A European Union plan to ban the use of Facebook, Twitter and Instagram for those aged under 16 has been scrapped.

There had been a proposal to prevent those aged 15 and under from using social media services unless they had their parents' explicit consent.

However technology companies lobbied against the idea, and now member states will be allowed to choose their own limit between 13 and 16 years.

The European Commission and European Parliament had originally proposed that there should be a uniform age of consent set at 13 years, to bring the EU in line with the US.

But late last week there was a last-minute amendment by some states that wanted the age limit to be raised to 16.

The Family Online Safety Institute warned the move could backfire, saying in an open letter: "We feel that moving the requirement for parental consent from age 13 to age 16 would deprive young people of educational and social opportunities in a number of ways, yet would provide no more - and likely even less - protection."

And Janice Richardson, a consultant to the United Nations’ information technology body, warned: "Moving the age from 13 to 16 represents a major shift in policy on which it seems there has been no public consultation."

A new draft law allowing countries to set their own limits is set to be confirmed by a vote in the European Parliament's civil liberties committee on Thursday.

Most social media services companies attempt to restrict younger people from using their services, with many imposing a lower age limit of 13.

The age of digital consent being 13 is defined by the US Children's Online Privacy Protection Act (COPPA) and similar laws in the EU afford those under 13 extra privacy protections.

Mobile phone operator EE is recalling all of its 1.4 million Power Bars following fire safety fears.

The move comes just four months after an initial recall of one batch of the portable chargers - up to 500,000 - by the company amid concerns they could overheat.

In August, it was reported five Power Bars dangerously overheated and in one case a customer said her hand was burned when hers caught fire after it exploded.

The firm now says there have been a "very small number of further incidents" where the Bars overheated and could cause a fire risk.

There are understood to have been two new cases.

EE said in order to make sure all customers remain safe, they should stop using them and returned them to an EE store.

In April, the firm announced the Power Bar scheme, which gave customers the chance to claim the free portable charger.

And customers could swap them at EE stores for fully charged ones should theirs run out while away from a power supply.

More than a million had been made available as the scheme was met with huge demand.

It will send text messages this week to all customers, who signed up to the scheme, asking them to return the devices.

The network operator said those who do so will get a £20 voucher in exchange.

It said in a statement: "We're recalling all EE Power Bars. Customers with a Power Bar should stop using it and return it to one of our stores.

"If you have a Power Bar, you should stop using it straight away and hand it in to one of our stores.

"We are taking this action because we are aware of a very small number of further incidents where Power Bars have overheated in circumstances that could cause a fire safety risk.

"Keeping our customers safe is extremely important to us, and that's why we're taking this voluntary and precautionary action."

A judge has struck down a lower court ruling in Brazil that temporarily shut down WhatsApp for 48 hours.

The country's 100 million users experienced snarled communications after a court blocked the Facebook-owned service in connection with a criminal case, whose details are under judicial secret.

But a higher court said the decision to suspend the service until midnight on Friday was unconstitutional and was allowed back online.

"Because of constitutional principles, it is not reasonable that millions of users be affected," the Sao Paolo court overseen by Judge Xavier de Souza wrote.

Following the initial ban, Facebook founder Mark Zuckerberg said it was a "sad day for Brazil" and hoped the courts would "quickly reverse course".

A judge in Sao Paulo did not reveal the name of the company or the individual responsible for the injunction.

Many saw the complaint as being driven by the country's telecoms companies who have repeatedly criticised the growth of WhatsApp, calling it unregulated and illegal.

They argued to the government that its free calling option had resulted in a marked decrease in people signing up to mobile phone contracts.

In August, Amos Genish, the president of Brazilian telecoms firm Vivo, accused WhatsApp of "pure piracy".

It is the latest authoritarian move against internet freedom in Brazil.

The country's congress - led by a former telecoms lobbyist - wants to bring in laws that would force Brazilian citizens to enter their tax identification, address and phone number to use websites and apps.

Earlier Zuckerberg posted on Facebook: "This is a sad day for Brazil. Until today, Brazil has been an ally in creating an open internet. Brazilians have always been among the most passionate in sharing their voice online.

"I am stunned that our efforts to protect people's data would result in such an extreme decision by a single judge to punish every person in Brazil who uses WhatsApp."

A new smartphone can keep running for up to 15 days on a single charge, according to the manufacturer.

The Oukitel K10000 also has a "reverse charging" feature meaning it can power up other smartphones and tablets.

The Chinese-made phone is otherwise unremarkable, with a quad-core processor and Android's 2014 Lollipop operating system installed.

