Badgers for Bond Transparency

Badgers for Bond Transparency We are not a Political Action Committee (PAC).

This is a resource for questions, community updates, & discussion about the bond proposal and what it means for our students, the fiscal community of our community, and the future of Lampasas.

Members of our small group listened to a talk by Central Texan Clayton Tucker this evening and words he said resonated with many.

“The only thing that beats organized money, is organized people.”

This last election many of the voters in Lampasas County voiced opinions over the roar of a small number of people who have the ear of the Lampasas ISD Board of Trustees and the Superintendent. The Political Action Committee Badgers for Better Schools had access to the leaders and took full advantage. Now the man who led the middle school and wasn’t able to answer questions about pest control will take over as the Assistant Superintendent.

Local voters must mobilize together and attend school board meetings, challenge the ideas of the Lampasas ISD Board of Trustees, and make it known that we won’t be taxed into oblivion so some old folks, with old money, can continue to build their altar at Badger Field.

Enough is enough.

Voters must eagerly and diligently await the next round of Lampasas ISD budget proposals and see what happens with tax rates.

Badgers for Bond Transparency remains convinced the proposed tax increases based on Bond A will not be static like we heard from the Bond Planning Meetings and the local collaborators, Badgers for Better Schools, and their only named public officer, Joey McQueen.

As the ISD raises rates overall, and property values increase based on the Lampasas CAD assessments, voters will pay more and more. Voters must remain vigilant, question the officers they elect, and read the meeting minutes after attending meetings in person.

The last vote proved voters are in charge, not local boosters who only want to appropriate money towards a high school football team that didn't send anyone to play in college this year based on the Lampasas High School signing days posts.

Voter engagement works! Bonds B and C FAILED by a super-majority. Bond A passed by 3.25% or 160 votes. If Lampasas ISD required a supermajority, it would have FAILED.

Voting is a right. So is communicating with your elected Representative.

We encourage all registered voters in Lampasas County to contact their State Representative and State Senator and tell them you support this Legislative Session passing bills that require a supermajority, over 60%, of registered voters to approve school bonds.

Tell them you support the outcomes of HJR 213 “Proposing a constitutional amendment to require a supermajority vote to authorize a political subdivision to issue general obligation bonds” and HB 275 “This bill increases the voter approval threshold for school district bond elections from a simple majority (over 50%) to a supermajority (three-fifths or 60%)”

160 votes! Prop A passed by 160 votes. 3.25%. If we needed a super majority, it would have FAILED!

If that doesn’t make the Lampasas ISD Board of Trustees nervous about the public’s confidence in them, I don’t what does. But let’s be honest, there is little reflection going on with that group.

Less than 40% of voters supported B and C. Even fewer supported Badger Field waste.

Proposition A – Issuance of bonds in the amount of $115,550,000 for school facilities, with priority given to a new middle school, district-wide safety and security improvements, and buses

For: 1,310 (53.25%)
Against: 1,150 46.75%)
160 vote margin FOR!

Proposition B – Issuance of bonds in the amount of $21,580,000 for school facilities, with priority given to a new covered multi-purpose facility and a new covered band facility

For: 968 (39.67%)
Against: 1,472 (60.33 %)
504 vote margin AGAINST!

Proposition C – Issuance of bonds in the amount of $2,500,000 for existing school stadium facilities

For: 931 (38.16%)
Against: 1,509 (61.84%)
578 vote margin AGAINST!

A clean and unambiguous signal from the VOTERS and TAX PAYING RESIDENTS to the Lampasas ISD leadership that we're done with their shenanigans surrounding badger field and Badgers for Better Schools.

Lampasas ISD Board of Trustees needs a plan by the end of calendar year 2026 to stop playing at Badger Field and move to the high school. The voters have spoken.

Transparency means knowing what is true and what is not.

Looking at these amazing student athletes who will continue their academic and athletic journeys into college, it appears like we already know where taxpayers need to put their money and where we don't. Let's make sure these student athletes know how proud our community is.

$253,578,000 total debt!!
$113,948,000 in interest alone!!!
$10,143,120 a year just to service the new debt or $845,260 a month. That’s how much we have to pay. At $13.11 a month the County has to average 64,474 properties EACH paying that much monthly. Do we have that many properties in the LISD?

Transparency means knowing how much DEBT this bond will cause.

Folks are focused on the wrong numbers. The cost of construction. They should also be aware of the total cost of the debt. Lampasas ISD documents reveal these total costs:
Order of Bond Election https://www.lisdtx.org/Departments/index.html

Bond A: $115,550,000
Bond A interest: $95,841,250
Bond A total cost: $211,391,250

Bond B raise: $21,580,000
Bond B interest: $16,229,000
Bond B total cost: $37,809,000

Bond C raise: $2,500,000
Bond C interest: $1,877,750
Bond C total cost: $4,377,750

Transparency means knowing where your money goes and who is advocating for change. Lots of folks in our greater community are interested in how we educate students and why retired members of our Lampasas ISD are given seemingly outsized roles in guiding our fiscal future.

The mere fact the Badger Quarterback Club posts about the bond is innocuous. The fact they answered questions about who will get to use the space and for what reasons simply reinforces the belief around here that the voters are not in charge. The Badger Quarterback Club is a private group. The right people, with the right last names, or who married the right people, are empowered to direct actions. Seems pretty swamp-like to us.
