California announces new budget plan, increasing reserves but being cautious with spending [Report]

https://radiokorea.com/news/article.php?uid=488701

The state of California has announced its new fiscal year budget, which includes a $23 billion reserve fund.
The budget aims to strengthen fiscal stability by expanding reserve funds and repaying pension liabilities, while also preparing for economic uncertainty and maintaining existing policies in areas such as education, health, housing, and homelessness.

πŸ“ΊπŸ“»πŸŽ™οΈπŸ—žοΈπŸ“°πŸ“‘
California Governor Gavin Newsom unveiled his balanced spending plan for the 2026-27 fiscal year, reflecting the state's existing economic strength, higher-than-expected tax revenues, and a state reserve of approximately $23 billion.

Governor Newsom stated that the state's economy is strong, revenues are higher than expected, and fiscal stability is maintained thanks to years of prudent fiscal management. He added that the state is maintaining existing policies and focusing on sustainable progress rather than overexpansion. He emphasized the need to continue investing in programs that residents rely on, such as education and public safety, and to build reserves while also preparing for uncontrollable federal volatility.

The current fiscal year's budget, at $34.89 million, reflects a general fund increase of more than $42 billion over the past three years.
πŸ¦πŸ’ΈπŸ’°
This includes a $23 billion reserve, of which $14.4 billion is a Rainy Day Fund.

This recognizes the severity of the fiscal deficit, prioritizes fiscal austerity and long-term planning while focusing on existing investments.

Furthermore, it aims to prepare for economic uncertainty stemming from unpredictable federal government policies, such as tariffs and immigration.

This budget also includes expanding the reserve fund to improve budget stability and investing $11.8 billion over the next four years to reduce pension liabilities.

A key focus of this budget is investment in education.

It includes funding for transitional kindergarten, a pre-elementary program, to operate as a full-time program, providing free education to more than 400,000 four-year-olds. Proposals also include free before- and after-school programs, summer programs, and free school meals.
πŸ“„πŸ“š
There are also plans to expand investments in UC, CSU, and community colleges.
🏠🏑🏘️🏚️
Funding for housing and homelessness includes $500 million in homelessness prevention assistance and funding for affordable housing. An additional $190 million is earmarked for public safety.
β›‘οΈπŸ§―πŸ†˜
The state government recently noted a decline in overall crime rates and explained that this investment is based on effective strategies to reduce crime. The budget also includes subsidies for zero-emission vehicles, improvements to water and sewage systems in small communities, and efforts to address climate change, including strengthening wildfire response and forest management.

Coyote sightings increase in Southern California, warning of mating season
Across Southern California, a growing number of residents have been surprised by coyote sightings.

This is attributed to the start of coyote mating season.
https://www.radiokorea.com/news/article.php?uid=488667

According to the Los Angeles County Board of Agriculture, coyote mating season typically occurs between January and March, peaking in February.

During this period, adult coyotes may be seen more frequently near residential areas, traveling much further than usual to find mates and food.
πŸ“ΊπŸ“»πŸŽ™οΈπŸ—žοΈπŸ“°πŸ“‘
Native to Southern California, coyotes are typically avoidant of humans, but they have recently become more prey-rich in rural areas, leading to increased human contact. Their population has surged over the past 50 years, leading to some areas in Southern California having some of the highest coyote densities in the country.

Coyotes primarily feed on small rodents like mice and squirrels, but they will also prey on outdoor pet food and even small pets.

Attacks against humans are extremely rare.

The only recorded fatal attack in California occurred in Glendale in 1981.

However, coyotes can become more aggressive if they become accustomed to human food, so caution is advised.

Experts strongly advise against feeding coyotes if you encounter them.

If the coyote resists and refuses to run away, you should use the "hazing" technique, which involves swinging your arms vigorously, making loud noises, and confidently walking toward the coyote to scare it away.

Also, never leave your pets unattended outdoors, and it's a good idea to bring outdoor food containers or bird feeders inside at night.

Keeping trash can lids tightly closed and clearing weeds around your home are also effective ways to deter coyotes.

