Modern psychology suggests juveniles can’t be held to the same standard as adults when it comes to criminal behavior. Thus, the U.S. Supreme Court in 2012 said mandatory life sentences for juveniles could be a cruel and unusual punishment.
"I don’t think anybody left the courtroom happy with my decision. I understand that," said President Judge Dennis Reinaker. However, he said, "a second chance, in some cases, is the right thing to do."
