To the Honorable Members of the Marathon City Council:



The Florida Keys Contractors Association (FKCA), through its Board of Directors, would like to thank the Marathon City Council for the thoughtful discussion and negotiations that took place at last night's Council meeting regarding the contract for the City's new City Manager, Steve Williams.



The Council heard and considered the concerns expressed by members of the community and worked to address those concerns to the best of its ability. We appreciate the Council's willingness to engage in open discussion and carefully consider the matters brought before it.



We would also like to take this opportunity to congratulate Steve Williams on his appointment as the official City Manager for the City of Marathon. The FKCA looks forward to working with Steve in his new capacity and is excited about the opportunity to work together in support of the citizens, businesses, and community of Marathon.

It goes without saying that government cannot make everyone happy with every decision. However, last night's meeting was a positive example of the democratic process working as it should. The community's voices were heard; the Council considered the concerns presented and ultimately made its decision.



The Florida Keys Contractors Association once again thanks the members of the Marathon City Council for their time, service, and commitment to the citizens of Marathon. We look forward to continuing a productive relationship with the City and working together for the benefit of our community.

The Florida Keys Contractors Association (FKCA), through its Board of Directors, respectfully requests that Resolution 2026-78, regarding the approval of the City Manager contract with Steve Williams, be removed from the consent agenda and placed on the regular agenda for public discussion.



The FKCA has several concerns regarding specific provisions contained within the proposed contract that we believe warrant further review and discussion by the City Council and the residents of the City of Marathon.



Our concerns include the following:

Item 4 – Term of Contract: The contract provides for an indefinite term, and the FKCA believes the implications of this provision should be discussed publicly.
Item 5 – Base Salary and Annual Increases: The proposed compensation package, including the base salary and provisions for annual increases, warrants further consideration and public discussion.
Item 6 – Termination and Reversion to City Attorney: The contract requires a supermajority vote of four of the five City Council members for termination. The FKCA believes this provision should be reviewed in relation to the requirements of the City Charter and the appropriate voting threshold for such action. Additionally, the contract provides that upon termination, the Agreement shall automatically expire, and the Manager shall automatically revert to his previous position as City Attorney. The FKCA believes this provision creates significant implications regarding the Manager's employment status, authority, and compensation following termination and therefore warrants careful review and public discussion by the City Council.
Item 12 – Vehicle Allowance: The contract provides for a vehicle allowance of $650.00 per month. The FKCA believes the justification and terms of this additional compensation should be discussed publicly.
Item 17 – Additional Compensation: The contract provides for an additional payment of $84,000.00 associated with duties that were voluntarily accepted. Given the amount and nature of this additional compensation, the FKCA believes this provision deserves careful review and public discussion.


The Florida Keys Contractors Association respectfully requests that these provisions be removed from the consent agenda and brought before the City Council for open discussion and consideration. We further believe that the residents of the City of Marathon should have the opportunity to understand and comment on the significant financial and contractual commitments being considered on their behalf.



The FKCA appreciates the City Council's service to the community and respectfully requests that these concerns be given appropriate consideration before Resolution 2026-78 is approved.

We are delighted about the current arrest of the and citation of the UNLICENSED CONTRACTORS working in Monroe County- Thank you DBPR, MSCO and City of Marathon, for the wonderful STING operation! FKCA was not made aware of this operation until after the fact but we are delighted that our numerous complaints were heard! Again, if you see something- say something- report these people!
