Emmanuel Palacios appeared in the 111th District Court on June 1, where Judge Monica Z. Notzon sentenced him to 10 years of community supervision. As part of the sentence, Palacios must also serve 180 days in the Webb County Jail and comply with conditions associated with s*x offender probation.

The case dates back to 2022, when the Laredo Police Department launched an investigation into allegations that Palacios had engaged in a s*xual relationship with a 15-year-old student. Authorities said the investigation began after a report was made to police in April of that year.

Palacios, who had worked for the United Independent School District for approximately seven years, resigned from his position in May 2022 after being placed on administrative leave while the allegations were investigated.

Court records show Palacios originally faced multiple charges, including six counts of s*xual assault of a child and one count of improper relationship between an educator and student. He ultimately pleaded guilty to the educator-student relationship charge, while the remaining s*xual assault counts were dismissed.

Authorities also believe she used another employee’s credentials during many of the transactions.

As part of the investigation, detectives reviewed financial records and reportedly found significant deposits, withdrawals and transfers involving bank accounts linked to Guerrero. Police said her managerial duties included collecting cash payments and ensuring those funds were properly deposited into the company’s accounts.

After investigators presented their findings to the Webb County District Attorney’s Office, prosecutors determined there was probable cause to seek an arrest warrant. Guerrero was subsequently charged with theft of property valued between $30,000 and $150,000, a third-degree felony under Texas law.

Jail records show Guerrero was served with the warrant on May 24, 2026, and booked into the Webb County Jail. She was released the following day after posting a $50,000 bond. The allegations remain pending in court, and Guerrero is presumed innocent unless proven guilty.

Laredo Mother Arrested After Children Found With Facial Injuries

A Laredo woman is facing felony charges after police say two young boys were left with visible facial injuries following an incident.

According to the Laredo Police Department, officers responded to a domestic disturbance call on May 28 in the 9000 block of Siller Loop. When authorities arrived, they found two brothers, ages 7 and 8, with noticeable injuries to their faces.

Investigators determined that the children’s mother, 27-year-old Eliza Jo Orozco, allegedly struck the boys as a form of punishment for reported behavioral issues at school. Police say the older child was slapped multiple times, while the younger child was struck once.

Orozco was arrested and charged with two counts of injury to a child with intent to cause bodily injury, both second-degree felony offenses.

Jail records indicate she was booked into the Webb County Jail on May 29 and later released after posting bond. Authorities also notified Child Protective Services.

Investigators allege that surveillance cameras monitored by the Laredo Police Department’s Real Time Crime Center captured a GMC pickup truck towing the stolen trailer away from the property. Police later identified 31-year-old Christopher Rodolfo Tijerina as the alleged driver of the vehicle.

According to the affidavit, detectives reviewed video evidence and gathered information that ultimately led them to Tijerina. During the investigation, police say he directed officers to the location of the missing trailer and water tank, which were recovered and returned.

Authorities estimated the value of the stolen trailer and water tank at more than $12,000. Based on that value, Tijerina was charged with theft of property valued between $2,500 and $30,000, a state jail felony under Texas law.
