As a mark of respect for the memory of His Holiness Pope Francis, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, on the day of interment. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

Presidential Actions
On National Pearl Harbor Remembrance Day, we honor the 2,403 service members and civilians who were killed on that tragic December morning 83 years ago. And we recognize the absolute courage of the service members who, in the wake of this painful and unprovoked attack, stood up to defend democracy and stand up to fascism abroad in World War II.
As we reflect on the honors and triumphs of the Greatest Generation, we must remember that they risked all, dared all, and gave all not for a person or a place — but for the idea of America. They recognized that freedom is never guaranteed: Every generation has had to earn and defend it in the battle between autocracy and democracy. This service and sacrifice helped deliver a world grounded in peace and security. And together, these brave women and men proved that no force — not destruction, death, or the darkness of hate — is a match for the flame of liberty that ignites the hearts of free people everywhere.
Today, we must be keepers of their mission and bearers of the flame of freedom they kept burning bright. That begins by honoring our sacred obligation to care for our service members and veterans and their families, caregivers, and survivors — especially our World War II veterans whose actions ensured that democracy endured. That is why my Administration began enrolling all World War II veterans, regardless of length of service or financial status, in Veterans Affairs health care services. And we also expanded access to benefits for those who participated in testing and clean-up activities related to World War II weapons programs, helping address radiation related illnesses for veterans and civilians.
During National Pearl Harbor Remembrance Day, may we remember the brave patriots whose lives were cut short on this day 83 years ago. May we honor all the service members who gave their last full measure of devotion to defend democracy in the years that followed. And may we all recommit to fulfilling the future they fought for — one grounded in freedom, democracy, equality, and opportunity for all.
The Congress, by Public Law 103-308, as amended, has designated December 7 of each year as “National Pearl Harbor Remembrance Day.” Today, let us commemorate the patriots who perished and who were wounded on December 7, 1941, and continue to fulfill our sacred obligation to care for our service members; our veterans; and their families, caregivers, and survivors.
NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim December 7, 2024, as National Pearl Harbor Remembrance Day. I encourage all Americans to reflect on the courage shown by our brave service members that day and remember their sacrifices. I ask us all to give sincere thanks and appreciation to the survivors of that unthinkable day. I urge all Federal agencies, interested organizations, groups, and individuals to fly the flag of the United States at half-staff on December 7, 2024, in honor of those American patriots who died as a result of their service at Pearl Harbor.

Patriot Day 2024

Wednesday, September 11th, 2024 marks the 23 year anniversary of the 9/11 terrorist attacks on the World Trade Center in New York City, the Pentagon, and United Airlines Flight 93 which crashed in suburban Pennsylvania. Patriot Day serves as a remembrance of the lives lost on that September morning.

By a joint resolution approved 12/18/2001, (Public Law 107-89) has designated September 11th of each year as "Patriot Day" which also directs the flags be lowered to half-staff for the entire day on September 11.

''§ 144. Patriot Day''(a) DESIGNATION.-September 11 is Patriot Day.''(b) PROCLAMATION.-The President is requested to issue each year a proclamation calling on-

''(1) State and local governments and the people of the United States to observe Patriot Day with appropriate programs and activities;

''(2) all departments, agencies, and instrumentalities of the United States and interested organizations and individuals to display the flag of the United States at halfstaff on Patriot Day in honor of the individuals who lost their lives as a result of the terrorist attacks against the United States that occurred on September 11, 2001; and'

'(3) the people of the United States to observe a moment of silence on Patriot Day in honor of the individuals who lost their lives as a result of the terrorist attacks against the United States that occurred on September 11, 2001.''..

Memorial Day Flag Display

Memorial Day, which is observed on the last Monday of May, commemorates the men and women who died while in the military service. In observance of Memorial Day, fly the United States flag at half staff from sunrise until NOON, then raise it to full height from noon to sunset.

The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then slowly lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff.