The screen measures 5.5 inches and has a resolution of 720p.

It has 16GB of storage which can be increased to 32GB using a microSD memory card

There is no 4G, however, meaning that uploading photos from the phone's eight megapixel camera could take some time.

However the big selling point is the 10,000mAh battery that under "normal" use can achieve up to 15 days on a single charge.

The battery is more powerful than those fitted inside some tablet devices.

Tech site Engadget said: "Think of this more as an enormous battery with a phone attached."

For now, the phone will only be available in China and the US - with a price tag of $239 (£157).

Hoverboards have been tipped as one of this year's must-have Christmas presents - but now customers are being advised to avoid them at all costs.

We look at why the self-balancing scooters are causing so much concern.

:: What Are Hoverboards?
The gadgets, also known as "personal motorised transporters", are two-wheeled electrical scooters.

Despite their name, they don't actually hover and are controlled by subtle shifts in the user's weight.

They come in all shapes and sizes and usually cost between around £200 and £700.

The boards have enjoyed a big boost in popularity recently, with Justin Bieber, Chris Brown and Kylie Jenner just some of the celebrities snapped on them.

It is thought around half a million people in Britain have bought the self-balancing boards as gifts.

:: What Are The Dangers?
Some models have been catching fire and blowing up, which is believed to be down to many having non-compliant UK plugs without fuses.

This increases the risk of the device overheating, exploding or catching fire. Some hoverboards' cut-off switches failed.

Chargers, cabling and batteries were also found to fail safety standards.

Carol Helen Garrett, National Trading Standards principal officer, said: "The main hazard is in the board itself.

"The cut-off switch which should activate when the lithium battery is fully charged often doesn't work.

"That means that the battery continues to charge, it overheats and there's a significant risk of an explosion or fire, which is going to have devastating consequences and we have seen that in recent reports."

London Fire Brigade (LFB) said it had seen at least three incidents of boards catching fire.

In one incident, a board caught fire and two people had to jump from their first-floor bedroom window to save themselves, the LFB said.

Besides fire, there are also other dangers associated with the gadget.

Last week, a 15-year-old boy riding a hoverboard was killed after colliding with a bus in Alperton, west London.

Various airlines have also banned the gadgets, citing potential fire danger from the popular devices' lithium-ion batteries.

:: Are They All Dangerous?
Not all are, but many have issues. National Trading Standards said it had seized 15,000 of the 17,000 hoverboards examined since 15 October.

Many were found to have non-compliant plugs without fuses and cut-off switches which failed.

Retail Ombudsman Dean Dunham said: "We don't know which ones are dangerous and which are not."

LFB spokesman David Robinson also advised against getting one until more is known about what is causing the issues.

:: Who Has Stopped Selling Them?
Amazon has been telling customers who bought one that has a "non-compliant UK plug" to throw them away "as soon as possible" and get a refund.

"We regret the inconvenience this may cause you but trust you will understand that your safety and satisfaction is our highest priority," the retailer said in an email to customers.

It has suspended sales of the gadget.

Other major retailers including John Lewis, Argos and Tesco have stopped selling them.

The Retail Ombudsman has said "retailers must stop selling them" as they are "too dangerous".

"Unless retailers are certain the hoverboards they are selling are not dangerous, they must pull them from the shelves," he said.

:: Are They Legal?
The Crown Prosecution Service has said it is not legal to use them in public.

The Metropolitan Police has also been warning that a 180-year-old law means they can only be used on private land.

Although they are powered vehicles, hoverboards are regarded as unsafe on British roads, and cannot be licensed or registered under the Highway Act 1835.

But in England, Wales and Scotland, it is also an offence to take it for a spin on the pavement.

Guidance from the Department for Transport says: "You can only ride an unregistered self-balancing scooter on land which is private property, and with the landowner's permission."

:: What To Do If You're Worried
Contact the retailer you bought it from if you have any concerns about your device. Ask for a refund if you are worried it could be faulty.

If you decide to keep yours, the following advice has been given:

:: Never leave the device charging unattended, especially overnight. A faulty cut-off switch or plug without a fuse could lead to it overheating, exploding or catching fire.

:: Check the shape of the plug. The first unsafe boards identified often had a clover-shaped plug.

:: Check for online reviews that seem genuine and for information about the company's head office and landline number.

Sites that have spelling or grammar mistakes can be an indication that it is not a professional operation.

:: Never be dazzled by a bargain. If the price is too good to be true, it probably is.