The Supreme Court's customs ruling won't be announced today... It could be as early as the 14th.
The Supreme Court did not issue a ruling today (the 9th) on the legality of the Donald Trump administration's reciprocal tariff policy, as was expected. While the Court had announced a ruling in a key case today, it only announced a decision in a non-tariff-related criminal case, postponing the decision on the tariff case.

πŸ“ΊπŸ“»πŸŽ™οΈπŸ—žοΈπŸ“°πŸ“‘
https://radiokorea.com/news/article.php?uid=488671

However, the Supreme Court announced its decision schedule for key cases on the 14th, raising the possibility that a ruling on the tariff case could be made as early as that day.

The Supreme Court customarily does not disclose which cases it will rule on in advance.

The key issue in this lawsuit is whether President Donald Trump can impose broad tariffs based on the International Emergency Economic Powers Act (IEEPA).

Twelve states with Democratic governors and small businesses have filed suit, arguing that the measure is unlawful, and previous courts have ruled that it constitutes an abuse of presidential power.

While the Supreme Court holds a 6-3 conservative majority, some conservative justices raised concerns during the opening oral arguments in November last year that broad tariffs could infringe on congressional authority, raising concerns that the outcome is uncertain.

President Trump has argued that tariffs are a means of protecting national interests and security, and a loss would be a "serious blow" to the United States.

If the Supreme Court rejects the executive branch's authority to impose tariffs, there are concerns that the Trump administration could face a massive backlash against tariff refund lawsuits.

In this regard, White House National Economic Council Director Kevin Hassett stated in a CNBC interview today, "Even if the Supreme Court puts the brakes on, we can still exercise our tariff authority under other laws."

Hassett said that a meeting with key figures the previous night discussed response measures in the event of a loss, and mentioned alternative means such as Section 232 of the Trade Expansion Act, which allows for tariffs on specific products such as automobiles and steel.

He added that U.S. Trade Representative Jamison Greer is deeply involved in developing contingency plans.

California had the most layoffs nationwide last year.
Last year (2025), California recorded the most layoffs in the nation due to restructuring in the tech and entertainment industries.
https://edd.ca.gov/
Fortunately, the number of layoffs decreased sharply in December, showing some signs of relief in the job market.
⚑️⚑️⚑️⚑️⚑️
πŸ’¨πŸŒ΄πŸŒ΄
https://radiokorea.com/news/article.php?uid=488666

According to a recent report by the recruitment consulting firm Challenger, Gray & Christmas, California will see a total of 175,700 job cuts announced through 2025.

This is the highest number of job cuts for any state in the country, excluding Washington, D.C., which was directly impacted by federal government layoffs.

The tech sector, particularly Silicon Valley, was hit hardest, with over 75,000 job losses.

The primary reasons for this are attributed to shifts in investment driven by the adoption of artificial intelligence (AI) and the overemployment of the past decade. The entertainment sector also saw layoffs of over 17,000 due to a decline in Hollywood productions and media industry consolidation.

As a result, California's unemployment rate soared to 5.6% in September, the highest in the nation.

However, there are also positive signs.

The number of announced layoffs in California, which peaked at over 14,000 in November, fell significantly to around 2,700 in December.

However, experts believe we've entered a "low-employment, low-layoff" phase, where companies are reducing layoffs but also being cautious about hiring. It remains to be seen whether the California economy, which endured a severe wave of layoffs last year, can seize the opportunity to rebound in the new year.

Santa Ana winds of 70 mph in Southern California...peaking today.

Powerful Santa Ana winds, reaching 70 mph, are raging across Southern California, causing widespread damage, including truck rollovers and road closures.

The National Weather Service forecasts that moderate to strong Santa Ana winds will continue to intensify, reaching their peak today (the 9th) and tomorrow (the 10th).

https://radiokorea.com/news/article.php?uid=488663

The National Weather Service (NWS) forecasts record-breaking wind gusts of up to 70 mph in the San Gabriel Mountains and Antelope Valley near the 14 Freeway. A

high wind warning has been issued for these areas until 1 p.m. tomorrow (the 10th).