A Proclamation on the Death of Sandra Day O’Connor

Justice Sandra Day O’Connor was an American icon, the first woman on our Nation’s highest court. She spent her career committed to the stable center, pragmatic and in search of common ground. Defined by her no-nonsense Arizona ranch roots, Justice O’Connor overcame discrimination early on, at a time when law firms too often told women to seek work as secretaries, not attorneys. She gave her life to public service, even holding elected office, and never forgot those ties to the people whom the law is meant to serve. She sought to avoid ideology, and was devoted to the rule of law and to the bedrock American principle of an independent judiciary. Justice O’Connor never quit striving to make this Nation stronger, calling on us all to engage with our country and with one another, and her institute’s work to promote civics education and civil discourse has touched millions. She knew that for democracy to work, we have to listen to each other, and remember how much more we all have in common as Americans than what keeps us apart.

As a mark of respect for the memory and longstanding service of Sandra Day O’Connor, retired Associate Justice of the Supreme Court of the United States, I hereby order, by the authority vested in me by the Constitution and the laws of the United States of America, that on the day of her interment, the flag of the United States shall be flown at half‑staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset on such day. I also direct that the flag shall be flown at half-staff for the same period at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

On National Pearl Harbor Remembrance Day, we honor the memories of the 2,403 service members and civilians whose lives were cut short on that tragic December morning. We reflect on the resilience of America’s Armed Forces, who withstood the attack and built the most capable fighting force the world has ever known. In the wake of tragedy, these brave women and men — the Greatest Generation — answered the call to defend freedom, justice, and democracy across the Pacific, throughout Europe, and around the globe. Today, we carry forward their spirit of unity and their enduring resolve to protect the United States against those who seek to do us harm.

This commemoration is also a solemn reminder that our country is capable of achieving great triumphs coming out of dark moments. From the death and destruction at Pearl Harbor came victory over the forces of fascism. Fierce battles with the Axis powers gave way to diplomatic partnerships with strong allies. And from the darkness of World War II came the light of liberty and the establishment of a rules-based international order. Today and every day, we remember that the great and defining truth about our Nation and our people is that there is nothing beyond our capacity — we do not break, we never give in, and we never back down.

A Proclamation: Prayer for Peace, Memorial Day 2022

On Memorial Day, we remember the patriots who gave their lives in the service of America, in the service of freedom, and in the service of justice. They made the ultimate sacrifice to defend our Constitution and our democracy. We are free because they were brave, and we live by the light of the flame of liberty they kept burning. They are all heroes, and our Nation is forever grateful.

Those who wear the uniform of the United States Armed Forces know the pride of service and what it means to dedicate themselves to a cause greater than themselves. These women and men put their lives on the line for an idea — the idea of America. They are the best of us. On this day, as we honor the fallen angels who consecrated this great Nation and the ideals that we stand for with their blood, we rededicate ourselves to the unending work of bringing our country ever closer to that more perfect Union for which they died.

Today and every day, we ask God to protect our troops, to shine light perpetual upon the fallen, and to bring comfort to their families. To those who mourn a loved one, and to America’s Gold Star Families who have lost a loved one in conflict, my heart aches for you. Our Nation owes you and those you have lost a tremendous debt that we can never fully repay. On Memorial Day, we vow to honor their memories and support the families, caregivers, and survivors they left behind.

As we honor the memories of our fallen heroes, we are grateful for the future they made possible for us and rededicate ourselves to seeking enduring peace. Our heroes gave their lives for our country, and they live forever in our hearts — forever proud, forever honorable, and forever American.

In honor and recognition of all of our fallen service members, the Congress, by a joint resolution approved May 11, 1950, as amended (36 U.S.C. 116), has requested that the President issue a proclamation calling on the people of the United States to observe each Memorial Day as a day of prayer for permanent peace and designating a period on that day when the people of the United States might unite in prayer and reflection. The Congress, by Public Law 106-579, has also designated 3:00 p.m. local time on that day as a time for all Americans to observe, in their own way, the National Moment of Remembrance.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim Memorial Day, May 30, 2022, as a day of prayer for permanent peace, and I designate the hour beginning in each locality at 11:00 a.m. of that day as a time when people might unite in prayer and reflection. I urge the press, radio, television, and all other information media to cooperate in this observance. I further ask all Americans to observe the National Moment of Remembrance beginning at 3:00 p.m. local time on Memorial Day.

I request the Governors of the United States and its Commonwealths and Territories, and the appropriate officials of all units of government, to direct that the flag be flown at half-staff until noon on this Memorial Day on all buildings, grounds, and naval vessels throughout the United States and in all areas under its jurisdiction and control. I also request the people of the United States to display the flag at half-staff from their homes for the customary forenoon period.
