Nichelle Johnson is driving Maryland’s commitment to equitable economic opportunity as the state’s first appointed Minority Business Enterprise (MBE) Ombudsman.
Nichelle serves as Maryland’s first appointed Minority Business Enterprise (MBE) Ombudsman within the Department of Social and Economic Mobility bringing more than two decades of experience supporting entrepreneurs, strengthening small business ecosystems, and advancing opportunities for disadvantaged, minority-owned, women-owned, and veteran‑owned businesses.
Before stepping into this role, Nichelle served as MBE Compliance Manager, collaborating with internal teams across over 70 state contracting entities to ensure the meaningful inclusion of diverse businesses in Maryland’s procurement process. Her private‑sector background in technical support and IT services gives her a unique, hands‑on perspective that continues to shape her approach to problem‑solving and advocacy.
As Ombudsman, Nichelle leads a team focused on resolving vendor challenges, providing technical assistance, and developing policies that help agencies effectively implement Maryland’s MBE program. Her work is rooted in a deep commitment to equity, access, and transparency in state procurement.
Nichelle is actively engaging with organizations, state partners, and community stakeholders to expand training, strengthen advocacy, and deliver resources that empower Maryland’s small, minority, and women‑owned businesses to grow and thrive.
