Abby does not come to me when I call her. She only comes to me when I raise my voice and then cowers when she gets to me...

Abby does not come to me when I call her. She only comes to me when I raise my voice and then cowers when she gets to me. I always tell her what a good girl she is for coming. Her previous owner would get so mad when she didn't come, so he would raise his voice to get her to come and then when she did come, he would grab her and hit her. I would NEVER, EVER raise my hand to any animal. I would just like her to come to me without me having to sound like her previous owner.
