevard.

The project also includes $125,795 in bridge guardrail improvements tied to deficiencies identified during a 2025 CDOT inspection.

Town officials said the closure will affect three farmers along the corridor, and the Town and contractor plan to coordinate with them during the October harvest season to maintain needed access.

🚧 **Johnstown could soon take responsibility for nearly 4 miles of I-25 frontage road.**

Town Council will consider accepting approximately **3.9 miles of the east frontage road** Monday night, stretching from Veterans Parkway/WCR 50/LCR 14 north to Ronald Reagan Boulevard.

If accepted, Johnstown would take over access permitting, policing, traffic regulation and future maintenance of the roadway. Town staff says the transfer has no immediate financial impact, although future maintenance expenses would become the Town’s responsibility.

Johnstown’s planned Senior Center could be headed for a major redesign.

Town officials say Thompson Rivers Parks & Recreation District is expected to consider ending its partnership in the project, while the current total project estimate has climbed to nearly $15.9 million, compared with an original $10 million budget.

Johnstown Town Council is scheduled to discuss the project’s future Monday night, including whether to reduce the east wing and leave part of the building unfinished for future Town use.

Johnstown is taking another step toward construction of a major raw water pipeline project.

The Town is seeking a construction manager for a planned system that would include about 10.6 miles of 30-inch transmission main, a new pump station at Lonetree Reservoir and upgrades to existing infrastructure.

The project is intended to increase the amount of raw water that can be delivered to Johnstown’s expanding water treatment plant, with full construction currently targeted to begin in January 2027.

The Perseids are expected to peak overnight Aug. 12 into Aug. 13, and 2026 could offer especially favorable viewing thanks to a new moon and darker skies.

National Frozen Custard Day is Saturday, August 8, and Johnstown has two places where you can celebrate with a cup, cone, sundae, shake or concrete.

Freddy’s Frozen Custard & Steakburgers is extending the celebration throughout the weekend. Freddy’s Rewards members will receive three offers valid from Friday, August 7, through Sunday, August 9:

🍦 $3 Regular Frozen Custard
🍦 $4 Large Frozen Custard

Each offer can be redeemed once at participating locations.

🏢 Ironwood Shops in Johnstown has been sold.

The healthcare-anchored retail center at 4848 Larimer Parkway sold to a private investor in a transaction reportedly valued at $8.25 million, according to BizWest.

The property includes eight commercial suites across more than 17,000 square feet. No redevelopment, tenant changes or operational changes were announced as part of the sale.
