The International Criminal Court (ICC) has officially released the public redacted version of its Document Containing the Charges (DCC) against former Philippine President Rodrigo Roa Duterte, outlining detailed allegations of crimes against humanity committed during his tenure as Mayor of Davao City and later as President of the Philippines.
The charges, filed by the Office of the Prosecutor, span from 1 November 2011 to 16 March 2019, a period during which Duterte allegedly orchestrated and oversaw a widespread and systematic campaign of murder, targeting individuals accused of drug use and other crimes. The ICC alleges that Duterte personally established, directed, and maintained control over the so-called Davao Death Squad (DDS) and, later, a nationwide network of law enforcement and hitmen, used to implement his violent anti-crime policy.
Duterte is charged under three counts:
Count 1: Murders carried out by the DDS in Davao City.
Count 2: Assassinations of “high-value” drug targets during his presidency.
Count 3: Killings and attempted killings in barangay-level drug operations across the country.
The document states that Duterte acted as an indirect co-perpetrator, ordered or induced the killings, and aided and abetted those responsible. Evidence includes Duterte’s public speeches, operational directives, and a covert reward system for law enforcement officers, which incentivized extrajudicial killings.