A less severe high wind advisory has been issued for areas like the Santa Clarita Valley and Malibu Coast, but gusts could reach up to 50 mph.

Winds of 30 to 40 mph, with gusts of up to 60 mph, are expected for much of Los Angeles, and a high wind warning remains in effect until 3 p.m. today (the 9th).

In fact, yesterday morning (the 8th), a large truck overturned near Pyramid Lake on the 5 Freeway north of Los Angeles due to high winds.

This accident temporarily closed all southbound lanes, causing severe traffic congestion.

The weather service urged drivers to exercise extreme caution, citing the increased risk of rollovers in tall vehicles.

The Korea Meteorological Administration (KMA) warned that recent rain has weakened the ground, posing a high risk of uprooting trees and toppling utility poles.

With widespread power outages and falling debris arising, residents are advised to refrain from going outside as much as possible and, if inside, stay in safe places away from windows.

The Santa Ana winds are expected to peak today and tomorrow and then gradually weaken, but they are expected to persist until mid-next week. While the Santa Ana winds will bring higher temperatures and drier air over the weekend, the KMA stated that due to the recent heavy rain, no wildfire warnings are expected to be issued.

OpenAI Launches "ChatGPT Health": "From Test Results Analysis to Diet Management"

OpenAI announced today (the 8th) the launch of "ChatGPT Health," a new feature designed to help users understand and manage their health.

This feature allows users to input their health information and context, helping them understand recent test results and prepare questions before visiting a doctor.

https://radiokorea.com/news/article.php?uid=488623

The focus is on providing easy-to-understand explanations of everyday health information, including diet and exercise advice.

OpenAI explained that the launch of this feature stems from the fact that health-related questions are the most frequently asked question on ChatGPT globally.

Anonymized conversation analysis revealed that over 230 million people ask health-related questions on ChatGPT every week.

Previously, health information was scattered across apps, wearable devices, and PDF medical records, making it difficult to grasp the full context. However, ChatGPT Health provides a more integrated understanding.

Users can receive more personalized help by entering medical certificates or linking with external health apps.

However, ChatGPT Health is not intended for diagnosis or treatment, but rather focuses on understanding everyday questions and identifying long-term health patterns.

OpenAI stated that it has implemented an additional security system specifically for health information to protect personal information, and related data is managed in a separate space and can be reviewed or deleted at any time.

This feature was developed with the participation of approximately 260 doctors from 60 countries around the world, and is currently being tested with an initial group of users, with plans to expand sequentially through the web and iOS in the future.

California continues to see an exodus of ordinary residents, not just billionaires.

https://radiokorea.com/news/article.php?uid=488625

The exodus from California isn't limited to billionaires, but is also happening among ordinary residents.

Moving and transportation company U-Haul analyzed more than 2.5 million one-way moves across the United States last year and found that California had the highest number of outflows compared to inflows.

πŸššπŸ“¦

This marks the sixth consecutive year of record-breaking growth.

Specifically, 50.6% of U-Haul users in California were leaving the state, while only 49.4% were entering the state.

However, the outflow rate was slightly lower than in 2024.

The main destinations for California residents leaving were Arizona, Nevada, Oregon, Washington, and Texas.

U-Haul did not provide specific reasons for the departures, but said personal reasons such as marriage, children, employment, and school were the main reasons for the moves.

However, California population experts cite the high cost of living and housing as the biggest reasons.

Hans Johnson, a senior researcher at the Public Policy Institute of California, analyzed that "over the past decade, housing costs have overwhelmingly driven the move out of the state, rather than jobs or family."

According to the Bureau of Economic Analysis, the cost of living in California is 12.6% higher than the national average, and housing costs are a whopping 57.8% higher than the national average.

However, there are some positive signs.

In July 2025, California's population grew slightly by 0.05%, reaching 39.5 million, driven by increased international migration.

Net outflow from interstate travel remained at pre-pandemic levels, at approximately 216,000.

U-Haul found that Texas, Florida, and North Carolina recorded the highest inflows nationwide.

California also made the list of "growth cities," which saw higher inflows than the overall state.
